City of Galt MINUTES COMMISSION ON AGING 610 CHABOLLA AVENUE, GALT, CA Thursday, February 23, 2023 10:00 AM Chairperson: Andrea Johnson Vice Chair: Libby Robbins Commissioners: Bob Balliet, Phyllis Johnson, Bob Wilson 1. Call Meeting to Order 10:00am 2. Roll Call: Andrea Johnson, Libby Robbins, Bob Balliet, Phyllis Johnson, Bob Wilson Advisor: Monica Lopez – Parks & Recreation. All present, Guests: Director Solis, German Ayon w/Agency on Aging Area 4, Lorri St.Claire GSRC, Tara Wilson GSRC 3. Public Comment: Under Government Code Section 54954.3, members of the audience may address the Commission on any item of interest to the public or any agenda item before or during the Commission's consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter authority of the Commission and limit comments to a maximum of five (5) minutes. 4. Acceptance of Minutes: Special Meeting of Jan 26, 2023. (1st Balliet, 2nd P Johnson, All in favor) 5. Presentations: NA 6. Old Business: (a) Report on COA/GSRC’s Emergency Contact List to respond to fire, floods, earthquakes, pandemics, etc. (Bob B. & Bob W.) Wilson shared a list of possible contacts. Director Solis inquired as to what is trying to be accomplished by this list. Mayor Vandenburg supported the Commission created a reference list of agencies that could help seniors during an emergency. All contacts need to be verified before sharing their personal information. Balliet and Wilson will revise the list and take into consideration all comments and concerns. Tabled for next meeting (1st Robbins, 2nd Wilson, all in favor) (b) Bus Trips for Seniors to Casinos in Elk Grove and/or Jackson (Phyllis) Tabled until March Meeting 7. New Business: (a) Current status of Budget (Monica) No changes (b) Bingo (prizes, special activities for March? & April 2023, Separate Budget, Speakers before Bingo Games, etc. (Commissioners provide up to 5 proposed Speakers) P Johnson suggested that any “extra” money scheduled for a Bingo would could be used to purchase necessities for seniors. Balliet suggested that one of the March dates be a luncheon (possibly sponsored by Vice Mayor Sandhu). Wilson would like to see fruit each week to give to seniors. Robbins suggested that this decision be made by the Commissioner in charge each week. Balliet let the Commission know that the Sunshine Food Closet will continue to support Bingo, but will now be coming to the 2nd week of each month. South County Services will participated every 4th week. Tabled until March Meeting (c) Present changes to Galt Senior Resource Guide and seek approval for expenditure of up to $1,200.00 for up to 500 copies– moved from Nov 17, 2022 Meeting. (Bob B) (d) Discuss Budget for GSRC (Libby) Volunteer Lorri St. Claire is the new Volunteer Supervisor. Two volunteers visi8ted other Center to view their operations. Lodi’s is more of an advocacy unit. The next visit will be to Elk Grove. Robbins shared that the GSRC has never had its own budget. She would like to propose a budget for the GSRC to purchase necessary supplies and items. Robbins to present prospective budget for March Meeting. Monica will forward the original GSRC staff report to the Commissioners. Monica will also inquire about getting a City phone line installed in the GSRC office. (e)Status of GSRC activities (Libby) German Ayon from the Agency on Aging, Area 4 introduced himself to the Commission. The CA Department of Aging funds this. He has worked with such things as 211, MOW w/ACC, transportation w/ACC, legal services, health insurance advocacy, counseling programs. 8. Commissioners’ Reports: Chair A. Johnson- would like SWAG to be placed on the next agenda. Vice Chair L. Robbins Commissioner B. Balliet – The SMUD Sponsorship Check has been requested and should be arriving soon Commissioner P. Johnson –Round Table Pizza has a meeting room that can accommodate 50 people. Would like to consider for future use. Commissioner B. Wilson –would like to look into creating a discount program in Galt similar to AARP. He plans to attend the Eggstravaganza this year. Wilson also mentioned possible funding. This will be placed on the upcoming agenda, so the Commission can discuss and vote on. 9.
