Minutes Gallup BID Board of Directors Meeting Rico Motors, 3 PM, September 20, 2018 ! ! Call to order ! Motion to accept Minutes of August 14, 2018 BID Board Meeting: J. DeYoung; 2nd: M.Menapace; abstain: L. Garcia. Approved ! Motion to accept Monthly Financial Report: A. Biava; 2nd: J. DeYoung. Approved ! Discussion of transformative MRA project – “project two”. ! Voting item: Motion to approve/accept proposal from Dekker Perich Sabatini to undertake a planning process that will generate informed development concepts for a specific parcel in the BID District, with the goal of generating an illustrative, conceptual site development plan that articulates the vision for this site for multi-family housing Existing condition analysis – site opportunities and constraints exhibit Site layout concept & refined hand drawn site concept Motion: A. Biava; 2nd: M.Ustick. Approved Reports: ! City of Gallup inspection of downtown oil & chemical trans-loading facility ! Alley Improvement Pilot project ! Coal Avenue Commons Project ! August 15 – Public focus group meeting for comment on the Coal Avenue Commons Improvement Project designs ! August 16 – GEDA meeting at Chamber of Commerce ! August 16 – meeting with Rep. Patty Lundstrum re: project financing ! August 20 – meeting with E. Baca re: Gallup MRA project ! August 21 – meeting with NM MFA: M. Abeita, L.Chavez to discuss current housing support programs ! August 22 – meeting at DPS to clarify description of DPS services and finalize the schedule for items described in Task 1 proposal. ! August 27 – discussion with M. O’Malley (GLP) re: reluctance of Gallup Land Partners to move ahead with project finance discussions ! September 2 – meeting at 105 W. Coal to show building to potential buyers ! September 6 – second meeting at 105 W. Coal to inspect building ! September 12-14 – NM MFA Housing Summit Conference in Albuquerque - Individual meetings with developers, financiers, architects, building contractors ! September 14 – meeting at DPS to discuss downtown Gallup site for potential housing project. Requested a proposal from DPS to create the renderings and analysis to create a “pitch package” for this site to entice developers. ! Main Street update ! Art Crawl report ! Date for next BID Board meeting: Thursday, October 18, 2 PM, Rico Motors. ! Discussion: J. Rich requested an earlier start date for the next two or three months, due to schedule conflict - If at all possible, the next two or three meetings should start at 1 PM instead of 3 PM. Due to multiple members’ schedule conflicts, October meeting will begin at 2 PM, not 1 PM. ! Adjourn ! ! !
