1. Call Meeting to Order @ 10:00am

2. Roll Call: Bob Balliet, Andrea Johnson (absent), Robert Wilson, Phyllis Johnson, Libby Robbins

Muaga, Galt United Methodist Church; Tara Wilson, GSRC; Linda Burge, GSRC, Kristine and Karen Honer,

3. Public Comment: Under Government Code Section 54954.3, members of the audience may
address the Commission on any item of interest to the public or any agenda item before or during
the Commission's consideration of the item. Speakers shall restrict their comments to issues that
are within the subject matter authority of the Commission and limit comments to a maximum of
five (5) minutes.
4. Acceptance of Minutes: Minutes of Feb 24, 2022 (P Johnson 1st, Wilson 2nd, all in favor to
approve)
5. Presentations:
Susan Kopp, MSW; Ombudsman Ombudsperson (neutral person). Susan has been with the
department for 5+ years and Ruth is an adult supervisor. An Elder is someone who is 60 years
and older. CA has the fastest growing elder population in the US. IHSS is for low-income Medi-
Cal recipients at risk of having to leave their homes. In July, the Medi-Cal asset test is going
away and more seniors will qualify.
Pastor Mary – United Methodist Church Senior Housing Pastor Mary shared how her church has
been working with the City and Christian Church Homes. The church is in the beginning
negotiations for work with the City to have CCH develop the properly on 4th and B Streets for
multi-use property. Their property on 6th and B Streets will be for Veterans only (14 units).
These properties would only be charging these individuals up to 30% of their incomes. CCH will
be presenting the church with money. This money will be used things such as the Sunshine Food
Pantry (use as seed money plus the American Rescue Plan Money to build a Resource Center).
6. Old Business:
(a) Committee on Separation of GSRC from the City — TABLED until in-person Meetings
Resume. Moved to next month’s agenda
(b) Possible Amendment to COA Bylaws re: adding 'advocacy' to the current Mission of COA
Status: Balliet Moved to next month’s agenda
(c) Present Report of Survey results – TABLED A Johnson and Balliet met with the City Manager,
P&R Director and Recreation Supervisor to discuss this. There will be no more surveys and this
will be removed from future agendas.
7. New Business:
(1) City Manager Lorenzo Hines, Jr. to address the Commission
(2) Welcome new Commissioner – Balliet moved to next month’s agenda
(3) Status of the upcoming ‘Eggstravaganza’ event scheduled for Apr 9, 2022. Application
submitted. (Commissioner Wilson & Tara willing to serve at COA table). Balliet
(4) Status of Commission – Balliet, A Johnson moved to next month’s agenda
(5) COA Budget – Request for funding of ‘Proposed Administrative/Social Activities for Seniors
for the Calendar Year 2022 or Fiscal Year 2022/2023’. Proposed budget submitted to P&R.
Will update as more information becomes available.
(6) GSRC Reopening on April 4, 2022 - Balliet
8. COMMISSIONERS REPORTS:
Chairperson Balliet A Johnson donated a computer to the GSRC. Ms. Lopez will speak with the
City’s IT staff to determine if anything specific needs to be done to install the computer.

Commissioner P Johnson Is currently asking local businesses to create senior discounts
Commissioner Robbins
Commissioner Wilson is also working on trying to expand senior discounts.
