MEASURE R OVERSIGHT COMMITTEE MEETING
MINUTES

Wednesday, July 26, 2017, 6:00 PM
Chair Cortez called the meeting to order at 6:03pm.
The roll call found Cortez, Keagy, Klassen, Shelton and Talamantes present.
We saluted the American Flag.
Old Business:
The minutes of the last meeting were presented. A correction to roll call was
made as the draft minutes showed Lara and Klassen in attendance, when in
fact, they were not. Keagy moved and Talamantes seconded to approve the
minutes. The motion carried 5-0.
New Business:
The 2016/2017 4th quarter report, as which is also the preliminary year-end report was
presented. Klassen asked where unspent money in the budget “goes”. We explained
that it stays in the Measure R Fund and can be followed and accounted for in the
FUND Balance.
Roundtable:
Chief Sockman and Lt. Dedriksen were present as was City Manager, Gene Palazzo to
answer questions.
Klassen asked for written clarification of the Measure R money spent on retention, from
the City Attorney. Chief Sockman will request the clarification.
Keagy asked if the topic of funding the Every 15 Minutes program had been
forwarded to the committee or had it died with Council. Chief Sockman explained
that there had been talk about the actual cost involved in participating in this event,
but it is a CHP sponsored event, and although Police employees participate, we have
never “charged” anyone for our involvement, so there isn’t really anything to fund.
Klassen asked about our fleet, wondering if unspent year end funds could be spent to
buy patrol units as he feels our officers should have the most current and up to date
equipment possible. Chief Sockman thanked Mr. Klassen, agreed, and explained that
we are in the process of purchasing some new vehicles and one of them is Measure R.

Talamantes pointed out that the clarification Klassen was looking for was already in
the original ordinance. Klassen feels there is more clarification needed to determine if
that passage refers to only Measure R officers or all officers.
Our next regular meeting will be at 6:00 PM Wednesday, October 25th, 2017.
Meeting was adjourned at 6:30 pm.

at 6:00 pm. or shortly thereafter, to discuss the following items:

2. 2016/2017 DRAFT Annual Report
Recommended Action: Review the report as presented

members of the audience may address the Committee on any item of interest
to the public or on any agenda item before or during the Committee's
consideration of the item.
