Gallup BID Board Meeting, 2 PM, November 15, 2018, Rico Motors Minutes Present: A. Baca; A. Biava; JM DeYoung; S. Gurley; M. Menapace; J. Rich. Absent, all excused: L. Bonaguidi; L. Garcia; M. Ustick. Call to order Guests: - Emerald Tanner, President, Gallup MainStreet Arts & Cultural District Introduction of Austin Joseph, new Executive Director for GMSACD. Update on GMSACD activities, including annual Christmas ornament sale. - Rhonda Quintana, owner, Quintana Music & Jewelry - Rose Eason, Executive Director, Gallup ARTS – Postponed to December Board meeting Motion to accept Minutes of October 2018 Board meeting: A. Baca; 2nd: JM DeYoung; abstain: A. Biava. Approved Motion to accept Monthly Financial Report: A. Baca; 2nd: M. Menapace. Approved Voting items: - BID budget adjustments- postponed to December Board meeting - Motion to approve BID contribution of $2000 to City of Gallup 2018 Clean & Beautiful grant effort: J. Rich; 2nd:M. Menapace. Approved - Motion to approve start of negotiation for purchase option for 105 W. Coal: J. Rich; 2nd: A. Baca. Approved - Motion to approve proposal from DPS for site analysis and renderings for downtown parking deck: A. Baca; 2nd: M. Menapace. Approved - Motion to approve proposal from DPS for next stage renderings for sites at 4th & Aztec and 8th: M. Menapace; 2nd: A. Biava. Approved & Aztec - Flavour Savour sign – tabled (sign not yet installed) Reports: October 19 – meeting with City Attorney C. Hayes to review the language in the NM State Statute creating BIDs and City of Gallup BID Ordinance October 19 – meeting with K. Arndt, DPS, to confirm timeline, deliverables and descriptive language used in site analysis for project at Coal Avenue and Puerco and BID decision to go forward with renderings for configuration shown in “option 3” among DPS sketches. October 24 – meeting at NM LFC with senior analyst J. Martinez to discuss legislative initiatives discussed during committee interim meetings. October 24 – meeting with consultant E. Baca to discuss potential BID cultural building development October 24 – meeting with E. Herrigan, Managing Director, RBC Capital Markets – discuss potential for RBC to increase lending in NM, especially for large capital projects in private sector October 25 – meetings with two teams at DPS to discuss renderings and analyses of properties for BID pre-development work. October 26 – conference call meeting with consultant D. Hinkle and hotelier L. Lindley to discuss marketing aspects of BID effort to attract a developer for property at Coal & Puerco October 29 – Meeting to discuss formation of a Keep Gallup Clean & Beautiful committee to oversee permanent efforts to keep the city clean and to plan beautification work. October 31 – meeting with City Attorney C. Hayes to review language in the City of Gallup 2018 update of BID ordinance November 1 – Support for “Rural Tax Credit Incentive” (HB 337) voted on at NM legislature ERDC hearing. Bill received do-pass recommendation Meeting with M. Sage, GGEDC, and P. Stokes, staff attorney Legislative Council Service, to discuss language in the tax incentive legislation November 5 – provide BID report packets to A. Abeita in hard copy and digital form November 6 – BID Executive Committee meeting to review DPS “stage 2” renderings of BID project sites, BID FY 19 budget adjustments, and order of presentations during November 13 City Council meeting. November 7 – meeting with R. Quintana, owner of Quintana Music, to discuss BID’s future plans for Art Crawl and Rhonda’s support of Art Crawl. November 8 – meeting with M. Abeita, NM Mortgage Finance Authority, to discuss MFA support for housing programs. Also discussed M. Abeita’s recommended potential developers for the site at 8th & Aztec. November 8 – met with both teams at DPS to discuss ideas for approaching developers and service providers for BID transformative projects.
