CALL MEETING TO ORDER City Attorney Shane Ewald called the Organizational Meeting of the Parks & Recreation Board to order on Wednesday, January 4, 2017 at 7:01pm at Gahanna City Hall. B. SWEARING IN OF REAPPOINTED MEMBER(S) At this time, City Attorney Ewald administered the oath of office to Cynthia Franzmann and Andrew Piccolantonio. C. ROLL CALL Present: 6 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd and Sarah Mill D. ELECTION OF CHAIRMAN At this time Interim Dirctor Jeff Barr opened the floor for nominations of Chair. Motion was made by Franzmann, seconded by Mill to nominate Andy Piccolantonio Chair. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill E. ELECTION OF VICE CHAIRMAN At this time Piccolantonio opened the floor for nominations of Vice Chair. Motion was made by Miller seconded by Ross to nominate Cynthia Franzmann Vice Chair. Motion was made by Miller seconded by Mill to nominate Ken Shepherd Secretary. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill G. ESTABLISH TIME AND DAY: Regular Parks Board Meetings Motion was made by Shepherd, seconded by Ross to approve the 2017 Parks & Recreation Board meetings to be held on the first Wednesday of each month at 7 pm excluding July and December unless necessary. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill H. ADOPTION OF RULES OF OPERATION AND PROCEDURE Motion was made by Shepherd, seconded by Ross, to approve the Parks Board Rules of Operation & Procedure. APPROVAL OF MINUTES A motion was made by Ross, seconded by Mill, to approve the minutes from the November 2, 2016 meeting. ADDITIONS OR CORRECTIONS TO THE AGENDA New Business - Staffing and Budget O. HEARING OF VISITORS None P. OLD BUSINESS Nothing at this time Q. NEW BUSINESS i. Staffing Update Interim Director Barr shared that Recreation Superintendent Shannon Sorrell turned in her resignation. She accepted the position as Director of Parks & Recreation in the City of Whitehall. ii. Budget Update Barr shared that the City Budget was approved in December 2016. The Department has added one full-time position; Parks Facilities Technician and four additional part-time Parks staff. iii. Senior Center Update - Patrick Monaghan, Senior Center Supervisor Patrick Monahan, Senior Center Supervisor shared updates about the City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes January 4, 2017 Senior Center. Some of the 2016 accomplishments include facility renovations and improvements, staff have created a more welcoming environment for existing and new members, membership has increased 15%, the Senior Golf League has been revitalized, The Gahanna Active Senior Advisory Committee has been reorganized. Future Vision Development of staff to support Senior Program Supervisor, Senior center and Program operations, increase frequency of fundraising events, maintain or increase facility rentals acquisition of accessible shuttle bus for general program operations and travel programs and making the Active Senior program a significant part of Gahanna's overall livability as a community. R. CORRESPONDENCE AND ACTIONS Nothing at this time. S. DIRECTOR'S REPORT Barr shared the Director's Report; the Creekside Waterfall Bridge project has been completed. The canoe ramp at Woodside Green has been completed and over 80% was funded by a grant from REI. The Recreation Division is working on final numbers for the year pending Finance Department. Barr stated that staff is not recommending any fee changes for 2017. The Board would like to receive any fee changes prior to the meeting in order to have time review them. Veteran's Advisory Committee Nothing at this time U. POLL MEMBERS FOR COMMENT i. Gahanna Parks & Recreation Foundation Ross shared that the Foundation will have a planning meeting once a new Parks & Recreation Director is hired. Two new Trustees have been appointed to the Foundation. The 2017 budget was decided. ii. School Board Report Piccolantonio shared that School Board member ennifer Chrysler was appointed to the Parks Board. V.
