CITY OF GALT MINUTES CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, August 6, 2019, 3:00 pm The Mayor called the meeting to order at 3:00 pm. Council Members present: Sandhu, Lozano and Lampson. Absent: Farmer and Campion Staff members present: Interim City Manager Haglund, City Clerk Settles, City Treasurer Farrell, Interim City Attorney Nelson, Community Development Director Erias, Finance Director Tyson, Interim Human Resources Director Narloch, Parks & Recreation Director Solis, Police Chief Sockman and Public Works Director Selling. OPENING CEREMONIES - Silent prayer was observed, the flag salute was recited and the City Clerk read the replay statement. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Sandhu pulled Item F2 and Lozano pulled Item F4 from the Consent Calendar for discussion. PRESENTATIONS: 1. SUBJECT: Galt Market National Farmers Market Week – Parks and Recreation Department. Solis introduced Jackie Garcia, Special Events Manager, who gave the presentation. 2. SUBJECT: Sacramento Municipal Utility District (SMUD) Park Upgrade - Parks and Recreation Department. Solis gave the presentation. Mike Deis, SMUD, gave additional details on the upgrade project. Farmer arrived at 3:16 pm. 3. SUBJECT: Public Safety Committee Annual Report – Police Department. Brian Kalinowski, Police Lieutenant, gave the annual report. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Antoinette DuBois spoke on the lack of streetlights at the corner of Walnut Avenue and Stockton Boulevard. She expressed concern with her City utility bill. Lampson asked Selling to contact DuBois. Steve Lisuk complained about the lack of watering and maintenance on City landscaping. GALT CITY COUNCIL MINUTES REGULAR MEETING OF AUGUST 6, 2019 PAGE 2 William Spalding, Galt High School District, invited the community to the re-opening of Warrior Stadium Erv Hatzenbuhler Field on August 23, 2019. Rod Pratton complained about the semi-trucks using Adare Way. Erias and Selling offered to follow up with Wal- Mart and contact Pratton. Gene Davenport made comments on the landscaping maintenance. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Farmer attended the Sacramento Public Library Authority meeting. Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Sub-Committee meeting. Lozano said SACOG would like to attend a regular City Council meeting to educate the public and Haglund said he would contact the organization. Lampson gave an update on the Sacramento Metro Air Quality Management District meeting. She attended the Public Safety Committee meeting and the Galt Youth Commission meeting. INFORMATION/CONSENT CALENDAR: Consisting of Item 1 through 4, excluding Items 2 and 4, which were pulled for discussion. 1. SUBJECT: Minutes of the regular meeting of July 16, 2019 and special meeting of July 17, 2019. RECOMMENDED ACTION: Accept the minutes as submitted. 3. SUBJECT: Public, Educational and Governmental Funding Grant. RECOMMENDED ACTION: Adopt Resolution No. 2019-58 accepting the Public, Educational and Governmental (PEG) Grant funding not to exceed the sum of $46,098 from the Sacramento Metropolitan Cable Television Commission (SMCTC) for infrastructure improvements to the City’s cable broadcast and appropriate the project funding. ACTION: Upon a motion by Lozano, seconded by Farmer, the consent calendar was approved by a unanimous roll call vote of council members present. Absent: Campion CONSENT CALENDAR: 2. SUBJECT: Receive and File Warrants for period ending July 25, 2019. RECOMMENDED ACTION: Receive and file warrants for the period ending July 25, 2019. Sandhu asked for clarification on two warrants. ACTION: Upon a motion by Lozano, seconded by Farmer, receiving and filing warrants for the period ending July 25, 2019 was approved by a unanimous roll call vote of council members present. Absent: Campion 4. SUBJECT: Extension of Fenestra Media Contract. RECOMMENDED ACTION: Adopt Resolution No. 2019-59 authorizing the City Manager to execute up to three one-year extensions to the existing market advertising contract with Fenestra Media. Farmer had concerns with spending the money on advertising considering the revenue downfall. Campion arrived at 4:10 pm. GALT CITY COUNCIL MINUTES REGULAR MEETING OF AUGUST 6, 2019 PAGE 3 ACTION: Upon a motion by Lozano, seconded by Farmer, adopting Resolution No. 2019-59 was approved by a unanimous roll call vote. SCHEDULED MATTERS: None. REGULAR CALENDAR: TREASURER’S OFFICE: 1. SUBJECT: Treasurer's Report for period ending May and June 2019. RECOMMENDED ACTION: Accept the Treasurer's Report as submitted. Farrell gave the report. ACTION: Upon a motion by Lozano, seconded by Campion, accepting the Treasurer’s Report as submitted was approved by a unanimous roll call vote. COMMUNICATION: None. CITY CLERK'S REPORT: None. COMMENTS BY STAFF: Erias said the City had received the Dutch Bros development application and an application for the electronic billboard. Narloch gave an update on the Human Resources Director recruitment. Solis said four Proposition 68 grant applications had been submitted. He added the department continued to monitor the landscape maintenance. Sockman invited the public to National Night Out following the City Council meeting. Haglund was continuing to meet with California Waste Recovery Systems on commercial solid waste rates. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR FARMER: voiced his concerns with the lack of watering the parks and landscape areas. Solis said the City cut back the watering by fifty percent. He was responding to phone calls and emails from the public. Farmer asked for Fund 06 expenditures and revenues and Tyson replied she would follow up with Farmer. COUNCIL MEMBER SANDHU: attended the Galt Historical Society’s Sip and Snack at McFarland Living History Ranch. He gave an update on the Public Safety meeting. COUNCIL MEMBER CAMPION: None. COUNCIL MEMBER LOZANO: None. MAYOR LAMPSON: None. ADJOURNED TO CLOSED SESSION: 1.
