Gallup BID Board of Directors Meeting
Rico Motors, 3 PM, August 14, 2018
Guest: Lt. Roseanne Morrisette, Gallup Police Department. Lt. Morrisette said
that she is the Community Liaison Officer and will be working with youth in
the downtown district. A detailed job description is being developed with City
Manager. Lt. Morrisette has moved into office space on lower level of 230 S.
Second Street (next to Gallup BID office).

Motion to accept Minutes of July 19, 2018 BID Board meeting: M. Ustick; 2nd:
M. Menapace. Approved.
Motion to accept Monthly Financial Report: A. Biava; 2nd: M. Ustick. Approved
Discussion of transformative MRA project
Voting item:
Motion to accept proposal from Dekker Perich Sabatini to undertake first step
(only) in a planning process that will generate informed development
concepts for a specific parcel, with the goal of generating an illustrative,
conceptual site development plan that articulates the vision for this site, as
part of the transformative MRA project:
1. Existing condition analysis – site opportunities and constraints
exhibit
2. Site layout concept & refined hand drawn site concept
Motion to approve: M. Ustick; 2nd: S. Gurley; Abstain: A. Biava. Approved.
DPS will provide a schedule for completion of these tasks. Subsequent tasks
for DPS will be discussed with Board as they arise.
Discussion about the safety of the oil and chemical trans-loading facility in
downtown Gallup and the owners’ record of fires, explosions, convictions and
fines for improper industrial chemical storage as reported by newspapers and
EPA.
BID Board asked City of Gallup to regularly inspect the entire facility for
safety.
Reports:
Alley Improvement Pilot Project. City has not sent out the RFP for
construction work. City is still discussing the project with El Paso Gas
Company. Gas lines are located in the alley.
Coal Avenue Commons Project. Public meetings have been held for review &
comment on three design options created by Architects on the project
July 20 – Meeting, with Elmo Baca, at Dekker Perich Sabatini
to discuss concepts for BID Downtown MRA project
July 23 – meeting at NM Attorney General office to fill out forms, correct old
data
July 23 – Walk through final planning meeting for Ride Flight Cruise Freedom
Festival, including Gallup PARKS & REC, PD and Fire Depts.
July 27 – American Tent setup RFC event tents at Downtown parking lot for
event
July 28 – Annual Gallup Freedom Ride Flight Cruise Festival was successful.
Large crowds, good show – balloons, cars, circus, live bands, tunnel of fire all
went very smoothly.
July 28 – Grand Opening celebration for downtown skate park. Large crowd,
excellent ceremony, very good PR in local media.
July 29 – With structural engineer Bill Druc, inspected vacant building at 105
West Coal. Well-built structure. Needs a new layer of rolled roofing. Sent
report to owner of building.
July 30 – Meeting with Reservation Direct to discuss potential for a project at
Coal Avenue and South Puerco Drive
August 1 – Planning meeting for presentations to NM legislature ERDC
committee on August 13 in Gallup. Focus will be on GLP Logistics Park and
Gallup downtown revitalization
August 1 – Meeting of Coal Avenue Commons planning group, including
architects
August 1 – Planning & Zoning Commission meeting for LDS update
August 8 – Planning & Zoning Commission meeting – Land Development
Standards update was approved, referred to City Council for vote
August 8 – Meeting at GGEDC of GEDA Economic Development sub-
committee to discuss goals, strategy and planning for upcoming 2019
legislative session and Economic Development Roundtable in Santa Fe
August 8 – 10 - Gallup Native Art Market downtown. The event was
successful, with more participating artists, more attendees and higher art
sales volume.
August 13 – New Mexico Legislature Economic Redevelopment Committee
meeting held in Gallup
August 14 – Meeting with Patty Lundstrum, Michael Sage (GGEDC) and
Martin O’Malley, Jake Bracken (GLP/Roche Enterprises) to discuss potential
financing approaches for projects.
