AGENDA
The Gallatin Historic District Commission invites all members of the public to their
regularly scheduled meeting on Tuesday, May 14th, 2019 at 4:30 p.m. in the Engineering
Conference Room, Room 203 of Gallatin City Hall located at 132 West Main Street.

A regular meeting of the Gallatin Historic District Commission was held on April 9, 2019, in the
Engineering Conference Room of Gallatin City Hall. Mr. Kenneth Thomson, Chairman called the
meeting to order at 4:30 p.m. A copy of the meeting agenda is attached to these minutes as Exhibit
A.
Item 1: Approve Minutes – March 12, 2019 Historic District Commission Meeting.
Mr. Wilson motioned to approve the minutes of the March 12, 2019, Historic District
Commission meeting. Mr. Richey seconded the motion and the motion passed 4 ayes, 0 nays.
Item 2: GNRC Follow-Up Discussion – Designate GNDC Representative
Ms. Ogden asked the Historic District Commission for a volunteer to represent the Board on the
Gallatin Comprehensive Plan Committee as discussed at the March 12, 2019 meeting.
Chair Thomson volunteered to represent the Historic District Commission.
Item 3: Outstanding Historic District Problem Properties
No problem properties were reported.
Item 4: Woodson Terrace Historic District Street Reports
There were no issues to report.
Item 5: East Main Street Historic District Street Reports
There were no issues to report.

Item 6: Other Business
Ms. Love asked about the house on East Eastland that burned and a new house was approved.
She said the house does not look like the house approved by the Historic District Commission.
Ms. Ogden said the original plan was not used and a different owner with another plan came
before the Historic District Commission and was approved.
Mr. Richey asked that future Historic District guidelines include language prohibiting vegetable
gardens in the front of the house.

There being no further business to discuss, Chair Thomson adjourned the meeting at 4:40 p.m.

Applicant requests approval of a Certificate of Appropriateness for the demolition of a
porch and a deck to be replaced with an enclosed pantry and deck, located in the rear of
the existing house. The property is located at 355 E. Eastland Street and within the
Woodson Terrace Historic District.

DEFINITIONS FROM THE CITY OF GALLATIN ZONING ORDINANCE
Structure * An object constructed or installed by man, including but not limited to buildings, signs, towers,
smokestacks, and overhead transmission lines.
APPLICABLE WOODSON TERRACE HISTORIC DISTRICT DESIGN GUIDELINES
1.2.2 General Principles - Deteriorated architectural features shall be repaired rather than replaced whenever
possible. In the event replacement is necessary, the new material should match the material being replaced
in composition, design, color, texture, and other visual qualities.
L2.3 Architectural Features - Original features should be retained if at all possible, The replacement of
irreparable features should be with close visual approximations of the originals. The replacement of
missing original features should be based on accurate duplication, or should be close visual approximations
of the originals based on historic, physical, or pictorial documentation. Architectural features of any period
or style not original to the building should not be introduced, If artificial siding materials are used, soffits,
eaves, and porch ceilings should not be concealed.
1.3.3 Guidelines for New Construction
1.3.3.8 Additions to Existine Buildingq
New additions to existing buildings should be kept to a minimum and should be compatible in scale,
materials, and texture; additions should not be visually jarring or contrasting.
Additions to the front of a building should be consistent with the architectural style of the existing
structure. Additions may be located to the rear of existing buildings in ways which do not disturb the
public façades,
The creation ofan addition through enclosure ofa front façade porch is inappropriate and should be
avoided.
1.5 DEMOLITION
1.5.1 Definition: The tearing down of a building.
1.5.2 General Principles
Since the purpose of historic zoning is to protect historic properties, the demolition of a building which
contributes historically or architecturally to the character and significance ofthe district is inappropriate
and should be avoided.
1.5.3 Guidelines
1.5.3.1 Demolition is Inappropriate:
o If a building is of such architectural or historical interest and value that its removal would be detrimental to
the public interest;
o If a building is of such old or uncommon design and materials that it could not be reproduced or be
reproduced without great difficulty and expense; or
¡ If its proposed replacement would make a less positive visual contribution to the district, or would be
visually incompatible.
1.5.3.2 Demolition is Appropriate:
o If a building has lost its architectural and historical integrity and importance and its removal will not result
in a more negative, less appropriate visual effect on the district;
o Ifa building does not contribute to the historical or architectural character and importance ofthe district
and its removal will result in a more positive, appropriate visual effect on the district.
ANALYSIS
Applicant requests approval of a Certificate of Appropriateness for the demolition of a porch and
a deck to be replaced with an enclosed pantry and deck, located in the rear of the existing house.
The property is located at 355 E. Eastland Street and within the Woodson Tenace Historic
District. This property is cunently zoned Residential-l0 (R10) with an Hl historic zoning
overlay (Rl0, Hl).
Historícal Døtu
The property contains a one-and-a-half story dwelling that was constructed in 1936 according to
the Tax Assessor's Office and Sanborn Insurance Maps of Gallatin. The dwelling consists of
painted brick with a front-facing gabled porch with three (3) arches, an asphalt-shingled roofl,
and two (2) gabled dormers.
A back enclosed porch and open deck were added to the residence at some point. The date of
origin is not known, but they don't appear to be original to the house.
Exístíng ønd Proposed Porch/Deck
The applicant is requesting a Certificate of Appropdateness in order to demolish the existing
porch and deck and replace them with an enclosed pantry and new deck. The deck is in various
states of deterioration and is due for a remodel/replacement.
The existing back porch will be replaced with a pantry for the kitchen and will include a new
block foundation with a stone façade and handi-siding. The pantry will be painted to match the
house and trim colors.
The existing deck will be removed and replaced with a new deck with a slanted metal roof and
railings consisting of aluminum spindles. The new deck will meet the lO-foot side yard setback.
The existing deck is only eight (8) feet from the property line.
Both additions will be on the rear of the existing house and will have minimal impact on the
view of the house from the street.
The General Principles of the Woodson Terrace Historic District Design Guidelines state that ooin
the event replacement is necessary, the new material should match the material being replaced in
composition, design, color, texture, and other visible qualities". Additionally, the guidelines
further elaborate that "Additions may be located to the rear of existing buildings in wayS which
do not disturb the public façades."
Staff believes that the homeowners have taken the necessary measures to preserve the existing
historic home. The new additions will not increase the overall footprint of the house or be visible
from the street, will complement the existing home, and will provide a safer structure for the
homeowner to use. Staff believes that the replacements will make a positive visual contribution
to the property and the historic district overall.
RECOMMENDATION
Staff recommends approval of a Certificate of Appropriateness for the demolition of a porch and
a deck to be replaced with an enclosed pantry and deck at 355 E. Eastland Street with the
following conditions:
1. The deck shall meet all current setback requirements, including the 10-foot side yard.
2. The applicant shall acquire a permit from the Codes Department if required.
