CITY OF GALT AGENDA PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DR., GALT CA 95632 September 13, 2017 AT 7:00 P.M. Chairperson: Joe Bitondo Commission: Angela DaPrato, Kelly Keagy, Chris Smith, Janice Williams 1. CALL MEETING TO ORDER 7:00 p.m. 2. ROLL CALL: a. Commissioners Present: Bitondo, Keagy, Williams b. Commissioners Absent: DaPrato, Smith 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES FOR THE MEETING OF JUNE 14, 2017. a. Minutes of the Meeting of June 14, 2017. • Call for vote, all in favor. 6. PRESENTATIONS 7. OLD BUSINESS a. Community Park Playground – Update • Engineers Estimate $90,921 for Extra Innings Baseball themed play structure. Estimate does not include Parks & Recreation staffing labor for demolition, sand pit drainage and concrete in sand pit. • Applied for matching grants, waiting for response. • Currently out to bid. Bid opening scheduled for 10/9/17. • Award of contract 11/7/17 to City Council for approval. • Project completion estimated at mid-January. b. Lights - Walker Park Grass Field – Update • Have working lights at grass fields. GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF SEPTEMBER 3, 2017 Page 2 • All 3 soccer fields have lit fields. • Both high schools and local sports organizations are now self- scheduling their lights. c. Walker Park Phase 1B – Update • Engineer’s estimate came in close to $4 million. • $3 million available in funding. • Final decision will be made, but will probably hold off until all funding is available to fund the whole project. 8. NEW BUSINESS a. State of California Energy Commission Small Government Leadership Challenge Grant Award – Informational • City received a grant from the California Energy Commission for $650,000. • $250,000 will be used for a Galt Market/Fairgrounds Master Plan. • Property was donated to the City from the State. This study will figure out what we can and should do with the property in the future. b. New Parks Maintenance Supervisor • Armando Morales 9. UPCOMING COUNCIL AGENDA ITEMS a. Parks and Recreation Commission Annual Report – October 3rd • Joe Bitondo will make presentation to Council. 10. UPCOMING EVENTS a. Food Truck Event – October 7th • The City will add a 20ft path west of the sidewalk in between the sidewalk and the palm trees. It will be an all-purpose surface of decomposed granite. The food trucks will move to that area utilizing the sidewalk for their seating area. This will open up parking because we will not have to close the streets. 11. STAFF COMMENTS • Other city commissions are aligning themselves to meet at 6:00 p.m. to match City Council meetings. • Will be put on the next agenda to vote for meeting time and frequency. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Bitondo – Parks are looking really nice. At Community Park there is a campsite set up in the bushes. Talked to the man and he began cleaning it up. b. Commissioner Williams – Commend new people hired for maintenance, everything is looking really nice, they are doing a great job. 13.
