CITY OF GALT MINUTES PARKS & RECREATION COMMISSION MEETING CITY HALL COUNCIL CHAMBERS 380 CIVIC DR., GALT CA 95632 April 11, 2018 AT 7:00 P.M. Chairperson: Joe Bitondo Commission: Angela DaPrato, Kelly Keagy, Chris Smith, Janice Williams 1. CALL MEETING TO ORDER at 7:00 p.m. 2. ROLL CALL: • Commissioners Present: Bitondo, Keagy, Williams • Commissioners Absent: DaPrato, Smith 3. CHANGES TO THE ORDER OF AGENDA • Armando Solis requested that the Parks & Recreation Non-Profit item be moved to after the presentation. • All in favor, moved to after the presentation. 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the commission on non-agenda items. Speakers may also address the commission on any agenda item during consideration of the item. Speakers shall restrict their comments to issues that are within the subject matter jurisdiction of the commission and limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES FOR THE MEETING OF FEBRUARY 27. 2018 • Minutes of the Meeting of February 27, 2018. • Call for vote, Commissioner Williams moved to accept the minutes of the February 27th meeting, Commissioner Keagy second the motion, all in favor, minutes approved. 6. PRESENTATIONS • Introduction of the new Special Events Manager – Jackie Garcia 7. OLD BUSINESS • Community Park Playground – Update • Installation to begin the week of April 16th and should be complete in 3 weeks. The project is under budget. • Parks and Recreation Non-Profit Fee Update • Previously discussed fees with Commission. All fees passed except one, the Non-Profit rental of Littleton and Chabolla Center GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF APRIL 11, 2018 Page 2 which was pulled. Will be returning on May 15th to City Council with new information, but before that will be coming back to the Parks & Rec Commission on May 11th and will be bringing a proposal of more options. • Armando Solis met with (7) local non-profit groups and was unable to come up with a compromise of the rate. • Hard cost estimates for the rental is about $600. • Non-Profits will be invited to the May 11th Parks & Recreation Commission meeting. • Non-Profit Fee Staff Report will be included in Parks & Recreation Commission Agenda for review prior to the May 11th meeting. 8. NEW BUSINESS • Walker Park Master Plan – Discuss and provide input • Soccer field lights were installed last summer. • Ballfields and parking lot are a part of the Parks Master Plan • Cost will be close to $4.5 million dollars, includes synthetic turf at the ball fields. • Public Works Dept. (Mark Clarkson) proposed looking at the Master Plan to see if we want to change some of it and get ideas from the Commissioners. • Public Works Dept. (Mark Clarkson) proposed adding gravel for additional overflow parking. • Public Works Dept. (Mark Clarkson) proposed adding restroom at the north end of the park. • Commissioner Williams made a motion that the City re-look at the 2004 Master Plan for Walker Park and come up with better use of the facilities, Commissioner Keagy second the motion, call for vote, all in favor. • Public Works Dept. (Mark Clarkson) requested clarification on whether the Commission would like to move forward with bringing back proposed location of restrooms and temporary parking lot, Commissioner Bitondo made a motion to look immediately at the temporary parking a restroom situation at Walker Park, Commissioner Keagy second the motion, call for vote, all in favor. 9. UPCOMING COUNCIL AGENDA ITEMS • Special Events Recap & FY 2019 Approval – May 15th • Non-Profit Rentals – May 15th 10. UPCOMING EVENTS a. Food Truck Event – 4/7 b. Liberty Ranch High School 5K Run – 5/12/18 11. STAFF COMMENTS 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Bitondo – Approached by citizens discussing advertising and selling alcohol at the Softball Complex similar to City of Manteca’s Big League Dreams facility. Armando stated he would prefer not to. It’s not necessary and puts liability on the City. We are looking at sponsorships for any local business that sponsors one of our events could have their business banner put up at either the Sports Complex or Walker Park. b. Commissioner DaPrato – Absent c. Commissioner Keagy – Thought we were taking out the sand area with the bowl at Community Park. Armando confirmed that we are, scheduled to pour cement in that area, there is no drain in that area. d. Commissioner Smith – Absent e. Commissioner Williams – None 13.
