CALL MEETING TO ORDER Franzmann, Chair called the April 11, 2018 Parks & Recreation Board meeting to order at 7:02pm at City Hall. B. ROLL CALL Present: 6 - Cynthia Franzmann, Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd and Sarah Mill Absent: 1 - Daphne Moehring C. APPROVAL OF MINUTES Motion was made by Shepherd, seconded by Ross, to approve the March 14, 2018 meeting minutes. ADDITIONS OR CORRECTIONS TO THE AGENDA None E. HEARING OF VISITORS Courtney Simmons and Jessica Ginter, Fitness For Mom observed the meeting. They would like to get more involved in the community. F. Chapter 563 review 2018-0069 Ordinance 563 - draft 4-11-2018 2018-0082 Ordinance 563 - updated draft 4-12-2018 a. 563.31 Pizzurro Park Dog Park Rules The Board reviewed the proposed changes to Ordinance Chapter 563; adding 563.31 Pizzurro Park Dog Park Rules. Motion was made by Franzmann, seconded by Miller, to recommend to Council the proposed addition of Chapter 563.31. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill Absent: 1- Moehring b. 563.32 Smoke Free Zones The Board reviewed the proposed changes to Ordinance Chapter 563; adding 563.32 Smoke Free Zones. Motion was made by Shepherd, seconded by Mill, to recommend to Council the proposed addition of Chapter 563.21 Smoke Free Zones. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill Absent: 1- Moehring c. 563 The Board reviewed the proposed changes to Ordinance Chapter 563 . GASAC recommendation Barr stated that there are three vacancies on the Gahanna Active Senior Advisory Committee. At the recommendation of Monaghan, Senior Services Supervisor Barr shared three applications for review. Motion was made by Miller, seconded by Shepherd, to appoint Jeffrey Caffee, Charles Culp, and Patricia Miller to the Gahanna Active Senior Advisory Committee for one year. The motion carried by the following vote: Yes: 6- Franzmann, Miller, Piccolantonio, Ross, Shepherd and Mill Absent: 1- Moehring H. CORRESPONDENCE AND ACTIONS None I. DIRECTOR'S REPORT Barr shared the highlights of the Department for the last month. Report attached. Ferrell shared that Parks crews have been prepping the front pool at GSP to the install of the liner. Reno Systems will begin the install next week. 2018-0072 Director's Report J. COMMITTEE REPORT'S b. Gahanna Active Senior Advisory Committee 2018-0071 April Senior Spotlight a. Bicycle & Trail Advisory Committee (BTAC) Next meeting on April 23, 2018, 6pm City Hall c. Natural Resources Advisory Committee d. Veteran's Advisory Committee City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes April 11, 2018 Shepherd stated the deadline to purchase bricks for the Memorial Day Dedication is April 15th. K. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Miller shared that the Governance Committee continues to review the Foundation By-Laws. b. School Board Report Piccolantonio shared that voting began on Tuesday, April 10th. The school levy is Issue 2. There is a Levy Town Hall meeting on April 25th, 6:30pm at Middle School West. L.
