1. Call Meeting to Order: Meeting was called to order by Alvin at 10:00 AM.
2. Roll Call: Bob Balliet, Alvin Roberts, Andrea Johnson, Marie Hall
3. Public Comment: Under Government Code Section 54954.3, members of the
audience may address the Commission on any item of interest to the public or any
agenda item before or during the Commission’s consideration of the item. Speakers
shall restrict their comments to issues that are within the subject matter jurisdiction
of the Commission and limit comments to a maximum of five (5) minutes. (Read by
Alvin)
4. Acceptance of Minutes: Motion to approve Minutes of Oct 22, 2020 by Bob,
seconded by Marie. All approved.
5. Guest Speaker: None – Two members of the public – Bob Wilson and Tara Wilson
asked to participate in the Zoom Meeting.
6. Old Business:
(1) GSRC ongoing effectiveness – TABLED until COVID 19 Restrictions are lifted.
(2) STATUS of upcoming Health Faire – CANCELLED due to COVID 19
Restrictions – TABLED until COVID 19 restrictions are lifted.
7. New Business:
(1) Election of Officers – Alvin nominated Bob Balliet for the position of Chair of
the Commission and Bob nominated Andrea Johnson for the position of
Chair of the Commission. Commissioners Alvin, Andrea and Marie voted to
elect Bob Balliet and Bob Balliet voted to elect Andrea Johnson. Bob
accepted the position and thanked his fellow Commissioners for their trust in
him. Andrea nominated Alvin Roberts for the position of Vice Chair of the
Commission on Aging and Commissioners Bob, Andrea and Marie voted to
elect Alvin Roberts and Alvin Roberts accepted the position and thanked his
fellow Commissioners for their trust in him.
Bob Balliet, as the new Chair, presided over the meeting at this point.
(2) Provide Status on developing Emergency Procedures for the Seniors in the
City of Galt. Bob reported to the Commission that he is continuing not only to
work to establish new Emergency Procedures to notify Seniors but was
looking to the Commission to give a consensus as to establishing the Galt
Senior Resource Center (GSRC) as a Charitable Organization within the
framework of IRS rule 501 (c) (3) and separate and distinct from the City of
Galt, except for facility support and the Commission on Aging for the City of
Galt. It will be this reconstituted GSRC that will incorporate into its charter
provisions for the Emergency Procedures afore mentioned. The Commission
indicated its unanimous consent to such a possibility. Bob indicated he
would keep the Commission informed as to the progress of that endeavor
and that he would call on fellow Commissioners to assist him in that effort.
8. Status of Commission on Aging terms. Bob welcomed Andrea to the Commission
and thanked for applying for another 4-year term. Bob also informed the
Commission that Bob Wilson had applied to fill the vacancy left by former
Commissioner Charilyn Conn and that the person chosen by the City Council, more
than likely, will join us at the Feb 22, 2021 meeting. Bob also thanked former
Commissioner Charilyn Conn for her service on the Commission.
9. COMMISSIONERS REPORT: Bob announced that fellow Commissioner
Andrea Johnson was chosen by the Galt Herald as ‘Volunteer of The Year
2020’. All congratulated her on the award and indicated that it was well
deserved.
10. ADJOURNMENT: Motion was made by Bob B and seconded by Alvin to adjourn.
Vote was 4 to 0 to adjourn. Meeting was adjourned at 10:35AM.

CORONAVIRUS DISEASE (COVID-19) ADVISORY
To protect our constituents, City officials and City staff, the City requests all members of the public to follow the
California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the
Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information
regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us.
Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and the City Council
will participate via teleconference/electronically. In-person participation by the public will not be permitted and no
physical location from which the public may observe the meeting will be available. Remote public participation is
available in the following ways:
1) Email public comments concerning this special meeting to pubcom@cityofgalt.org. The City Clerk will read the
comments out loud during public comment, subject to the customary 5-minute time limitation. If you have issues
submitting a public comment via email, please contact the City Clerk’s Office at 209.366.7130.

meeting with Dir Solis & the possibility of having the Galt Senior Resource Center become a 501c Charitable
Organization in by the end of this new year).
3) Status of Commission on Aging Vacancy (Bob) (a) Andrea Johnson reappointed and sworn in for another
term; (b) Bob Balliet reappointed and sworn in for another term; (c) Application to fill Vacancy because of
Charilyn’s move to Elk Grove submitted and expected to be filled on Feb 2, 2021.
8. COMMISSIONERS REPORTS: Bob (Andrea Johnson - chosen as ‘Volunteer of the Year’ by the Galt
Herald)!
