COMMISSION ON AGING

September 22, 2022, at 10:00 AM

Commissioners: Robert Wilson, Phyllis Johnson, Libby Robbins
1. Call Meeting to Order 10:01am
2. Roll Call: Bob Balliet, Andrea Johnson, Robert Wilson absent, Phyllis Johnson, Libby Robbins.
Advisor: Monica Lopez – Parks & Recreation. Guests Director Armando Solis and Linda Burge
3. Public Comment: Under Government Code Section 54954.3, members of the audience may
address the Commission on any item of interest to the public or any agenda item before or
during the Commission's consideration of the item. Speakers shall restrict their comments to
issues that are within the subject matter authority of the Commission and limit comments to a
maximum of five (5) minutes.
4. Acceptance of Minutes: Minutes of Aug 25, 2022 & Special Meeting of Sep 7, 2022 (Balliet, P
Johnson- A Johnson abstained for the 8/25/22 meeting approval; all of the Commissioners voted to approve)
5. Presentations: The ‘Purple Lady of Galt’ organization – Linda Burge Ms. Burge indicated the senior
activities that she feels local seniors would like to have – movies, crafts, board games, senior swim, other
games.
If Ms. Burge would like to offer classes with the seniors, she will need to work with City staff and create a
contract for services (as a Special Interest Instructor). She will speak with Monica Lopez regarding this.
6. Old Business:
(a) Committee on Separation of GSRC from the City (Bob W) – tabled until further notice. To be
removed from future agendas
(b) Amendment to COA Bylaws re: adding ‘advocacy’ to current Bylaws and Mission Statement
– Status update (Monica L) Bylaws draft reviewed by City Attorney will be emailed to the
Commissioners after the meeting
(c) Bus Trips for Seniors to new Casino in Elk Grove in the Fall (Bob W, Phyllis). No report
7. New Business:
(a) Activities for Seniors – Discuss COA’s ongoing Bingo & Social Activities at the Chabolla
Center for Sep 26, 2022 & the Mondays of Oct 2022.
(b) Establish limits on prizes and expenditures paid for by the Commission and establish
procedures for members of the Committee(s) when approaching Merchants and Organizations for
either sponsorship and/or donations and, seek motion for the Commission to approve the resulting
limits and procedures.
Commissioner A. Johnson – would like to see a limit on the amount spent on prizes and snacks.
Would like more communication amongst the Commissioners who are getting donations from businesses
and organizations. She has collected donations and purchased items to be used as prizes. A suggestion
of a $125 limit per week was made.
Commissioner P. Johnson – questioned which funds need to be spend before the end of 2022. She
would like to visit the banks to ask for donations.
Commissioner Robbins – We need to plan ahead for BINGO. 9/26 – Pizza, 10/3 – Starbucks, 10/31 –
Gyros, 10/10, 10/17, & 10/24 – a motion was made to not exceed $125/week for the raffles (Robbins, A
Johnson – all in favor); 10/3, 10/10, 10/17, & 10/24 – motion made to not exceed $100/week for snacks
(Robbins, Balliet, with all in favor)
Director Solis – Commissioners need to be aware of the City’s purchasing policy when making any
purchases. It was suggested that Commissioners be given guidelines that purchases can be made, as
needed. Staff needs to verify with the County what kinds of food can be served during BINGO.
Commissioners Robbins and A Johnson are in charge of the Raffle Committee, Commissioners P Johnson
and Wilson are in charge of the Businesses Committee.
(c) Guidance for presenting receipts of expenditures for reimbursement – required information
and method of submission, etc. (Monica L)
(d) Status of Budget (Monica L) Will report the amounts at the next meeting.
(e) GSRC update (Linda B). Total calls: 8 transportation (BINGO and medical), 6 housing, 7 food, 12
senior activities
(f) GSRC Protocol presentation for consideration and approval by the Commission (Bob B).
Meals on Wheels will open the café (dining in Chabolla0 beginning October 10th. Former café members will be
invited to return first. At some point, MOW hopes to address the waiting list and add additional café members.

Commissioner P. Johnson – has tried to
contact Mark with Rotary and Code
Enforcement to ask for help with her
yardwork after receiving notice from Code
Enforcement. Neither responded to her
inquiries.
Commissioner L. Robbins – has reached out
to LRHS and GHS seeking information on
getting help with yardwork for seniors.
Would like have more resources at BINGO
and would like to have this placed on the
next agenda.
