CALL MEETING TO ORDER Simmons, Chair called the July 13, 2022 meeting to order at 7:02pm. The agenda was published on July 8, 2022 B. ROLL CALL Present: 7 - Donna Simmons, Eric Miller, Kevin McGinn, Chrissy Kaminski, Jan Ross, Ken Shepherd and Scott Lofton Staff in Attendance- Stephania Ferrell, Director and Nichole Butler, Clerk C. APPROVAL OF MINUTES P&R Board Minutes 6.8.22 Motion was made by Ross, seconded by McGinn, that the Minutes be Approved. The motion carried the following vote: Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton D. ADDITIONS OR CORRECTIONS TO THE AGENDA Miller requested to add a donation request for Hops and Vines to the Gahanna Parks and Recreation Foundation- new business E. HEARING OF VISITORS F. OLD BUSINESS City of Gahanna Page 1 Parks & Recreation Board Meeting Minutes July 13, 2022 Master Plan update Ferrell states the paper copies of the community surveys went out at the beginning of July and the link for the virtual survey is available on the city’s website. Ferrell requested for the board to share the survey to help get responses. Ferrell also states that the marketing department will also be doing a campaign to spread the word. Ross asked when the surveys are supposed to be completed. Ferrell states the compilation of surveys will need to be completed at the end of August. The parks and recreation staff are currently working on the capital component of the master plan, inventory of current assets and incorporating anticipated projects for the next 5 years. Ferrell states that the process is currently on schedule based on Pros Consultants timeline. Pricing Policy Ferrell states that there were minor changes to the original pricing policy since the board last approved it, made by the City Attorney, Ray Mularski. The changes were notated in the attached redline version of the pricing policy. Ferrell states that the board will need to re-vote for approval of the 2022 pricing policy. Ross asked how long household credits last. Ferrell stated that credit can be used for any registration within the Gahanna Parks and Recreation Department and that she will add the line stating that the credit will expire 1 year from the date of issue per the board’s recommendation. 2022 Pricing Policy redline G. NEW BUSINESS Donation request Miller requested a donation to the Gahanna Parks and Recreation Foundation for the silent auction to be held at the Hops and Vines event on Saturday September 19, 2022. Miller requested the same donation as given in 2021 which included, 1 rental of the Gahanna Mobile Activities Center (GMAC), 1- 4-hour shelter rental at Hannah Park, 12 Golf passes, and 1 family Pool membership. The total value of this donation would be $1004.00. A motion was made by Miller, seconded by Ross to approve the donation to the City of Gahanna Page 2 Parks & Recreation Board Meeting Minutes July 13, 2022 2022 Hops and Vines event. The motion carried the following vote. Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton Fee waiver GRIN Gahanna Residents in Need (GRIN) has requested a fee waiver for the rental of the Gahanna Senior Center on Thursday December 1, 2022 for their volunteer appreciation dinner. A motion was made by Shepherd, seconded by Ross to approve the fee waiver. The motion carried the following vote. Yes: 7- Simmons, Miller, McGinn, Kaminski, Ross, Shepherd and Lofton H. CORRESPONDENCE AND ACTIONS I. DIRECTOR'S REPORT Ferrell states that July is Parks and Recreation Month. The department is celebrating with different activities, for example 20 parks in 20 days on social media, which highlights a different park for each of the 20 days. Ferrell also stated that the department has picked two other Parks and Recreation agencies to celebrate this month including the City of Dublin, and the City of Whitehall, in which they will be sending thank you cards from the Gahanna Parks and Recreation staff and Parks and Recreation Board along with some other treats to celebrate all they do for their communities. Ferrell updated that the Independence day celebration went great, and according to “Placer.Ai” a location intelligence software being used to pull cellphone location data, there were approximately 7500 people in the firework viewing area at the Golf Course. There was a new firework company who managed the display this year and the coordination from start to finish went very well. Ross asked if there were any questions as to why it was on the same night as Red, White and Boom. Ferrell stated there were questions to why that was done. The decision was made in coordination with the Police department. Having the parade and the firework show on the same day pulls two large crews of staff from the Parks and Recreation Dept. as well as the Police Dept. Ferrell states that having the Gahanna fireworks show on the same evening as Red, White and Boom also helps control the crowds to a manageable and safe number. Ferrell gave a brief overview of the summer season operations as was presented to City Council on July 11, 2022. Ferrell states that six of eight weeks of Camp Hannah and Camp City of Gahanna Page 3 Parks & Recreation Board Meeting Minutes July 13, 2022 Friendship are sold out and have waitlists. All the camp programs are outdoor camps so there is creativity required at times. Ferrell wishes to thank the Gahanna Jefferson School District for allowing the campers to utilize Gahanna Middle School West on a few heat advisory and inclement weather days as it allows for additional programming. Ferrell mentioned that the participation at the Gahanna Swimming Pool has increased significantly in 2022 and there has also been an increase in behavioral issues from attendees. Ferrell states that the department is evaluating the operational standards. Ferrell states that the predominant issues are from the teenage youth and that there have been multiple calls in the past month to the Gahanna Police Department for behavioral issues. Shepherd asked if there has been information given to the staff to let them know that this isn’t being taken lightly. Ferrell assured that there have been meetings with the pool leadership team, and an all staff meeting is scheduled to discuss with pool staff that they are heard, and the issues are not being ignored. Ferrell also stated that there will be a uniformed Gahanna Police officer on site at the Gahanna Pool from 6:00pm and 8:30pm. Ferrell states the splash pad will remain open from 8 am - 8 pm once the Gahanna Pool closes on August 9, 2022 until it is too cold to operate it. Directors Report July J. COMMITTEE REPORTS i. School District Update Lofton states that the former Lincoln Elementary building is now demolished. The schools have had the City Forrester come out and look at the trees on the property to see what needs to stay and what can come down, while trying to leave as many mature trees as possible. School starts August 10th. The new Superintendent of schools starts August 1, 2022.
