1. CALL MEETING TO ORDER at 6:03 p.m.
2. ROLL CALL:
a. Commissioners Present: Graham, Brossman, Gallegos, Smith
b. Commissioners Absent:
3. CHANGES TO THE ORDER OF AGENDA
4. PUBLIC COMMENT: Under Government Code Section 54954.3, members of the
public may address the Parks and Recreation Commission on non-agenda
items. The public comments section is for the Parks and Recreation Commission
to receive comments; except for brief response to questions, no discussion or
action may be taken on any item that is not listed on the agenda. Please limit
comments to a maximum of five (5) minutes. Please fill out a speaker sheet
located on the table inside the entrances to the council chambers and forward the
completed speaker sheet to the commission secretary. Please state your name
and city of residence prior to making your comments.
5. ACCEPTANCE OF MINUTES
a. Minutes of the meeting of November 13, December 2, 2024
• Commissioner Graham made motion to accept the minutes of the
December 2, 2024 Parks and Recreation commission meeting
• Commissioner Smith made a second to the motion to accept the minutes
of the meeting of December 2, 2024
• All present in favor, minutes accepted
6. PRESENTATIONS
a. RHAA Master Plan Update
• Presentation given by John Martin and Alyssa Gill of RHAA
o 4 parts to the presentation: Inventory and Assessments;
Community Outreach; Needs Assessment; Next Steps
• Commissioner Graham asked how RHAA went forward with the survey
collection and how may surveys were collected
o John Martin explained that 2 surveys were done
1. Statistically Balance Survey to Galt residents over 18
years old; 590 respondents

2. Community Needs Survey to all ages including outside
residents; about 560 respondents
• Commissioner Brossman suggested prioritizing what the community
needs versus what the community wants
• Director Solis informed Measure Q logos were approved and will be
posted at Gora Aquatic Center, Walker Community Park Baseball
Fields, and the Skate Park
7. NEW BUSINESS
8. OLD BUSINESS
a. Liberty Ranch Subdivision Park
• Three parks to be developed in the area
• No restroom at the smaller park decision was made with City
Manager and Community Development Director to meet the budget
b. Walker Park Phase 2
• Director Solis stated Staff reviewed the 65% of the plans, and
provided commissioners’ comments
9. UPCOMING COUNCIL AGENDA ITEMS
a. Special Events Ordinance 4/1
• Changes to the insurance amount required for special events
b. Parade Route 4/1
• Getting input from City Council to either keep current route going
down C street or keep the temporary route that was used for the last
2 parades

a. Saturday Market- Touch a Truck and Safety Expo 4/5
