CITY OF GALT PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DRIVE, GALT CA 95632 MARCH 8, 2023 AT 6:00 P.M. Chairperson: Ernie Cason Commission: Carrie Graham, John McNamara, Chris Smith, Erin Saldivar 1. CALL MEETING TO ORDER at 6:00 p.m. 2. ROLL CALL: a. Commissioners Present: Graham, McNamara, Saldivar, Smith, Cason b. Commissioners Absent: 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. a. Misty Springmeyer – Commented about practice facilities. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of November 9, 2022 b. A motion to accept the minutes of the November 9, 2022, Parks & Recreation Commission meeting was made by Commissioner Cason, a second to the motion was made by Commissioner Smith, upon a roll call vote, all present approved acceptance of the minutes. 6. PRESENTATIONS a. Parks & Recreation Fields b. Field Use and Priority Order i. Director Solis gave the presentation, explaining the definition of recreation vs. competitive teams, which type of organizational leagues are currently using the fields, the youth organization registration numbers, what fields are available, the types of fields the city has available and who is using them, and the Field Priority Policy: 1. Galt P&R Programs – Adult Softball and T-Ball GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF MARCH 8, 2023 Page 2 2. City MOU’s (Current MOU’s) a. Galt Joint Union High School District b. Galt Joint Union Elementary School District c. Galt Youth Baseball 3. Youth Recreation Programs (Local) 4. Competitive Programs (Local) M-F 5. Private Rentals 6. Commissioner Saldivar asked if Walker Park is getting baseball or softball diamonds any time soon. Director Solis responded we are in the middle of talking about that and he will be probably bringing back to the Commission at the next meeting because it is on the agenda for city council. 7. Commissioner McNamara asked currently at McCaffrey diamond 1 he sees used a lot, 2 and 3 are they usable right now, are the kept up. Director Solis responded our staff goes out at the beginning of each season and takes the weeds out of these fields. 8. Commissioner Smith asked when the current GYB MOU expires. Director Solis responded it does not, it is a review annually. Commissioner Smith asked how another organization in the community enters into a MOU like that. Director Solis responded they can approach the city in regards to an MOU. 9. Commissioner Cason commented, so it’s open to negotiation every year. Director Solis responded, no it’s set terms and whether we want to renew it or not. We can cancel or they can cancel. c. Public Comment: i. Katie Scott of Lickity Split – Commented about rec vs. comp teams. ii. Commissioner Cason asked if they could ask more questions. Director Solis responded yes, this is going to be a very difficult recommendation. If you have questions, ask me, reach out to them, and reach out to whoever you feel you have to. Right now there is an MOU. This is city councils MOU, only they can change it. This isn’t a softball issue this is an overall issue for fields. iii. Commissioner Smith asked if Director Solis could bring back a similar policy that others are using in the region. Director Solis responded yes, CSD, City of Lodi and City of Sacramento have a similar policy, recreation then competitive. City of Stockton’s policy is if you had it last year you are able to reserve for the following year. iv. Commissioner Saldivar asked if there had been meetings with GYB and Lickity Split to come to any kind of conclusion. Director Solis responded yes. The City Manager, Mayor, Councilmember Lozano, Director Solis (there for 1 hour), Lickity Split, American Made and GYB had representation in that room. v. Misty Springmeyer – Commented they met with the Mayor, Councilmember Lozano, the City Manager, the presidents and GALT PARKS AND RECREATION COMMISSION AGENDA MEETING OF MARCH 8, 2023 Page 3 Director Solis. vi. Commissioner Graham asked if the high schools have their own fields, why they are using ours. Director Solis responded Galt High does not have a softball field. They use two fields because they have varsity and junior varsity. Liberty Ranch varsity plays and practices at the complex also. Both Galt High Baseball teams play at Galt High. Liberty Ranch varsity plays at Community Park. They are able to do that under the MOU. Commissioner Graham’s asked how long will it take at Walker Park for the fields there to be completed. Director Solis responded he’s been told it could take anywhere from 6-9 months. Commissioner Graham asked once they go in are those umbrellaed under the MOU’s. Director Solis responded all of the MOU’s encompass all of our facilities. vii. Commissioner Smith asked if any of the MOU’s require any review from the Commission, and what’s the process. Director Solis responded it depends on what the MOU entails, for something like this he would like it to come to the commission. If they proposed an MOU, and council directed them to enter into one, he would come up with a draft, get the commission’s opinion and recommendation to city council and they would make the final decision. Commissioner Smith asked if the MOU with GYB had come before the commission. Director Solis responded that he would have to check. viii. Commissioner Saldivar asked if there is one central system and one person who’s running the schedule. Director Solis responded we have a one person point of contact. Every organization can assign one person to contact Parks & Rec. ix. Commissioner Graham asked if the MOU’s have always been in place. Director Solis responded the high schools have been nearly 20 years, the elementary school districts been 9 years, the previous one was in place before that, the MOU with GYB is 2 years old. x. Commissioner Smith commented some of those MOU’s include uses of their facilities as well for city purposes. Director Solis responded yes, we run our youth basketball programs at the high schools and elementary schools. We are able to use their facilities for free and they are able to use our facilities for free. xi. Commissioner Cason asked if there is any Title 9 governance applicable and Director Solis answered yes. xii. Commissioner Saldivar asked Misty (Lickity Split) about the time slots she mentioned earlier and asked her to restate the numbers. Misty responded based on her reasoning the Sports Complex has 30 slots +10 in batting cages and McCaffrey has 45 slots 5 days a week. xiii. Commissioner McNamara asked Misty (Lickity Split) if she formally submitted an MOU to the City. Misty responded no. xiv. Commissioner Cason asked Misty (Lickity Split) when the season begins.
