Jolley PENDING LEGISLATION: ORD-0073-2015 TO REZONE 4.19+/- ACRES OF PROPERTY AS SO, SUBURBAN OFFICE; SAID PROPERTY LOCATED AT RIDENOUR ROAD, IMPERIAL RISE #3, PART OF RESERVE "A"; PARCEL ID NO. 025-0 1 3 2 3 6 ; CURRENT ZONING RID, RESIDENTIAL INSTITUTIONAL DISTRICT; FRED KENIMER, LAND OWNER'S PROPERTY COORDINATOR, APPLICANT. Jones introduced Glen Dugger, the representative of the applicant, Fred Kenimer; said there are no additional staff comments; Dugger said he is here for any questions but does not have anything to add; Kneeland asked if this was staff's recommendation to approve; Jones said it was; Renner asked if there is a plan at all or concept level; Dugger said the church owns the property today and they looked at the request of Planning Commission, an overlay has a number of questions the church is not in the position to answer; property will not be used any longer as what it was zoned for; believes it will most likely be a senior living facility; would not bring in a high traffic as its location limits those options; must get it to this zoning to be used for that purpose; Leeseberg asked Priestas if traffic was looked at; Priestas said it was evaluated. City of Gahanna Page 1 Committee of the Whole Meeting Minutes July 27, 2015 ORD-0074-2015 TO REZONE 1+/- ACRES OF PROPERTY AS CC, COMMUNITY COMMERCIAL; SAID PROPERTY LOCATED AT 5069 MORSE ROAD; PARCEL ID NO. 025-0037A-014-00; CURRENT ZONING ER-1, ESTATE RESIDENTIAL; SUSAN PRESCOTT, APPLICANT. Jones introduced Dr. Prescott, the applicant for the requested zoning change; said staff presented at the last public hearing; in support of this zoning change; Angelou asked how many employees she would have on the property; Prescott said current amount of 8-10. RECOMMENDATION: Regular Agenda, 2nd reading. ITEMS FROM THE CLERK OF COUNCIL 2015-0147 Supporting Documents from the Clerk of Council 1. Governance Commission - time extension request McWilliams said the Governance Commission has been meeting monthly; they will be meeting tomorrow evening with a panel of speakers from the area here at City Hall; said Chair Sheila Vitale and member George Mrus are here to discuss the extension; Vitale said they are asking for an extension through the end of the year; said they are working hard to meet the deadlines and have been meeting once a month; have the three required public hearings scheduled; the Commission is scheduled to end at the end of October; would like the extension to be able to go back and discuss items and pull together a comprehensive report; want to address all the issues and give Council a full analysis of the two forms of government; said the Dispatch and other newspapers have picked up on this; Angelou thanked them for their duties. RECOMMENDATION: Consent Agenda. 2. Deputy Police Chief Review Board - Council Appointment McWilliams said the Deputy Chief hiring process requires a review board; the review board has a member appointed by City Council; will need to have someone appointed by the deadline; the deadline for choosing an applicant is August 7; Kneeland said they will be discussing that tonight and will notify the Clerk of their decision. 3. Block Acquisitions, LLC, 1394 Cherry Bottom Road - D5 Liquor Permit McWilliams said new liquor permit; said it is to sell beer, wine, and spirits; there are no objections from the Police Department. Supplemental Appropriation: to post reimbursements of legal fee payments to Special Counsel Ewald said this is actually a reimbursement; one issue was for legal fees dealing with litigation for Lounge 62; once the liquor permit was sold, we were told we would be reimbursed; asking for those funds to be transferred back; the other issue was a reimbursement from legal fees associated with broadband infrastructure improvements; request is for $18,000; takes the form of supplemental; not asking for money, just need funds transferred into the proper accounts that was given back to the City.
