Larick, Jamie Leeseberg, Michael Schnetzer Kimberly McWilliams, CMC, Clerk of Council Monday, April 27, 2015 7:00 PM Council Committee Rooms CALL TO ORDER: Tom Kneeland called the meeting of the Committee of the Whole to order at 7:02 p.m. Committe Chair Renner arrived shortly thereafter. Present 6 - Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Karen J. Angelou, Stephen A. Renner, and Ryan P. Jolley Absent 1 - Michael Schnetzer ITEMS - From the Director of Planning & Development 2015-0094 Development Supporting Documents Attachments: DEV-RPT-4.27.15 DEV-ATT-CIC 2014 Annual Report - 2015 Action Plan 1. CIC Annual Report Anthony Jones, Director of Planning & Development went over 2014 annual report for Community Investment Corporation (CIC) and 2015 action plan; introduced George Mrus, President of CIC, and Jeff Kessler, Treasurer. Mrus thanked Council and City staff for support; majority of members are volunteers; 19 currently; thanked volunteers and chairs of respective committees Jeff Kessler, Doug Maddy, Justin Bickle and Matt Ference. Mrus continued reviewing annual report attached to supporting documents. - Contractual Obligations - Goals - Financial Overview Kneeland said marketing website is a one-time cost. - Finance Committee Update - Business Dev. & Marketing Update CIC provided direct project assistance Kneeland spoke to Groundhog Day. Jones said CIC sought sponsorships and made a profit for the first time ever on this event. Jones displayed comprehensive GIS website made just for this platform. - West Side Market Study Results Angelou asked how many businesses on West Side. Jones said don't remember off hand but can get it. - Real Property Update 1290 Granfield Court was demolished and put on the market; CIC collected $44,000. - 2014 IT Update Mrus reviewed 2015 Corporate Goals attached to supporting documents. - Committees - Goals & Action Plans - Estimated Financial Forecast Angelou asked about expenses and revenue; do not equal zero. Jones said we have a savings; trying to get money out the door to accomplish what we need to accomplish. Angelou asked how much of $350,000 is left. Jones said about $80,000 is not spoken for. Angelou confirmed the mortgage on 181 is not included in any of this. 2. Foxwood Rezoning & Replatting Jones presented a zoning change for Foxwood; said it is a change to the overlay text for Foxwood Section 3; Planning Commission recommended this unanimously; was done to protect Buttonbush swamp in Gahanna Woods park; Jim Lipnos, applicant, is here; said again they are modifying overlay to reduce number of units; creates lower density project; helps protect environmental concerns we have. Jim Lipnos, Homewood, said the property was approved in 2002 and in 2006 phase 3 was platted; housing market plummeted at that time; worked to project Buttonbush swamp; have been with Ohio Environmental Protection Agency, Ohio Department of Natural Resources; presented map of site; new plat eliminates a cul-de-sac; we created bio-retention and are donating that to the City; here to get overlay text modified; also need to replat as well since it was already platted as a subdivision. Jolley asked about grant. Collins said we have been recommended from Mid Ohio Regional Planning Commission to receive grant funding for full request; will go to Ohio Public Works Commission for final approval; Lipnos and his group have been patient and City is very much in support of this. ITEMS - From the Clerk of Council 2015-0092 Clerk of Council Supporting Documents Attachments: Liquor Permit Transfer - The Wine Guy 1. Codification Clerk McWilliams said asking for waiver and emergency for codification; this will make sure we're up to date will all of our ordinances and code changes; that is the normal process for this. RECOMMENDATION: 1st Reading; Waiver of 2nd Reading; Emergency Legislation; Consent Agenda. 2. Liquor Permit - Wine Guy McWilliams presented liquor permit transfer; Patels own a fine wine and liquor store in Polaris; Police Division has no objection; same permits; seeking Motion Resolution. Jolley asked if this is across from the Barn; used to be state liquor store. McWilliams said yes. Jolley said when Giant Eagle opened, they moved from this location to Giant Eagle.
