CALL MEETING TO ORDER Jan Ross, Chair called the Parks & Recreation Board meeting to order on Wednesday, July 10, 2019 at 7:00 p.m. at City Hall. B. ROLL CALL Present: 7 - Eric Miller, Andy Piccolantonio, Jan Ross, Ken Shepherd, Cynthia Franzmann, Chrissy Kaminski and Daphne Moehring C. APPROVAL OF MINUTES A motion was made by Moehring, seconded by Shepherd, to approve the minutes from the June 12, 2019 meeting. NEW BUSINESS City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes July 10, 2019 a. 2020 Capital Needs Assessment Barr shared that staff is working on the Capital Needs Assessments. There will be internal discussions with the Administrative staff on each departments submissions to decide what to present to Council. A couple of items P&R staff are requesting is the Southwest Flood Plain expansion and park development, which could include additional baseball and/or softball diamonds. There needs to be discussion on the status of the two pools at Gahanna Swimming Pool. Management is meeting with the GRIT Committee to discuss what the community wants. GRIT will share the results of a community survey they conducted. The department is also requesting ongoing funding for general maintenance and improvements including Academy Park, and Headley Parks re-builds; Shepherd asked, with all the other sports and Lacrosse becoming more popular is there a need for the additional ball diamonds; Barr stated that once all the meetings have happened with the Recreational Leagues there will be a better idea of the needs and yes the need is there for additional softball diamonds, the girls recreational teams should be playing on City fields and not on the school fields; Franzmann shared that the schools softball fields are available all summer, there needs to be some kind of shelter that has concession and restroom. It seems like a waste not to utilize those fields. Is there really a need for additional fields since the softball numbers are dwindling due to more girls playing Lacrosse; Barr shared that the school fields will continue to be used for practices and some games. Once the meetings happen with each league there will be a better idea of needs; Piccolantonio asked if there is any community that already has a sports complex that the City could mirror; Barr shared that POD Design has a lot of experience in sports field complexes. POD has designed a concept plan for the Southwest Flood Plain. Barr stated that each piece of land is unique and it isn't just copying another complex, it is having the right design group that know where to put the concession stand, restroom, enough parking for tournaments; Moehring wanted to know if there is any data to support any type of design; Barr stated, not at this time. One of the reasons for meeting with the leagues is asking what the numbers and needs are. Barr is requesting in the operational budget to purchase a small bus for the Senior Center that will be accessible and better accommodate their needs. Moehring said additional money is needed to market the Senior Center and all it has to offer. Franzmann would like to see a information table for the Senior Center at each of the City events. The Board agree that the community has already said what their City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes July 10, 2019 priorities are; Parks Board would like Director Barr to share their position of priorities with the Mayor and City Council. The City needs to have a community destination area where people can go for activities. A new pool complex with updated facilities, trails and city wide connectivity, and additional options for senior residents. The Southwest Flood Plain land is perfect for a destination area in Gahanna. The Board would like to see the new projects for Parks & Recreation Bonded so that the community has the recreational opportunities sooner. H. CORRESPONDENCE AND ACTIONS None I. Natural Resources Advisory Committee d. Veteran's Advisory Committee K. POLL MEMBERS FOR COMMENT City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes July 10, 2019 a. Gahanna Parks & Recreation Foundation Ross and Miller shared that the Foundation is working on the September 21st Hops & Vines Event. The early bird tickets sold out in five days. Volunteers are needed. Volunteers get in free and receive drink tickets. b. School Board Report Moehring shared that on July 18th the School Board is having the company that conducted an enrollment study make a presentation. This particular company looks at the age of the housing stock, building permits, live birth rates, and raw land in preparing their report. The document will be a public document and invited any interested people to attend on the 18th. The School Treasurer resigned and is returning to her previous district. There are not a lot of school treasurers in Ohio. Instead of hiring a firm to bring in candidates, the school is going to post the job and encourage those with an accounting background, with or without state certification, to apply. The district has hired a retired treasurer to serve as interim treasurer who also is willing to mentor a treasurer-in-training to earn the 300 hours needed for certification. All of the buildings except Lincoln Elementary and the High School are in the process of receiving new furniture. Three schools are having new floors installed and bathrooms remodeled. The High School hallways and many classrooms are being painted. L.
