Central Galt Interchange.
2. Galt Police Department – Community Service Project.

E. INFORMATION/CONSENT CALENDAR: - It is recommended that Items 1 through 6 be acted
on simultaneously unless separate discussion and/or action are requested by a council member.
1. SUBJECT: Minutes of the special and regular meetings of March 4, 2014.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: City of Galt Warrants.
RECOMMENDED ACTION: Approve the warrants as submitted.
3. SUBJECT: Approval of a contract claims settlement and an increase in contingency for
the Fiber Optic Line Project.
RECOMMENDED ACTION: Adopt a resolution approving a contract claims settlement
amount of $38,682.63; and approving a $13,000 increase in project contingency, for a total
contingency amount of $39,009.
4. SUBJECT: Mortgage Credit Certificate Program.
RECOMMENDED ACTION: Adopt a resolution authorizing the City of Galt to enter
into a Cooperative Agreement with Sacramento County to provide the Mortgage Credit
Certificate Program in the City of Galt.
5. SUBJECT: Single Audit Report fiscal year ended June 30, 2013.
RECOMMENDED ACTION: Accept the City of Galt Single Audit Report for fiscal
year ended June 30, 2013.
6. SUBJECT: Treasurer's Report for period ending January, 2014.
RECOMMENDED ACTION: Accept the treasurer's report as submitted.
RECOMMENDED ACTION: Approve the consent calendar as presented.

1. SUBJECT: Discretionary Funds – Payne.
STAFF REPORT: Payne
RECOMMENDED ACTION: Approve the allocation of $572.50 from Council Member
Payne’s discretionary funds in the FY 2013-2014 budget to go towards the Harvey Park
project including the community garden and if necessary, authorize the city clerk to carry
forward the funds to FY 2014-15.
2. SUBJECT: Discretionary Funds – Singleton.

RECOMMENDED ACTION: Approve the allocation of $750.00 from Council Member
Singleton’s discretionary funds in the FY 2013-2014 budget to go towards start-up and
operations costs for the Police Activities League (PAL).
CITY ATTORNEY’S OFFICE:
3. SUBJECT: Review of ABC License Applications for Public Convenience.
STAFF REPORT: Rudolph
RECOMMENDED ACTION: Provide direction to the City Manager that all future
applications for ABC licenses seeking a determination of public convenience and necessity
be sent to the City Council for review and determination.
COMMUNITY DEVELOPMENT DEPARTMENT:
4. SUBJECT: Annual 2030 Galt General Plan and Housing Element progress report for
2013.
STAFF REPORT: C. Erias
RECOMMENDED ACTION: 1) Review the Annual 2030 Galt General Plan and
Housing Element Progress Report for 2013; and 2) Provide an opportunity for public
comment; and 3) Consider the Galt Planning Commission’s recommendation; and 4) Direct
staff to make any needed modifications to the report; and 5) By motion, accept said report
and direct staff to submit it to the Governor’s Office of Planning and Research and the
Department of Housing and Community Development in accordance with Government
Code §65400.
POLICE DEPARTMENT
5. SUBJECT: Memorandum of Understanding with Galt High and Galt Elementary School
Districts for the addition of School Resource Officer Position(s).
STAFF REPORT: Bowen
RECOMMENDED ACTION: Adopt a resolution approving the attached Memorandum
of Understanding with the Galt Joint Union High School District and the Galt Joint Union
Elementary School District, resulting in the addition of up to two SRO positions.
6. SUBJECT: Review of ABC License Applications for Public Convenience for businesses
located at 905 “C” Street, Suite #160 and 239 4th Street.
STAFF REPORT: Bowen
RECOMMENDED ACTION: Adopt a resolution finding 1) the public convenience will
not be served by the sale of beer, wine and distilled spirits at the proposed business location
of 239 4th Street; and 2) the public convenience will be served by the sale of beer, wine and
distilled spirits at the proposed business location of 905 “C” Street, Suite #160, Galt, CA.
