A. CALL MEETING TO ORDER
Franzmann, Chair called the November 14, 2018 Parks & Recreation
Board meeting to order at 7:04p.m. at City Hall.
B. ROLL CALL
Present: 7 - Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd, Daphne
Moehring, Cynthia Franzmann and Chrissy Kaminski
C. APPROVAL OF MINUTES
Motion was made by Shepherd, seconded by Ross, to approve the minutes
from the October 10, 2018 meeting. The motion carried by the following Vote:
Yes: 7- Miller, Piccolantonio, Ross, Shepherd, Moehring, Franzmann and Kaminski

D. ADDITIONS OR CORRECTIONS TO THE AGENDA
Barr added Old Business - Fees which will be discussed after all
business has been completed.
E. HEARING OF VISITORS
F. OLD BUSINESS
a. Fees/rates
Barr stated that at the October 10, 2018 Board meeting the Board
recommended new fees for the 2019 season; since that time Council has
requested a recommendation for increased revenue and to cut cost for
the department. Barr shared a proposed draft of new fees for
memberships, rentals, and camps.

camps.
Aquatic Membership Fees
The Board reviewed the fees for Aquatic membership and the early bird
discount. After much discussion the Board made recommendations for
new fees for the Aquatic memberships and a 10% discount until April 30,
2019 for a early bird discount.
Motion was made by Moehring, seconded by Kaminski, to approve the
proposed Aquatic membership fees as discussed. The motion carried by the
following vote.
Yes: 7- Miller, Piccolantonio, Ross, Shepherd, Moehring, Franzmann and Kaminski
Outdoor & Indoor Shelter, Senior Membership, and Camp rates
Barr presented a proposed draft of rental rates. The Board discussed the
weekly, peak, non-peak, resident and non-resident outdoor/indoor rental
rates, Senior membership rates and camp rates.
After much discussion the Board made recommendations for new
outdoor/indoor rental rates, Senior membership rates and camp rates.
There will be no early bird discount for camp, still offered will be one free
week of camp when registering for all the weeks. New rates attached.
A motion was made by Miller, seconded by Franzmann, to approve the
presented Oudoor/Indoor Rental Rates, Senior Center Membership rates and
Camp fees. The motion carried by the following vote:

G. NEW BUSINESS
a. Camp Update - Sarah Mill
Sarah Mill, Youth & Family Programs Supervisor shared an overview of
Summer Camp and revenue comparisons for the last three years.

b. Aquatic Update - Scott Hayden
Scott Haden, Aquatics Program Supervisor shared an overview of the
Aquatic revenue comparisons for the last five years. Document attached.

c. OPRA Awards
Stephania Bernard-Ferrell shared that the Ohio Parks & Recreation
Association (OPRA) has annual awards. The department submitted
several proposals and received:
3rd Place - Marketing Innovation Project - Shine with Parks & Rec. The
project was for our seasonal employment recruitment (aquatics and
camps). Department staff worked with the Marketing Team, HR team and
the High School Graphic Design Class.
2nd Place - Historical & Cultural Arts - All of Us: A Life's Project. The
Senior Center partnered with the High School drama students who
interviewed Senior Center members then the drama student presented a
play on the life of the Senior they interviewed. This was a great
opportunity for the students to interact with Seniors in the community.
Outstanding Youth Leadership Award Winner - Ella Oswalt for the Nature
Play area project at Woodside Green Park.
H. CORRESPONDENCE AND ACTIONS
None
I. DIRECTOR'S REPORT
Barr shared department updates from the last month and stated that the
Creepside Festival had a good turn out even with the bad weather. The
concrete deck and boardwalk below Creekside Cafe was replaced by
Marty White and his facilities crew. Report attached.

J. COMMITTEE REPORTS
a. Bicycle & Trail Advisory Committee (BTAC)

Barr shared the meeting was the week prior, the committee was updated
on the BWT Section 8. The committee continues working with GPD on
getting bikes that are recovered and not claimed. BTAC repairs the
bikes and donates them to GRIN.
b. Gahanna Active Senior Advisory Committee
Barr shared that after the first of the year senior programming will begin
on Tuesday and Thursday evenings.

d. Veteran's Advisory Committee
Shepherd shared the ceremony was very well attended.
K. POLL MEMBERS FOR COMMENT
Piccolantonio stated he understands that the tax increase didn’t pass and it
causes trouble for the city in general; but the Parks & Recreation Department is
one of or is the best run departments in the city; the department runs a lean
budget while still providing a service to the community; we are now nickel and
diming the community that goes to the pools.
a. Gahanna Parks & Recreation Foundation
No quorum for the October Foundation meeting.
b. School Board Report
Moehring shared that Stephanie Loucka has been hired as the new
director of human resources. Progress is taking place on the new
Lincoln Elementary design.
L. ADJOURNMENT
There being no further business of the Board the meeting adjourned at
10:00pm.
