CITY OF GALT PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DRIVE, GALT CA 95632 NOVEMBER 9, 2022 AT 6:00 P.M. Chairperson: Ernie Cason Commission: Carrie Graham, John McNamara, Chris Smith, Erin Saldivar 1. CALL MEETING TO ORDER at 6:00 p.m. 2. ROLL CALL: a. Commissioners Present: Graham, McNamara, Saldivar, Cason b. Commissioners Absent: Smith 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of September 14, 2022 b. A motion to accept the minutes of the September 14, 2022, Parks & Recreation Commission was made by Commissioner Graham, a second to the motion was made by Commissioner McNamara, upon a roll call vote, all present approved acceptance of the minutes. 6. PRESENTATIONS a. Parks and Recreation Department – Galt University Presentation i. Director Solis gave the presentation to the commission and answered questions. 7. NEW BUSINESS 8. OLD BUSINESS GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF NOVEMBER 9, 2022 Page 2 9. UPCOMING COUNCIL AGENDA ITEMS a. Saturday Market Review – 12/6 b. Sacramento County ARPA Funding – 12/6 c. Prop 68 – Need $194,000 allocated to the Pool Heater Project – 12/6 i. Commissioner Cason commented he is partial to the tennis courts and asked if funds from ARPA or Prop 68 are going towards dedicating one of the tennis courts to a Pickle Ball Court. Director Solis responded the funds are already there, Public Works spearheads the projects, it is in the que, and it should be done within a year. 10. UPCOMING EVENTS a. Lighting of the Night & Holiday Market – 12/3 i. Director Solis commented that we have brand new Christmas decorations that were provided through ARPA funding through the city. Just received seven pallets of new decorations. Everything on the tree will be brand new. Staff is unpacking and preparing to install them next week. b. Breakfast with Santa – 12/17 i. Director Solis commented that it’s in conjunction with Liberty Hawks Baseball off season team and the city, have sold out the last 2 years and they have added tickets this year. 11. STAFF COMMENTS a. Director Solis commented an email was sent to commissioners letting them know there is an application that needs to be filled out by the three (3) commissioners who’ve been appointed for this term. 12. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Cason – Commissioner Cason commented the limited staff that you have highlighted do a phenomenal job for the city and commented that he knows the city has no idea. It would be nice if there was some type of summary that could be put out into the public, so that way people understood exactly what the city was up against and what we’re accomplishing almost against all odds. Director Solis commented, if wasn’t for the people that are in place right now we, wouldn’t be able to do the stuff we’re doing, he has a great staff and they are let’s get it done kind of people. Named division leaders: Armando Morales, Jackie Garcia, Monica Lopez and Leslie Sheets. It’s because of those 4 people we get done what we get done. b. Commissioner Graham – Asked for an update for the wood on Fumasi. Director Solis responded there is a little left, the company is providing 2 picnic tables, 2 benches and resurface the stump to use as a learning tool. It will take 8 months for that wood to cure before he can start cutting it, looking at the spring of 2024. Also commented she is super appreciative of everything that staff does and they are doing what they can despite the criticism they get through social media and maybe something the Galt GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF NOVEMBER 9, 2022 Page 3 Herald can do is a city recognition highlight and they do more than what they are paid to do. c. Commissioner McNamara – No comment made. d. Commissioner Smith – Absent. e. Commissioner Saldivar – Asked the cows around town, how long is that going to go? Director Solis answered they are here for 1 year and it is a Galt Chamber project in conjunction with the City. Also, asked if there was a group of retired people that could come together that could be reached out to help out at our parks once a month. Director Solis responded the Beautification Committee does general cleaning throughout the streets, very rarely do they go into the parks. In 2019, the parks were cleaned daily, now we clean them twice a week. 13.
