CITY OF GALT PARKS & RECREATION COMMISSION SPECIAL MEETING MINUTES CITY HALL COMMUNITY ROOM 380 CIVIC DRIVE, GALT CA 95632 DECEMBER 2, 2024 AT 6:00 P.M. Chairperson: Carrie Graham Commission: Chris Brossman, Ernie Cason Jr., John McNamara, Chris Smith 1. CALL MEETING TO ORDER at 6:02 p.m. 2. ROLL CALL: a. Commissioners Present: Graham, Brossman, McNamara, and Smith b. Commissioners Absent: Cason 3. CHANGES TO THE ORDER OF AGENDA 4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the public may address the Parks and Recreation Commission on non-agenda items. The public comments section is for the Parks and Recreation Commission to receive comments; except for brief response to questions, no discussion or action may be taken on any item that is not listed on the agenda. Please limit comments to a maximum of five (5) minutes. Please fill out a speaker sheet located on the table inside the entrances to the council chambers and forward the completed speaker sheet to the commission secretary. Please state your name and city of residence prior to making your comments. 5. ACCEPTANCE OF MINUTES a. Minutes of the meeting of November 13, 2024  Commissioner Graham made a motion to accept the meeting minutes of November 13, 2024, Parks and Recreation Commission Meeting.  Commissioner McNamara made a second to the motion to accept the minutes of November 13, 2024, Parks and Recreation Commission Meeting.  All present in favor, meeting minutes accepted. 6. NEW BUSINESS a. Walker Park Update – Brandon Woods of the Public Works Department and Scott Redding of Helix presented the update.  Woods commented they are currently at 39% of design with the Parks and Rec Department concept.  Redding commented they are seeking the Commission’s recommendation to begin the construction documents, and also the schedules and key components.  Existing Conditions map presented and reviewed. Fields to be lighted, working with electrical engineer to figure out the lighting layout. Director Solis added the fields would be dirt infields, used for baseball and softball.  Next phase would be a community center. o Commissioner McNamara suggested having the dug outs for baseball fields covered. o Commissioner Smith asked what kind of impact will this have on your maintenance crew.  Director Solis explained we will be able to sustain it with Measure Q. 7. UPCOMING EVENTS a. Lighting of the Night and Holiday Market – 12/7 b. Breakfast with Santa – 12/21 c. Winter Bird Festival – 2/1 8. COMMISSIONERS REPORTS/COMMENTS a. Commissioner Brossman – Asked when do we anticipate RHAA coming back, Director Solis responded December 12th at the Littleton Center and asked if we have a chart or something that shows what has already been allocated in measure Q dollars, Director Solis explained they created a special fund Measure Q in our budget so he can see what exactly is taken out of that. b. Commissioner Cason – Absent c. Commissioner Graham – Asked who besides Jed is up for re-enrollment tonight. Director Solis answered Commissioner Smith and Commissioner Cason and asked how did this last year work out with baseball and softball with the fields and them working together? Director Solis responded we made adjustments on our end and did not start the adult season until the time change which freed up more time for the kids and that we have the groups that actually talk and get along now; and that he sent an email asking how it went and nobody had any complaints. d. Commissioner McNamara – Commented it’s good to be able to get direction and give direction. e. Commissioner Smith – No comment 9.
