CITY OF GALT MINUTES SPECIAL CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Wednesday, July 31, 2019, 3:30 pm The Vice Mayor called the meeting to order at 3:30 pm. Council Members present: Farmer, Sandhu, Campion and Lozano. Absent: Lampson Staff members present: Interim City Manager Haglund, City Clerk Settles, and Interim City Attorney Hood. ADJOURNED TO CLOSED SESSION: 1. CONFERENCE WITH LEGAL COUNSEL-ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Government Code Section 54956.9(d) (2) – One potential case. Lampson arrived at 3:40 pm. RECONVENED TO OPEN SESSION: The City Council reconvened to open session at 5:10 pm at which time the City Attorney announced there was no reportable action. The meeting was called to order at 5:10 pm by the Mayor. Council Members present: Farmer, Sandhu, Campion, Lozano and Lampson. Staff members present: Interim City Manager Haglund, City Clerk Settles, Interim City Attorney Hood, Community Development Director Erias, Finance Director Tyson, Parks & Recreation Director Solis, Police Chief Sockman and Public Works Director Selling. Absent: Interim Human Resources Director Narloch OPENING CEREMONIES - The flag salute was recited and the City Clerk read the replay statement. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items. She stated no discussion or action could be taken on any item that was not listed on the agenda. The Clerk advised the location of the speaker cards, asked that speaker cards be presented to the Clerk prior to addressing City Council and that each person would have a five-minute time limit to speak. She said those who wished to speak on any item scheduled on the agenda would be given an opportunity to do so at the time that item was being considered. Roberta Robbins shared her concerns with Walker Community Park. Lampson asked Solis to comment on the new landscape watering schedule. DEPARTMENTAL: 1. SUBJECT: Financial Sustainability Plan – Parks & Recreation Fund and Lighting Landscaping Districts Funds Review. RECOMMENDED ACTION: Information only. Haglund gave the agenda report. Denny Rowles encouraged City Council to keep youth programs open at the Gora Aquatic Center. Pam Combs voiced her concerns with the Carillion Boulevard parkway. Chris Brossman said the City had a revenue problem. Julie Clark questioned the cost of operating the Galt Market. Stella Denton was unhappy seeing dying trees and brown landscaping on Carillion Boulevard and Walnut Avenue. Roberta Robins asked about using the wastewater treatment plant water instead of dumping back into the creek. Gale Webber said the community should take the initiative to clean up their neighborhoods. There being no further business to come before City Council, the Mayor adjourned the meeting at 8:01 pm.
