City of Galt MINUTES COMMISSION ON AGING 610 CHABOLLA AVENUE, GALT, CA SPECIAL MEETING Thursday, Nov 17,2022, at 10:00 AM Chairperson: Bob Balliet Vice Chair: Andrea Johnson Commissioners: Robert Wilson, Phyllis Johnson, Libby Robbins 1. Call Meeting to Order – Meeting called to order art 10:03 AM 2. Roll Call: Bob Balliet, Andrea Johnson, Robert Wilson, Phyllis Johnson, Libby Robbins. Advisor: Monica Lopez – Parks & Recreation. – All present. Tara Wilson – guest speaker (GSRC needs categories for what info to provide to COA) 3. Public Comment: Under Government Code Section 54954.3, members of the audience may address the Commission on any item of interest to the public or any agenda item before or during the Commission's consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter authority of the Commission and limit comments to a maximum of five (5) minutes. 4. Acceptance of Minutes: Regular Scheduled Meeting of Oct 27, 2022 & Special Meeting of Nov 7, 2022. – Voted to adopt 5-0, as amended. 5. Presentations: NA 6. Old Business: (a) Amendment to COA Bylaws re: adding ‘advocacy’ to current Bylaws and Mission Statement – Status update (Monica) – Tabled, put on agenda for Jnauary to discuss attorney comments. Director Solis to review. (a) PJ -- would like to keep bylaws as is (w/ attorney changes) RW – talk to new council before approving LR – what would we do differently w “advocacy” BB – wants COA to be more active w/ senior concerns, most other commissions do not advocate LR – can attorney come to next meeting (b) The Galt Senior Resource Center Protocols – Status (Monica) (c) Bus Trips for Seniors to new Casino in Elk Grove – TABLED indefinitely. 7. New Business: (a) Discuss and come to an understanding re: SMUD GRANT FUNDING EXPENDITURE passed by COA in Special Meeting on Monday, Nov 7, 2022 – Assist with South County Services Luncheon (Dec 9, 2022) – Dessert & Gift Bags up to $2000.00, approved on Nov 7, 2022. (a) BB met w/ South County reg. 12/9 event COA – dessert & gift bags for 225 seniors ($2000) RW/LR committee for event BB – motion to increase exp. To $3,500 (no to exceed) PJ – seconded, adopted (5-0) (b) Approve expenditures and reimbursement for Turkeys, if purchased, in month of Nov 2022. Cards for Bingo up to $600.00 for the remainder of year. -- Reimburse A. Johnson $228.02 AJ/LR Bingo – LR would like each commissioner to be in charge of prizes/snack each week. 60 attendees. LR will create a schedule. No Bingo 12/26 & ½ -- BB to advertise. Bingo Xmas – 12/19, Holidat party. AJ/BB comm. Betti W. – ask about Senior Club LR/AJ (c) Receipts for expenditures must be submitted to P&R for reimbursement. Blanket and card drive. Barrels @ coffee shop, P&R, Raley’s 11/28-12/21. Nursing home 99 beds MOW (d) Current status of Budget. (Monica) (e) Partnership with Youth Commission meeting. (Bob B) (f) Seek approval for expenditure of up to $1,200.00 for 500 copies of the Commission on Aging Resource Guide, to be purchased by the end of this year. (Bob B) – Moved to January meeting. 8. Commissioners Report: Chair B. Balliet – GSRC closed 12/22-12/25, 12/19-12/26, 1/2 Vice-Chair A. Johnson -- No Commissioner B. Wilson – Speakers @12:30 Commissioner P. Johnson – Want speakers @ Bingo, will coordinate W/LR Commissioner L. Robbins – Thank you cards – need COA signatures Special meeting – 12/29 Ask F. Splendorio to January meeting 9.
