A regular meeting of the Gallatin Historic District Commission was held on January 9,2018, in
the Engineering Conference Room of Gallatin City Hall. Chair Richey called the meeting to order
at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit A.
Iteml: Election of Officers - 2018
Mr. Wilson motioned to move Election of Officers to the end after Item 6 on the agenda. Mr
Thomson seconded the motion and the motion passed 5 ayes, 0 nays.
Item 2: Approve Minutes - November 14. 2017 Historic District Commission meetins.
Mr. Wilson motioned to approve the minutes of the November 14,2017 meeting, as changed.
Mr. Thomson seconded the motion and the motion passed by unanimous vote.
Item 3 - Certificate of Appropriateness - 223 Hume Avenue - Fence
Chair Richey recognized the applicant, Reverend Jacob Bottom.
Ms. Ogden said the applicant is requesting approval of a Certificate of Appropriateness to install
a 4.5 foot fence along the north, east and south property in the rear. Staff supports the request
and recommends approval.
Ms. Love motioned to approve the request. Mr. Thomson seconded the motion and the motion
passed5ayes,0nays.
Item 4 - Certificate of Appropriateness - 349 E. Eastland Avenue - New Residence
Ms. Ogden said the applicant is requesting approval of a Certificate of Appropriateness for a new
home on avacant lot where a home previously burned down. Staff reviewed the plans and the
home is compatible with the neighborhood. A garage with doors facing the front is not a

common feature in the Historic District. The guidelines allow the use of new technologies on
new construction. Staff supports the new home plan and recommends approval of the Certificate
of Appropriateness.
Mr. Thomson motioned to approve the Certificate of Appropriateness. Mr. Wilson seconded the
motion.
Ms. Love said she is not fond of the garage; however, she understands that the narrow lot does
not give many options.
Mr. Matchett recused himself from voting; however, he said the lot slopes and is very nanow,
making it difficult to put the garage on the side or back of the home. The lot is at the end of the
Historic District and is transitional property to the neighboring community.

Ms. Joyce Matchett, with Matchett and Associates, representing the applicant, said the
homeowner requested the entire porch posts be covered in stone.
Chair Richey asked why there is only one window on the west side of the home.
Ms. Matchett said the homeowner wanted bookcases on the wall preventing another window
She added that the home is close to the neighbor and one window allows for more privacy.

Ms. Matchett said the back wall is the bed wall.
Chair Richey motioned to amend the motion to add a post between two (2) garage doors. Ms.
Love seconded the motion and the motion passed 4 ayes, 0 nays (1 recused - Mr. Matchett).
The Board voted on the original motion and the original motion as amended passed 4 ayes, 0
nays (1 recused - Mr. Matchett)
Item 5 - Historic Districts Manual - Discussion
Ms. Ogden asked for feedback on the updated draft first installment.
Chair Richey said a local landmark definition was created in 2008 as a guide to the consultant
inventorying historic buildings. He suggested that Staff and the Chairman meet to meld together
this guide with the new guidelines. He also suggested that Staff review the Iowa City guidelines
to minimize Staff s work.

Item 6 - Outstanding Historic District Problem Properties
Ms. Ogden said the vegetation has been cleared and the post replaced on the home at 756 East
Main Street. The railing on the roof has not been fixed, as of the last inspection. The intention is
to paint the home.
Mr. Matchett said there is another home that had a fire on Eastland Street, close to East Main
Street.

There were no issues to repoft.

There were no issues to report.

DEFINITIONS FROM THE CITY OF GALLATIN ZONING ORDINANCE
Structure - An object constructed or installed by man, including but not limited to buildings, signs, towers,
smokestacks, and overhead transmission lines.
APPLICABLE WOODSON TERRACE HISTORIC DISTRICT DESIGN GUIDELINES
1.2.2 Ceneral Principles - Deteriorated architectural features shall be repaired rather than replaced whenever
possible. In the event replacement is necessary, the new material should match the material being replaced
in composition, design, color, texture, and other visual qualities.
1.2.4 Architectural Features - Original feafures should be retained if at all possible. The replacement of
irreparable features should be with close visual approximations of the originals. The replacement of
missing original features should be based on accurate duplication, or should be close visual approximations
ofthe originals based on historic, physical, or pictorial documentation. Architectural features ofany period
or style not original to the building should not be introduced. If artificial siding materials are used, soffits,
eaves, and porch ceilings should not be concealed.
1.2.9 Doors
The original size, shape, and architectural features ofdoor openings should be maintained.
Original transoms, side lights, and doors should be maintained.
Replacement doors should be compatible with original doors in terms of style and material. Flush doors
are generally inappropriate.
Shiny, raw aluminum storm doors and screen doors are not appropriate. Full-view doors, painted to match
the door frame, are appropriate.
Cenerally, new door openings should not be introduced on façades visible from the street.
Original door openings should not be hlled in.
NOTE: Door architectural features may include: panels, trim hoods, transoms, side lights, and number and
confi guration of lights.

9. New additions, exterior alterations, or related new construction shall not destroy historic materials that
characterize the properly. The new work shall be differentiated from the old and shall be compatible with the
massing, size, scale, and architectural features to protect the historic integrity of the property and its
environment.
ANALYSIS
Applicant requests approval of a Certificate of Appropriateness in order to replace the existing
wooden front door of the residence with a framed, solid fir wood door with glazing. The property
is located at 223 North Hume Avenue and is located within the Woodson Terrace Historic
District. This property is óurrently zoned Residential-l0 (R10) with an Hl historic zoning
overlay (Rl0, H1).

The property contains a one story, brick veneer Minimal Traditional style dwelling that was
constructed in 1952 according to the Tax Assessor's Offrce and Sanbom Insurance Maps of
Gallatin. The main façade of the dwelling has a side gable roof of asphalt shingles with two
gable roof dorrners.
According to the 2003 V/oodson Terrace Historic District Survey, this home would be considered
as a contributing property if Woodson Tenace is proposed forNational Register listing.
Solid Fir llood Door wíth Glazing
The existing wooden front door is in need of replacement. The front door, an original recessed
six-panel wood door with an adjoining screen door, is barely functional and is covered in
chipped paint. The existing door does not include significant architectural features.
The new property owners are requesting to replace this door with a new solid hr wood door with
%length grid pattern windows. The door package would include the door only, no side windows
or decoration. The sereen door will also be removed as the entire frame of the doorway will be
replaced to match the new door. The applicant has included photos of the existing door as well as
an exhibit showing the proposed replacement.
Staff recommends the approval of this Certificate of Appropriateness with the new wooden door
as proposed for the following reasons:
1. The removal of the screen door would make the house more consistent with the historic
district as scteen doors are inappropriate. This new door would be a full-view door.
2. The materials between the existing and proposed doors are consistent. Both are
constructed of wood.
3. Both styles of door fall under the acceptable door styles in the Woodson Terrace
Guidelines. Both styles are listed as'oVictorian" in the guidelines.
RECOMMENDATION
Staff recommends approval of the installation of a solid fir wood door with glazing as indicated
on the Certificate of Appropriateness application, this staff report, and accompanying
attachments, as submitted.

The house is still in probate court. Attomey is hoping some additional progress is made this
month in terms of ownership of the home. Attorney received a quote for the iron railing
along the screened-in porch and will likely go through the COA process with the
commission in March if a repair proves to be too expensive.
