City of Galt MINUTES COMMISSION ON AGING 610 CHABOLLA AVENUE, GALT,CA Thursday, August 24, 2023 10:00 AM Chairperson: Vacant Vice Chair: Libby Robbins Commissioners: Bob Balliet, Phyllis Johnson, Joan Werblun, Bob Wilson Call Meeting to Order 10:01am Roll Call: Libby Robbins, Bob Balliet, Phyllis Johnson, Joan Werblun, Bob Wilson all present Advisor: Monica Lopez – Parks & Recreation. Present, Public Guests: Tara Wilson, GSRC; German Ayon, AA4A Public Comment: Under Government Code Section 54954.3, members of the audience may address the Commission on any item of interest to the public or any agenda item before or during the Commission's consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter authority of the Commission and limit comments to a maximum of five (5) minutes. Mr. Ayon shared a flier titled “Community Assessment for Older Adults (CASOA)”. This flier has a QR code that will take seniors to a survey. He asked the Commission to share the flier. It will be shared at Bingo on Monday, August 28th. Acceptance of Minutes: Meeting of July 27, 2023. (Wilson moved, Johnson seconded, Balliet abstained, all others approved). Presentations: N/A New Business: A. Halloween Events Participation – Galt Market Event and L’Chayim Event (Wilson) a. Commissioner Wilson spoke with Ms. Garcia and Ms. Holbrook with the Galt Market about the COA participating in the Trunk or Treat Event at Veterans Field. A motion to participate in the event and spend no more than $100 on candy was made by Commissioner Balliet, a second to the motion was made by Commissioner Johnson, all voted in favor. b. A motion to participate in the L’Chayim Trunk or Treat and to spend no more than $50 on candy was made by Commissioner Wilson, Commissioner Johnson seconded the motion, upon a roll call vote Commissioner Balliet voted no and all other Commissioners voted yes. i. Vice Chair Robbins moved to amend the motion to allow the Commission to spend no more than $100 on candy, Commissioner Wilson seconded, roll call vote called and all voted yes. B. Thursday Game Day Attendance a. Commissioner Wilson wanted to discuss options to increase attendance on Game Days. i. Tara Wilson suggested a survey be done to find out why people are not coming to the day and to offer a tournament. ii. Commissioner Wilson suggested talking to the Monday Bingo players. iii. Commissioner Balliet suggested placing a Suggestion Box at the Bingo games. iv. Vice Chair Robbins wants to find out what the seniors want to play on Game Days. v. Commissioner Werblun suggested that transportation may be what is preventing some from attending. vi. Commissioner Balliet will create a survey asking what seniors would like to play and why they might not be attending. C. Senior CPR Classes/Tour of CSD Fire Station (Wilson) a. Commissioner Wilson spoke with the CSD Chief about possible visits at the Fire Station and CPR classes for seniors. The Chief recommended that the COA speak with the CSD Public Relation  Representative to set up a visit. The Commissioners discussed having someone from CSD to give a presentation to the seniors before Bingo starts on an upcoming Monday. Commissioner Wilson will set this up and also ask about possible CPR classes. Tara Wilson shared that her and other GSRC volunteers are concerned with not knowing how to use the AED that is located near their door. Recreation Supervisor Lopez shared that they are not being asked to use the AED without training and that 911 and then the P&R office needs to be called when there is an emergency. D. Bingo One Year Anniversary (Wilson) a. Commissioner Wilson spoke with Jake the manager at the Galt Denny’s. Denny’s is may be able to server refreshments and supply some of the prizes for an upcoming Bingo date. Commissioner Wilson will find out what date works for Denny’s and report back to the Commission. b. Vice Chair Robbins will purchase cupcakes and a small Anniversary Cake for the September 11th Bingo. Commissioner Werblun will share her cupcake tier display stand for this day. Old Business: A. Annual Report to City Council (Discussion) a. Report was email by Vice Chair Robbins. Format is what has been requested by the City. Presenter can also share other information during the presentation. B. COA Flier (Robbins) a. Fliers are done and available in the GSRC. C. Bus Trips for Seniors to Casinos Update a. Commissioner Johnson stated that this is still on hold. She is trying to make contact with the new representative at Sky River and is waiting to hear back from her contact with Jackson Rancheria. D. Bingo Updates a. Commissioner Balliet expressed his concern that the Bingo prize bag count is down to about 10 bags. He feels that the Commission needs to purchase more items for bags and plan for 30 bags per month. Commissioners’ Reports: Vice Chair L. Robbins: Vice Chair Robbins is working on a grant from Target. She is currently waiting on approval from the City Manager. She presented the COA with a COA stamp that can be used for Bingo. Commissioner B. Balliet: Commissioner Balliet is glad to be back on the Commission. He would also like to welcome Commissioner Werblun. He also shared that he feels Jake from Denny’s is great to work with. Denny’s is currently matching the gift card purchases by 100%. Commissioner P. Johnson: Commissioner Johnson wanted to thank Jake from Denny’s for personally helping her with a donation from Bingo. Commissioner Werblun: Commissioner Werblun shared her resume with the Commission. She in interested in equity for all seniors. She was a nurse and has been with MSSP (Multiple Senior Services Program) that has contracts with 8 counties and over 300 participants. Commissioner B. Wilson: Commissioner Wilson would like to recognize Jake with Denny’s for helping with the food bank.
