CITY OF GALT MINUTES REGULAR CITY COUNCIL MEETING Council Chambers, 380 Civic Drive, Galt, California Tuesday, April 5, 2022 This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State and County Shelter at Home Orders, and as allowed by the Governor’s Assembly Bill (AB) 361, which allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff attended in-person in the Council Chambers and the meeting was broadcast on Metro Cable and livestreamed on the City’s website. The Mayor called the meeting to order at 5:00 pm. Council Members present: Sandhu, Papineau, Vandenburg, Lozano, Farmer. Staff members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio and Human Resources Director Van Steyn. ADJOURNED TO CLOSED SESSION 1. The meeting was called to order at 6:06 pm by the Mayor. Council Members present: Sandhu, Papineau, Vandenburg, Lozano, Farmer. Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community Development Director Hoffman, Economic Development Manager Mendes, Finance Director Boring, Human Resources Director Van Steyn, Parks and Recreation Director Solis, Police Chief Kalinowski and Public Works Director Selling. OPENING CEREMONIES – Silent prayer was observed in honor of Bill Forrest and the Sacramento shooting victims, the flag salute was recited and the City Clerk read the replay statement. PUBLIC COMMENTS: The City Clerk announced that members of the public could address the City Council on non-agenda items via the procedures identified on the agenda. She stated no discussion or action would be taken on any item that was not listed on the agenda. She said those who submitted written public comments by 4:00 pm on the day of the meeting would be distributed to City Council, made part of the official minutes and posted on the City’s website but would not be read out loud. Live comments would be subject to the customary five minute time limit. Scott Robinson asked City Council to consider changing the City’s cannabis ordinance. Mike Selling, Public Works Director, spoke about the loss of Senior Civil Engineer, Bill Forrest. REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND COMMITTEES: Sandhu attended the South Sacramento Conservation Agency Joint Powers Authority meeting on March 28 and the Public Safety Committee on March 28. Vandenburg attended the Sacramento Metropolitan Air Quality Management District Board of Directors meeting on March 24. Lozano attended the Sacramento Area Council of Governments (SACOG) Board of Directors meeting on March 17. Farmer attended the Cities and Schools Together (CAST) meeting on March 16 and the Public Safety Committee meeting on March 28. CONSENT CALENDAR APPROVAL, ADDITIONS AND/OR DELETIONS: None. INFORMATION/CONSENT CALENDAR - Consisting of Items 1 through 4. 1. SUBJECT: Minutes of the Regular Meeting of March 15, 2022. RECOMMENDED ACTION: Accept the minutes as submitted. 2. SUBJECT: Receive and File Warrants for period ending March 23, 2022. RECOMMENDED ACTION: Receive and file warrants for the period ending March 23, 2022. 3. SUBJECT: Treasurer’s Report for Period Ending February 2022. RECOMMENDED ACTION: Accept the Treasurer’s Report as submitted. 4. SUBJECT: Approval of the Final Map and Subdivision Improvement Agreement for Cedar Flats Estates Phase 2. RECOMMENDED ACTION: Adopt Resolution No. 2022-22 1) Approving the Final Map for Cedar Flats Estates Phase 2 and authorizing the filing and recordation thereof; 2) Authorizing the City Manager to execute the Subdivision Improvement Agreement, including the Conditions of Approval, with TL Partners XI LLP, a California Limited Partnership, and the filing and recordation thereof. ACTION: Upon a motion by Vandenburg, seconded by Lozano, the consent calendar was approved by a unanimous roll call vote. SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING: None. REGULAR CALENDAR: CITY MANAGER’S OFFICE: GALT CITY COUNCIL MINUTES REGULAR MEETING OF APRIL 5, 2022 PAGE 3 1. SUBJECT: Appropriation of $800,000 for a Vacuum/Water Truck and Appropriation of $300,000 to Cosumnes Community Services District. RECOMMENDED ACTION: Adopt Resolution No. 2022-23 1) Authorizing an appropriation of $800,000 for the purchase of a Vacuum/Water Truck; 2) Authorizing an appropriation of $300,000 allocated to Cosumnes Community Services District to enhance the city’s fire and emergency medical services. Hines introduced Mike Selling, Public Works Director, who spoke about the vacuum/water truck appropriation. Hines introduced Nitish Sharma, Chief Administrative Officer, Cosumnes Community Services District (CSD), who spoke about the CSD appropriation. Bonnie Rodriguez, Galt Chamber of Commerce gave condolences to the family of Bill Forrest and City staff. She spoke about ARPA funds for small businesses. ACTION: Upon a motion by Vandenburg, seconded by Papineau, adopting Resolution No. 2022- 23 was approved by a unanimous roll call vote. 2. SUBJECT: Strategic Plan 2021-2023 – Spring 2022 Update. RECOMMENDED ACTION: Receive update on the 2021-2023 Strategic Plan. Hines gave the update. POLICE DEPARTMENT: 3. SUBJECT: AB 481 – Military Equipment Use Ordinance and Policy for the Police Department. RECOMMENDED ACTION: Introduce Ordinance No. 2022-02 and waive first reading, by title only, of a proposed ordinance adopting a Military Equipment Use Policy Pursuant to AB 481 for the Galt Police Department. Lieutenant Rick Small gave the report. ACTION: Upon a motion by Vandenburg, seconded by Sandhu, introducing Ordinance No. 2022- 02 was approved by a unanimous roll call vote. 4. SUBJECT: Unmanned Aerial System (UAS) Proposal. RECOMMENDED ACTION: Receive the presentation regarding a potential purchase of Unmanned Aerial Vehicles for use by the Police Department and provide direction to staff to include the cost of this program into the next fiscal year budget using funds from Measure R. Lieutenant Rick Small introduced Detective Young Hammack, who gave the presentation and answered City Council questions. City Council directed staff to bring back a resolution appropriating $30,000 to get program started, along with an outline to expand the program to the April 19 City Council meeting. COMMUNICATION: None. CITY CLERK’S REPORT: None. GALT CITY COUNCIL MINUTES REGULAR MEETING OF APRIL 5, 2022 PAGE 4 COMMENTS BY STAFF: Hoffman said the proposed changes to the housing element would be coming before City Council for adoption. Mendes gave an update on a new community engagement platform for the City’s website along with an update for business assistance programs for small businesses. Van Steyn gave an update on lifeguard vacancies. Solis gave an update on the Schools Out Academic Program (SOAR) and the Saturday market. Small said the Sacramento Police and Sheriff’s Memorial would be the last week in April followed by the State and National memorials. Selling said the Great American Little Town banners were coming down and could be picked up at Express Type & Graphics and gave an update on the Herd on the Street program. COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS: VICE MAYOR SANDHU: Thanked the staff, directors and City Manager for the reports along with thanking the public for their public comments. He said he attended and spoke at the State of the City and he thanked the staff and the Mayor for also speaking at the event. He said he was shocked and sad to learn of the passing of Bill Forrest and said his thoughts and prayers were with his family. He said he also attended the Saturday market and said he was happy to see so many people attending the event. COUNCIL MEMBER PAPINEAU: Gave his condolences to Bill’s family and his City family. He gave condolences to the innocent victims and their families of the Sacramento shooting. He also gave hats off to the first responders of the event. He said the Saturday market was awesome and congratulated the staff for a great success. COUNCIL MEMBER VANDENBURG: Gave his condolences to the Forrest family and thanked Mike Selling for saying kind words at the beginning of the meeting. Thanked the public for their public comments and encouraged more to do so. He congratulated Galt’s FFA team. He thanked the citizens for the opportunity to participate in the council meeting. COUNCIL MEMBER LOZANO: Gave his condolences to the Forrest family and city staff. Gave his condolences to the innocent victims and their families in Sacramento. He also said the Saturday market was a success. He said the State of the City was awesome and staff did an excellent job providing information. He said he attended the Cosumnes CSD Board meeting where Chris Schamber, City of Galt Public Safety Committee Member, was honored. He said he attended the street clean up hosted by Horizon Community Church, the Beautification Committee and the Galt Youth Commission. He also attended the fire station groundbreaking ceremony in Elk Grove that would likely be serving the Galt Community. He attended the CalCities legislation briefing. MAYOR FARMER: Thanked the public who gave public comment. Offered his condolences to Bill’s family. Asked if the City, with the permission of the family, could post information regarding Bill on the City’s social media accounts. He thanked Horizon Church for the clean up day along with the Beautifcation Committee, Galt Youth Commission, Mike Selling, Craig Hoffman and his fellow council members for attending. He asked if City Hall’s trash could be picked up, especially on council meeting days. There being no further business to come before City Council, the Mayor adjourned the meeting at 8:55 pm.
