CALL TO ORDER Chair McGregor called the meeting to order at 8:08 p.m. B. DISCUSSIONS 1. ITEMS FROM THE PLANNING & ZONING ADMINISTRATOR ORD-051-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Amending Section 1163.06 Lighting, Striping, and Traffic Control of Chapter 1163 Parking Regulations. City Planner, Michael Blackford, provided a summary of the code changes recommend for approval by Planning Commission (see attached file title “Administration Presentation, as part of file CC-001-2020). No questions from Council. This item was recommended for introduction at the next Council Meeting, 7/6/2020; Public Hearing set for 7/20/2020. ORD-052-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Amending Chapter 1171 Fences. City Planner, Michael Blackford, provided a summary of the code changes recommend for approval by Planning Commission (see attached file title “Administration Presentation, as part of file CC-002-2020). City of Gahanna Page 1 Committee of the Whole Meeting Minutes June 15, 2020 Larick asked about pools, and whether it makes sense to allow a cover in lieu of a fence; said on pg. 5 of attachment, with maintenance and fencing structure; that states that the good side of the fence needs to be on the outside of the property; there are clear issues with interpretation of the rule and it allowed a court case, which the city lost; allows for an atheistically displeasing fence facing the surrounding property owners; wants that addressed. Larick wants homes that have side doors to garage for fence to be allowed to enclose the door. Blackford said the code change would allow that to occur. The other two issues are more in depth and not something he can respond to tonight. Renner stated that he wants this brought back to committee. Leeseberg asked about maintenance of fences; said we have requirements to maintain them but don’t give owners a way to maintain the outside without going on other property; this was an issue brought up a few years ago when I was on the Code Review Committee; would like that brought forward again. McGregor asked if the section on side yard, could it be level with the front of house. Blackford confirmed, said it can’t extend beyond the front of house. McGregor asked if section C on pg. 3, talks about the height of fence; objects to finials being below that 6’ threshold. Blackford said code does not define how fence is measured except for swimming pool fences. Taking the language from swimming pools to apply to all fencing; very easy to have language that covers finials and posts. Council asked if these changes were made, would they have to go back to Planning Commission for approval. Legal said they would review. This item held in committee. Due back to the July 6 Committee of the Whole. 2. ITEMS FROM THE DEPARTMENT OF PUBLIC SERVICE & ENGINEERING ORD-053-2020 ORDINANCE AUTHORIZING THE MAYOR AND THE DIRECTOR OF PUBLIC SERVICE AND ENGINEERING TO ENTER INTO CONTRACT WITH PIPETEK INFRASTRUCTURE SERVICES FOR THE 2020 CCTV & SANITARY SEWER CLEANING PROJECT, WAIVING SECOND READING AND DECLARING IT AN EMERGENCY. Director of Public Service and Engineering Grant Crawford, stated that we touched upon this item at the council meeting this evening; this is for cleaning and inspecting the sewer and manholes throughout the city. We are requesting, due to recent historical events, that this go as emergency and waiver of second reading. City of Gahanna Page 2 Committee of the Whole Meeting Minutes June 15, 2020 This item recommended for introduction, waive second reading, and adopt as emergency, regular agenda, set for 7/6/2020. 3. ITEMS FROM THE DIRECTOR OF FINANCE RES-012-2020 RESOLUTION ADOPTING THE TAX BUDGET OF THE CITY OF GAHANNA, OHIO, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2021. Finance Director Joann Bury stated that the tax budget needs to be filed on July 20; this allows the Budget Commission to set tax rates; looks at 5 year projection from 2021 amounts; made some slight adjustments based on last budget. Bowers asked if this needed a Public Hearing. Bury stated that she worked with the City Attorney on this, and no Public Hearing was necessary. This item recommended for adoption on the regular agenda, set for 7/6/2020. 2020-102 UPDATES FROM THE DIRECTOR OF FINANCE Bury provided an update on the judgment bonds and rates; were bid through Baker Tilly; 7 bids came back; 1.5-2.29 %; Chase was awarded the bid; next few weeks will be working on Comprehensive Annual Financial Report (CAFR); Capital Needs Assessment kicked off today.
