Gallup Business Improvement District Meeting of Board of Directors December 20, 2018, 3 PM, Rico Motors MINUTES Call to order. Attendance - roll call: Present: A. Baca, A. Biava, L. Bonaguidi, L. Garcia, S. Gurley, JM DeYoung, M. Menapace, J. Rich. Absent, excused: M. Ustick Guest: Rose Eason, ED Gallup ARTS, presented annual Gallup ARTS Arts Crawl year- end report Motion to approve Minutes of November 15 BID Board Meeting: S. Gurley; 2nd: JM DeYoung. Approved Motion to approve Monthly Financial Report: S. Gurley; 2nd: A. Biava. Approved Voting Items: Motion to approve Proposal from Dekker Perich Sabatini to rework the renderings for hotel concepts: S. Gurley; 2nd: L. Garcia. Abstain: A. Biava. Approved Motion to table consideration of purchase option for 105 W. Coal Avenue pending receipt of more information from New Mexico Partnership about a potential lessor: A. Biava; 2nd: S. Gurley. Approved Motion to approve Sign Grant Program reimbursement request from Flavour Savour. Cost of project: $4711.59 BID reimbursement (75%): $3533.69 Motion: S. Gurley; 2nd: L. Garcia. Approved Motion to hire Rhonda Quintana as 2019 Arts Crawl coordinator, beginning January 1, 2019, to manage the program during 2019 in the manner that it was developed and budgeted during 2018: A. Biava; 2nd: A. Baca. Abstain: J. Rich. Approved Discussion about desirability of “Water Wall” traffic management barriers for Art Crawl and other BID events. These could replace the unsightly large trash trucks currently used to block unwanted vehicles from entering Coal or 2nd during events. Reports: Mailed BID Report to property owners Mailed “Friend of the BID” letter to Newberry Associates Obtained permission letters from property owners in 100 block of West Coal for the planned Alley Improvement project November 16 – Meeting with Rose Eason, Director, Gallup ARTS and Rhonda Quintana, Quintana Music to plan and execute the transfer of management of monthly arts crawl event from Gallup ARTS to Gallup BID, with R. Quintana as the coordinator reporting to BID, for period January - December 2019. November 26 – Discussed parameters of Feasibility study for a mixed-use building at 8th & Aztec with Southwest Research & Planning, sent an RFQ to them. November 29 – meeting with Suzanne Hammond, Gallup Repertory Theater December 4 -Meeting of Alley Project planning team – updates from M. DiPauli, Stan Henderson, Eric Babcock and Curtis Hayes. RFP for construction may be published within the next few months. December 5 & 6 follow up meetings with E. Babcock. December 10 – Meeting – Keep Gallup Clean & Beautiful committee to discuss marketing concepts and volunteer recruitment December 12 - Meeting with Chris Cordova, Southwest Research & Planning to review proposal for feasibility study for proposed mixed-use apartments – retail structure at 8th & Aztec. December 12 - Meeting with John Dupuy, owner of Real Estate Environment Services Company (REESCO) to discuss Phase 1 EPA review study for BID transformative project sites December 13 - Meeting of Coal Avenue Commons planning committee to review projected construction cost estimates provided by Howard Kaplan, Wilson Engineering Company and next level design drawings by George Radnovich, Sites Southwest Design December 13 - Meeting with Everett Homer to plan the use of Event Center for monthly Art Crawl activities.
