CITY OF GALT PARKS & RECREATION COMMISSION MEETING MINUTES CITY HALL COUNCIL CHAMBERS 380 CIVIC DRIVE, GALT CA 95632 NOVEMBER 13, 2024 AT 6:00 P.M. Chairperson: Carrie Graham Commission: Chris Brossman, Ernie Cason Jr., John McNamara, Chris Smith 1. CALL MEETING TO ORDER at 6:03 p.m. 2. ROLL CALL: a. Commissioners Present: Graham, Brossman, McNamara b. Commissioners Absent: Cason, Smith 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of July 10, 2024 • Commissioner Graham made a motion to accept the minutes of the July 10, 2024, Parks and Recreation Commission meeting. • Commissioner Brossman seconded the motion to accept the minutes of the July 10, 2024, Parks and Recreation Commission meeting. • All present in favor, minutes accepted. 6. PRESENTATIONS 7. NEW BUSINESS a. Special Meeting December 2, 2024 i. Walker Park Conceptual • Last meeting this board will be together. • The city anticipates Sacramento County certifying the elections on December 3, 2024. GALT PARKS AND RECREATION COMMISSION AGENDA OF NOVEMBER 13, 2024 MEETING Page 2 • Director Solis expressed to the commissioners the importance of attending the December 2, 2024 meeting to provide feedback on the Conceptual Plan. b. Term Expiration i. Commissioner Cason ii. Commissioner Smith iii. Commissioner McNamara • Council members Papineau and Vanderburg terms will be up. • The elections will be certified, Praton and Reed will be put in. • Council member Lozano will be resigning his position and moving to CSD. • Three positions will be open, which means the Parks and Recreation Commission would not have a quorum to have any meetings. • Director Solis suggested the current commissioners resend their letter to City Clerk asking to be reappointed to a seat. 8. OLD BUSINESS a. Parks, Recreation and Open Space Master Plan Update • RHAA has completed the following meetings; the first community meeting, our senior group, our youth sports groups, non-profits and our youth community groups. • 538 surveys have been turned in between all those meetings and online information. • The next upcoming meeting is the second and final community meeting, it will be held on December 12, 2024. • RHAA will come back to the Parks and Recreation Commission with all the information recovered. • Director Solis hopes to be able to meet sometime in January if the city is able to get the three commissioners on. If unable to, he plans to hold a special meeting in February. b. Chabolla Skate Park Update • Request for proposals for the engineering deigns were closed on October 24, 2024. • The city received four proposals, which are currently being reviewed by Public Works. • Once the proposal are reviewed and accepted, they will enter into a contract with the engineering company. • Once all plans are done, they go into an RFP for construction. • The city would contract with the wining bid contractor. • Construction of the park in late 2025. c. Gora Aquatic Center Slide Project Update GALT PARKS AND RECREATION COMMISSION AGENDA OF NOVEMBER 13, 2024 MEETING Page 3 • The city has completed the engineering design services. • Construction contract to be awarded at the council meeting of November 19, 2024. • Director Solis believes construction will start late 2025. • They are projecting the slide to be completed by July to start installation. • If installation begins late July, Director Solis would prefer to wait until the pool is closed in August, so it does not disrupt any activities. • Depending on the timing of everything, the city should have a new slide, no later than the spring of 2026. 9. UPCOMING COUNCIL AGENDA ITEMS 10. UPCOMING EVENTS a. Lighting of the Night and Holiday Market – 12/7 • Lighting of the Night will be held December 7, 2024. • Unfortunately, due to the construction on C Street, the city will have to go back to the alternate route, which we had for the 4th of July Parade. • In discussions with Public Works and the Police Department, it seemed to work fairly well. b. Breakfast With Santa – 12/14 • This is done in conjunction with the Liberty Ranch Hawks. • Held at the Chabolla Center from 8:30 a.m. – 11:00 a.m. c. Winter Bird Festival – 2/1 • Event is being moved back to McCaffrey Middle School. 11. STAFF COMMENTS • Director Solis thanked all his Parks and Recreation Staff. 12. COMMISSIONERS REPORTS/COMMENTS • Commissioner Brossman • Commissioner Brossman asked for an update on the Parks Corp Yard. • Director Solis informed commissioners that it is currently being paved. • The anticipated finish date is mid-December, depending on the weather. • Commissioner Cason Absent • Commissioner Graham • Commissioner Graham asked if Parks and Recreation Staff had an end of the year party. • Commissioner Graham would like to meet staff members to thank them for what they are doing in the community. • Director Solis informed the commissioners of the quarterly meetings that the Parks and Recreation Department has to GALT PARKS AND RECREATION COMMISSION AGENDA OF NOVEMBER 13, 2024 MEETING Page 4 highlight the different divisions. • Director Solis invited the commissioners to attend the next Parks and Recreation quarterly meeting on January 9, 2025 at 7:00 a.m. at the Chabolla Center. • Commissioner McNamara • Commissioner McNamara asked where the Breakfast with Santa tickets could be purchased. • Director Solis informed the commissioners that the tickets could be purchased online or at the Parks and Recreation office. • Commissioner Smith Absent 13.
