CALL ORGANIZATIONAL MEETING TO ORDER Mayor Kneeland called the Organizational Meeting of the Parks & Recreation Board to order on Wednesday, January 9, 2019 at 7:04pm at Gahanna City Hall. B. SWEARING IN OF BOARD MEMBER(S) Mayor Kneeland administered the Oath of Office to Jan Ross and Ken Shepherd. C. ROLL CALL The School Board will make their appointment to the Parks & Recreation Board on Thursday, January 10, 2019. Present: 5 - Andy Piccolantonio, Jan Ross, Ken Shepherd, Cynthia Franzmann and Chrissy Kaminski Absent: 1 - Eric Miller D. ELECTION OF CHAIR Mayor Kneeland opened the floor for nominations of Chair. A motion was made by Piccolantonio, seconded by Shepherd, to nominate Jan Ross, Chair. The motion carried by the following vote: Yes: 5- Piccolantonio, Ross, Shepherd, Franzmann and Kaminski Absent: 1- Miller E. ELECTION OF VICE CHAIR Mayor Kneeland turned the meeting over to Jan Ross, Chair. Ross opened the floor for nominations of Vice Chair. Motion was made by Piccolantonio, seconded by Franzmann, to nominate Ken Shepherd, Secretary. ESTABLISH TIME AND DAY: Regular Board Meetings Motion was made by Shepherd, seconded by Kaminski, to approve the 2019 Parks & Recreation Board meetings to be held on the second Wednesday of each month at 7pm. CALL REGULAR MEETING TO ORDER Ross, Chair called the January 9, 2019 Parks & Recreation Board Regular meeting to order at 7:21pm at City Hall. L. APPROVAL OF MINUTES Ross stated the 2019 Fees need attached to the minutes. A motion was made by Shepherd, seconded by Franzmann, to approve the November 14, 2018 meeting minutes with the addition of the 2019 Fess. ADDITIONS OR CORRECTIONS TO THE AGENDA None City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes January 9, 2019 O. HEARING OF VISITORS None P. OLD BUSINESS None Q. NEW BUSINESS a. 2019 Budget Stephania Bernard-Ferrell, P&R Deputy Director shared that the City is working with a temporary budget that is 1/12th of the 2019 Budget. Council is having a Finance Committee meeting on Friday, January 11, 2019 at 5:30pm and a Public Hearing on Monday, January 14, 2019 at 6:30 followed by a Finance Committee meeting. The full City budget needs approved by January 28, 2019. R. CORRESPONDENCE AND ACTIONS None S. DIRECTOR'S REPORT Ferrell shared updates from November and December for the Parks Division. Veteran's Advisory Committee Nothing at this time. U. POLL MEMBERS FOR COMMENT a. Gahanna Parks & Recreation Foundation Ross shared that Kelly Zuder will take over the book keeping for the Foundation. The budget for 2019 will go forward at the next meeting. b. School Board Report Moehring shared that the Mayor and City staff met with Business Director, Scott Loften in December in regards to how the City utilizies their fields and prioritize field usage. Lofton shared the schools software for scheduling fields. This information was shared with the School Board. The Organizational meeting is on Thursday, January 10, 2019. The Superintendent, the Mayor, Chief Spence and Moehring met to discuss the schools funding additional expenses for the School Resource Officers. It is on the agenda for the Finance Committee meeting on January 15, 2019. Plans and the supporting actions for the new Lincoln Elementary are proceeding, pending a traffic study. V.
