MEETING MINUTES

1. CALL MEETING TO ORDER at 6:01 p.m.
2. ROLL CALL:
a. Commissioners Present: Cason, Graham, McNamara
b. Commissioners Absent: Smith
3. CHANGES TO THE ORDER OF AGENDA
• Director Solis removed item 7a. – Introduction of new Commissioner.
• Smith entered at 6:02 p.m.
4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the
public may address the Parks and Recreation Commission on non-agenda
items. The public comments section is for the Parks and Recreation Commission
to receive comments; except for brief response to questions, no discussion or
action may be taken on any item that is not listed on the agenda. Please limit
comments to a maximum of five (5) minutes. Please fill out a speaker sheet
located on the table inside the entrances to the council chambers and forward the
completed speaker sheet to the commission secretary. Please state your name
and city of residence prior to making your comments.
5. ACCEPTANCE OF MINUTES
a. Minutes of the meeting of March 13, 2024
• Commissioner Cason made a motion to accept the minutes of the
March 13, 2024, Parks and Recreation Commission meeting.
• Commissioner Smith made a second to the motion to accept the
minutes of the March 13, 2024, Parks and Recreation Commission
meeting.
• All present in favor, minutes accepted.

7. NEW BUSINESS
a. Introduction of new Commissioner - removed per Director Solis
b. Election – Chairperson
• Commissioner Cason made a motion to move the election to the next

• Commissioner McNamara made a second to the motion to move the
election to the next Parks and Recreation Commission meeting on July
10, 2024.
• All present in favor.
8. OLD BUSINESS
a. Gora Aquatic Center Slide Project Update
• Director Solis discussed the color scheme of the slide, sandy beige for
the stairs with a blue flume.
• City Council requested that the stairs be changed to configure an easier
slope versus the longer ones.
• The city is now going out for design and anticipates for the slide to be
completed by 2025.
• Public Comment - Harry Wensel commented about the slide.
b. Chabolla Skate Park Update
• The city plans to go out for Request for Proposal on June 2024. The
expansion should be completed in 2026, if everything is approved.
• The engineers estimate is $2.55 million
• The RFP will be out in June 2024
• The city is looking to take the bids to City Council in August 2024.
c. Parks, Recreation and Open Space Master Plan Update
• Director Solis discussed Walker Park Phase 2A.
• Three baseball fields should be completed around 2026
• The city received a grant of $2.6 million dollars for half of the project;
the city has to match the other half.
• Total project estimate raised to $6 million dollars, the city will be adding
lights to all three-baseball fields.
• The master plan group (RHAA) has been out to the Parks Department;
they have walked all of the facilities, parks, trails and have met with
Parks staff.
• RHAA to come back on May 29th and 30th to go out with the Parks
maintenance crews to determine what exactly they are doing, if they
have enough staff and equipment or if the Parks Department has too
many staff.
9. UPCOMING COUNCIL AGENDA ITEMS
10. UPCOMING EVENTS
a. Classic Auto Swap Meet and Car Show – 5/17 & 5/18
• Event will be on May 18, 2024 from 6:00 a.m. – 2:00 p.m. at the Market
Fair Grounds.
• Total of six events this year.
• Admission is $5 dollars, kids 12 and under are free.

b. School Bus Driving Safety Course – 5/25
• Bus drivers throughout the state will come to the Market Grounds to
run this course on Memorial Day Weekend.
c. Saturday Market – 6/1
• 50’s vibe and rock theme
• Last Saturday Market cancelled due to the rain.
d. Concerts in the Park – 6/8
• KOB Band (Rock/Pop)
• At Veterans Field
• Admission is $5 dollars
• Alcohol will be served, provided by Papas and Wings for purchase.
e. Independence Day Celebration – 7/4
• This year will be on Thursday, July 4, 2024.
• There will be some changes to the parade route; work is currently
being done on C Street.
• Director Solis is working with the Public Works Department to finalize
the map; proposal was submitted, waiting for approval.
• Everything else will stay the same.
f. Fireworks in the Pool – 7/4
11. STAFF COMMENTS
• Director Solis informed the commissioners that the Parks Department
has hired somebody with the QAC License, filed all the permits with
the State and County, placed an order for the weed spray and staff
should start spraying Friday.

e. Commissioner Smith Asked Director Solis about the changes made to the
wording of the commissioners rules. Director Solis informed the
commissioners that moving forward commissioners will no longer be required
to fill out Form 700.
