REGULAR CITY COUNCIL MEETING
Council Chambers, 380 Civic Drive, Galt, California
Tuesday, May 3, 2022
This meeting of the Galt City Council was conducted by video/teleconference in compliance with the State
and County Shelter at Home Orders, and as allowed by the Governor's Assembly Bill (AB) 361, which
allowed for a deviation of teleconference rules required by the Brown Act. Council Members and City staff
attended in-person in the Council Chambers and the meeting was broadcast on Metro Cable and
Iivestreamed on the City's website.
The Mayor called the meeting to order at 6:01 pm. Council Members present: Papineau, Vandenburg, Lozano,
Farmer. Absent: Sandhu.
Staff Members present: City Manager Hines, City Clerk Hubert, Interim City Attorney Splendorio, Community
Development Director Hoffman, Economic Development Manager Mendes, Finance Director Boring, Parks and
Recreation Director Solis, Police Chief Kalinowski and Public Works Director Selling. Absent: Human
Resources Director Van Steyn.
OPENING CEREMONIES~ Silent prayer was observed, the flag salute was recited and the City Clerk read the
replay statement.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS: None.
PRESENTATIONS: None.
PUBLIC COMMENTS:
Selling am1ounced the retirement of Deputy Public Works Director, Mark Clarkson.
Mike Little spoke on behalf of the Galt Police Officers Association.
Scott Robinson asked City Council to consider amending the City's cam1abis ordinance.
REPORTS BY CITY COUNCIL MEMBERS ON REGIONAL BOARDS, COMMISSIONS AND
COMMITTEES: Papineau attended the Sacramento Metropolitan Air Quality Management District Board of
Directors meeting on April 28. Lozano attended the League of California Cities Community Services Policy
Committee meeting on April 28 and the Sacramento Area Council of Governments (SACOG) Board of Directors
meeting on April 21. Farmer attended the CAPS appreciation luncheon on April 21 and the celebration of life for
Bill Forrest on May 3.
CONSENT CALENDAR APPROVAL. ADDITIONS AND/OR DELETIONS:
1. SUBJECT: Minutes of the Regular Meeting of April 19, 2022.
RECOMMENDED ACTION: Accept the minutes as submitted.
2. SUBJECT: Receive and File Warrants for period ending April 20, 2022.
RECOMMENDED ACTION: Receive and file warrants for the period ending April 20, 2022.

3. SUBJECT: Waive Second Reading by Title Only and Adoption of Ordinance to Amend Section
12.12.020 of the Galt Municipal Code Regarding Defmitions.
RECOMMENDED ACTION: Waive second reading, by title only, and adopt Ordinance No. 2022-03
amending Section 12.12.020 of the Galt Municipal Code entitled "Definitions" modifying the "Park"
definition to ensure it include all Park-related property.
4. SUBJECT: Approve Summary Vacation of the Public Utility Easement at Greenwood Cottages.
RECOMMENDED ACTION: Adopt Resolution No. 2022-26: 1) Finding the Public Utility Easement
(PUE) for Greenwood Cottages is no longer necessary for present or perspective public use; 2)
Authorizing summarily vacating said easement; and, 3) Authorizing the Public Works Director to execute
a Quitclaim Deed to the underlying fee owner(s) eliminating any future City interest in or maintenance of
this easement.
ACTION: Upon a motion by Sandhu, seconded by Vandenburg, the consent calendar was approved by
a unanimous roll call vote.
SCHEDULED MATTERS/NOTICE OF PUBLIC HEARING:
1. SUBJECT: Modified Draft 2021-2029 Housing Element.
RECOMMENDED ACTION: 1) Receive a presentation; 2) Open public hearing and receive
comments; 3) Upon closing the public hearing, adopt Resolution No. 2022-27 readopting the California
Environmental Quality Act Initial Study/Negative Declaration and approving the General Plan
Amendment readopting the 2021-2029 Housing Element.
Hoffman gave the report and answered City Council questions.
Mary Maaga spoke about affordable housing for seniors.
ACTION: Upon a motion by Lozano, seconded by Papineau, adopting Resolution No. 2022-27 was
approved by a unanimous roll call vote.
REGULAR CALENDAR:
CITY MANAGER'S OFFICE:
1. SUBJECT: Proposed 2022-23 and 2023-24 General Fund Budget.
RECOMMENDED ACTION: Review and provide feedback and direction on the proposed 2022-24
General Fund Budget report and associated topics presented.
Hines and city staff gave the presentation.
Bob Balliet requested funding for the Commission on Aging.
Andrea Johnson spoke about funding for Galt senior citizens.
Phyllis Johnson spoke about Galt senior citizens.
City Council directed staff to research ARPA funding for committees and commissions.

2. SUBJECT: Appropriation of $675,000 for Six (6) Control Link Field Lighting Control Systems and
Replacement of Five (5) Playground Structures.
Hines gave the report and introduced Parks and Recreation Director, Armando Solis, who gave the
presentation.
RECOMMENDED ACTION: Adopt Resolution No. 2022-28 1) Authorizing an appropriation of
$75,000 for the purchase of six (6) Control Link Field Lighting Control System; and 2) Authorizing an
appropriation of $600,000 for the replacement of five (5) playground structures.
ACTION: Upon a motion by Vandenburg, seconded by Sandhu, adopting Resolution No. 2022-28 was
approved by a unanimous roll call vote.
PARKS AND RECREATION DEPARTMENT:
3. SUBJECT: City of Galt Special Event Sponsorship Application Overview Fiscal Year 2022-2023.
RECOMMENDED ACTION: Review the Special Event Sponsorship requests for Fiscal Year 2022-
2023 and provide direction awarding the approval of events, monetary amounts and/or in-kind
contributions.
Solis introduced Special Events Manager. Jackie Garcia, who gave the presentation.
City Council approved events as presented.
4. SUBJECT: Designation of Authorized Official to Execute State of California Department of Parks and
Recreation Office of Grants and Local Services Grant Documents and Applications.
RECOMMENDED ACTION: Adopt Resolution No. 2022-29 authorizing the Director of Public Works
to execute and submit periodic grant documents, applications, and agreements on behalf of the City of
Galt for all State of California Department of Parks and Recreation Office of Grants and Local Services
for Walker Park, for which the City is eligible.
Solis gave the report.
ACTION: Upon a motion by Lozano, seconded by Papineau, adopting Resolution No. 2022-29 was
approved by a unanimous roll call vote.
COMMUNICATION: None.
CITY CLERK'S REPORT: None.
COMMENTS BY STAFF: Solis said Parks and Recreation lost a full-time parks maintenance worker and gave
an update on the upcoming Saturday Market. Kalinowski said he appreciated the City Council's support of the
police department and gave an update on the memorial events. Mendes gave an update on the SMUD Shine
Awards. Selling expressed his appreciation for all who attended the Celebration of Life for Bill Forrest and gave
an update on the free shuttle service to the Saturday Market. Hines said Accounting Manager, Cindy Tao, had
resigned.

COMMENTS BY CITY COUNCIL MEMBERS/FUTURE AGENDA ITEMS:
VICE MAYOR SANDHU: Thanked staff for their hard work and reports. He also thanked everyone for their
public comments. He said he attended Bill Forrest's Celebration of Life and said he would be missed and his
family was in his thoughts and prayers. He said he also attended the California Peace Officer's Memorial
Ceremony in Sacramento. He said Officer Grewal's family supported the police department in their hearts.
COUNCIL MEMBER PAPINEAU: Said he appreciated the presentations tonight and said it was the best
opportunity to clearly present the budget and make a clear informed decision. He said due to health and work
schedules he was not able to attend the service for Bill Forrest. He said he was able to make the Peace Officer's
Memorial and said the City's attendance rivaled that of bigger cities and appreciated all the support.
COUNCIL MEMBER VANDENBURG: Thanked his fellow council members and staff who attended all the
memorial events. He thanked staff for putting up with Council's proclivities.
COUNCIL MEMBER LOZANO: Echoed his colleagues' comments regarding staff and the presentations and
said he appreciated the opportunity to have discussions regarding the budget ahead of time before a decision was
made in June. He said this was the most transparent budget process. He thanked the public who came and spoke
during public comment. He said he thought the City Council should look at all committees and commissions to
determine an appropriate and equable budget. He said with the City losing two employees, it was a good time to
hit the reset button and determine what we can all do for each other instead of to each other. He said the CAPS
luncheon was awesome and it was great to see everyone back together in person. He gave an update on moch
interviews being held at both high schools and said if anyone could help with the interviews to contact Tracie
Cross at the school district or contact him for information. He said the Galt Sunrise Rotary was having a Taco De
Mayo event at the Little Community Center on May 14, from 5:00 pm- 9:00 pm and if anyone needed tickets
they could contact him.
MAYOR FARMER: Said he also attended the memorial event for Bill Forrest and echoed Council Member
Lozano's thoughts. He thanked his fellow council members for their attendance at the Peace Officer's Memorial.
He said he was looking forward to the Saturday Market. He asked City Council for support in bringing back for
discussion the local emergency resolution and the cannabis ordinance. City Council agreed to bring back both
items with the cannabis ordinance being brought back in the fall.
There being no further business to come before City Council, the Mayor adjourned the meeting at 10:03 pm.
