Gallup BID Board of Directors Meeting
Rico Motors, 2 PM, October 18, 2018
Call to order
Roll call: Present: A. Baca, M. Menapace, S. Gurley, L. Bonaguidi, J.
DeYoung. Absent, excused: M. Ustick, J. Rich, A. Biava, and L. Garcia.
Motion to accept minutes of September 20, 2018 BID Board meeting: S.
Gurley, 2nd: M. Menapace. Approved.
Motion to accept Monthly Financial Report: S. Gurley, 2nd: M. Menapace.
Approved.
Voting items;
Motion to approve sign grant application for new signs at Keeler & Keeler law
firm. Sign was designed, fabricated and installed by Dynamic Signs. Cost of
project was $2403.45. Request for BID reimbursement is $1802.58: S.
Gurley, 2nd: A. Baca. Approved.
Motion to not request any changes to the language used in Gallup BID
ordinance, as it was approved by City Council in December 2013 and
included into the Gallup Land Development Stands update during 2018.
(Council will vote on renewing this Ordinance on November 13, 2018): S.
Gurley; 2nd: M. Menapace. Approved.
Reports
Alley Improvement Project: NM Gas has begun work in the alley.
RFP for construction phase may be issued in December.
Coal Avenue Commons Project: Council has voted on the design that is
preferred. Next step – use the design renderings and site analysis to pursue
funding for he construction phase.
September 21 – Meeting at City Manager conference room: M. Ustick, R.
Eason, E. Tanner, B. Burts to discuss possible Gallup MainStreet Arts and
Cultural District management of monthly Art Crawl events beginning January
2019.
Britney passed away before any follow up meeting could be held.
September 24 – Meeting with Rep. P. Lundstrum and consultant D. Hinkle to
discuss strategy for introducing “Rural Incentive Tax Legislation”, which
would benefit Gallup area.
September 24 – Meeting with D. Hinkle and A. Biava to discuss options for
selling or leasing Reservation Direct owned lot at Coal Avenue & Puerco
September 25 – Consultant D. Hinkle presentation and Q&A with members of
BID Management Board on topics of finance and tax strategy, including use
of tax credits in sale or lease of real property.
September 28, 29 – Meetings in Phoenix with Gregg Esser: Discussions on
topic of downtown redevelopment and managing large events downtown. Mr.
Esser has been doing this work in downtown Phoenix for thirty years. He is
the author of a book about the successful transformation of a blighted area
into “Roosevelt Row”. He also manages the monthly arts event and annual
Wine & Chili festival. Monthly Roosevelt Row art event is considered to be
one of the best in the US. The monthly and annual events attract
approximately 20,000 attendees to an area the same size as Gallup’s Coal
Avenue event area.
Mr. Esser also provided valuable actionable suggestions for the structure of
the BID, and other entities, to manage larger projects.
October 12 – telephone conference meeting with K. Arndt, DPS, to discuss
changes to the site analysis and sketches provided for project at Coal &
Puerco.
October 17 – BID Executive Committee meeting to discuss November
presentation to City Council, monthly Art Crawl events, and current BID pre-
development projects.

downtown UNM-G School of Art & Design facility

Oct. 3 - Meeting with A. Abeita to review local and State regulations
governing brewpub operations; also reviewed BID Transformative Project
efforts to date
Oct. 12 - Telephone meeting with Katrina Arndt, DPS to review the first draft
of DPS proposed concepts and sketches for project at Coal aVe. and Puerco
St.
