REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, March 16, 2021
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the
State and County Shelter at Home Orders, and as allowed by the Governor’s Executive Order N-29-
20, which allowed for a deviation of teleconference rules required by the Brown Act. Council
Members and City staff participated via remote video/telephone connections and the meeting was
broadcast on Metro Cable and livestreamed on the City’s website.
The Mayor called the meeting to order at 6:02 pm. Council Members present: Sandhu, Papineau,
Vandenburg, Lozano and Farmer.
Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Steiner, Community
Development Director Hoffman, Interim Police Chief Kalinowski, and Parks and Recreation Director Solis.
Absent: Economic Development Manager Mendes, Finance Director Tyson, Human Resources Director
Van Steyn, and Public Works Director Selling.
OPENING CEREMONIES: Silent prayer was observed, the flag salute was recited, and the City Clerk
read the replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: Sandhu pulled Item No. F4.
PRESENTATIONS: None.
PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City
Council on non-agenda items via the email submission process identified on the agenda. She stated no
discussion or action would be taken on any item that was not listed on the agenda. She said those who
submitted written public comments would be read out loud by the City Clerk, subject to the customary five
minute time limit, on any item scheduled on the agenda at the time that item was being considered.
Ann Torres invited the community to the Galt Reopen Schools and Community Support Parent group rally
on March 23.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Sandhu attended the Sacramento Transportation Authority Board of Directors meeting
on March 11. Lozano attended the Sacramento Area Council of Governments (SACOG) Policy and
Innovation Committee meeting on March 8.
INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4, excluding Item 4 which
was pulled for discussion.
1. SUBJECT: Minutes of the Regular Meeting of March 2, 2021.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending March 2, 2021.
RECOMMENDED ACTION: Receive and file warrants for the period ending March 2, 2021.

3. SUBJECT: Annual 2030 Galt General Plan and Housing Element Progress Report for 2020.
RECOMMENDED ACTION: Review and accept the Annual 2030 Galt General Plan and
Housing Element Progress Report for 2020 and direct staff to submit it to the Governor’s Office of
Planning and Research and the Department of Housing and Community Development in
accordance with Government Code Section 65400.
ACTION: Upon a motion by Lozano, seconded by Sandhu, the consent calendar was approved by
a unanimous roll call vote.
CONSENT CALENDAR:
4. SUBJECT: Solid Waste Ordinance Update – Second Reading.
RECOMMENDED ACTION: Adopt Ordinance No. 2021-02 amending Galt Municipal Code
Chapter 8.16 (Garbage). On March 2, 2021, the City Council introduced the ordinance and waived
further reading.
Harry Wensel voiced his questions and concerns regarding the update.
Todd Snider, CalWaste said CalWaste was there to help.
ACTION: Upon a motion by Papineau, seconded by Lozano, adopting Ordinance No. 2021-02
was approved by a 4-1 roll call vote with Sandhu dissenting.
SCHEDULED MATTERS - PUBLIC HEARING: None.
REGULAR CALENDAR:
CITY MANAGER’S OFFICE:
1. SUBJECT: Coronavirus (COVID-19) Update.
RECOMMENDED ACTION: Information only.
Hines gave the update.
City Council said they would like to discuss a reopening plan for city offices at the April 6, 2021
City Council Meeting.
COMMUNITY DEVELOPMENT DEPARTMENT:
2. SUBJECT: 2021 – 2029 Housing Element Update Presentation on Sites Inventory.
RECOMMENDED ACTION: Receive a presentation for the 2021 – 2029 Housing Element
Update and provide direction as needed on the Sites Inventory.
Hoffman gave the presentation and answered City Council questions.

3. SUBJECT: Year 2 Permanent Local Housing Allocation Funds.
RECOMMENDED ACTION: Adopt Resolution No. 2021-11 accepting the grant funding
provided by the Year 2 Permanent Local Housing Allocation Funds and agreeing to utilize the
funding for affordable and eligible housing activities.
Hoffman gave the report and answered City Council questions.
ACTION: Upon a motion by Vandenburg, seconded by Papineau, adopting Resolution No. 2021-
11 was approved by a unanimous roll call vote.
COMMUNICATION: None.
CITY CLERK’S REPORT: None.
COMMENTS BY STAFF: Hines said the City of Elk Grove and the City of Lodi were both meeting
virtually and said he had weekly meetings with south county city managers and would discuss their
reopening plans. Solis said volleyball nets were being put back up and registrations for t-ball were still
being accepted. Solis also gave an update on Galt Youth Baseball. Kalinowski gave an update on the
catalytic converter thefts, a shooting on A Street and spoke about vehicle sideshows. Steiner said several
legislation bills were being discussed regarding the Brown Act and would report back accordingly.
COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked staff and City Manager Hines for all the reports. He also thanked
the citizens for public comment. He said that he was happy the City had moved into the Red Tier.
COUNCIL MEMBER PAPINEAU: Thanked Hoffman, Kalinowski and Solis and said to keep up the
good work.
COUNCIL MEMBER VANDENBURG: Thanked staff for all the reports and Kalinowski for being
proactive. Hoped the City would be proactive in pushing out updated information on social media accounts
now that the City was in the Red Tier.
COUNCIL MEMBER LOZANO: Thanked staff and the police department for all the hard work and
thanked Solis for working with Galt Youth Baseball. He said SACOG was doing a Regional Parks and
Trail Strategic Development Plan and that a survey would be sent to Galt citizens asking about modes of
transportation and encouraged the public to participate in the survey.
MAYOR FARMER: Thanked Hoffman and Kalinowski for their hard work and said it was a community
effort to help solve the catalytic converter thefts. He thanked everyone who attended the event in Herald
for fallen Sheriff Deputy Adam Gibson. He said he spoke with a council member in Lodi who said they
would be transitioning to live meetings which had not happened as of yet and when he spoke about Elk
Grove being opened he was referring to City Hall.
There being no further business to come before City Council, the Mayor adjourned the meeting at 8:58 pm.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public to
follow the California Department of Health Services’ guidance and the County of Sacramento Public
Health Officer Order for the Control of COVID-19 restricting group events and gatherings and
maintaining social distancing. Additional information regarding COVID-19 is available on the City’s
website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically
and the City Council will participate via teleconference/electronically. In-person participation by the
public will not be permitted and no physical location from which the public may observe the meeting
will be available. Remote public participation is available in the following ways:
