PUBLIC SAFETY COMMITTEE MEETING
MINUTES
ANTHONY PESCETTI COMMUNITY ROOM
455 INDUSTRIAL DRIVE, GALT, CALIFORNIA
MONDAY, MARCH 24, 2025, 6:00 PM
The meeting was called to order at 6:01 pm by Committee Member Chris Schamber.
Committee Members present were: J. Hubert, K. Sandhu, G. Sauter, C. Schamber,
J. Selby and Non-Voting Member – Vice Mayor P. Sandhu.
Absent: None
Staff Members present were: Police Chief Kalinowski, Police Captain Richard Small,
Executive Assistant Wendy Masters, Public Works Director John Griffin, Code
Compliance Supervisor TJ Guidotti
We pledged allegiance to the American Flag.
PUBLIC COMMENT: None
PRESENTATION:
1. CSD Fire – Wildfire Preparedness – provided by Deputy Fire Chief Troy Bair
2. Military Use Ordinance Public Outreach Presentation – provided by Police Chief
Kalinowski.
ITEMS FOR DISCUSSION:
1. Correction of October 18, 2021 Minutes – revise the date on pages 1
and 2:
A. Page one – Added “Special” Minutes at the top of the page.
B. Page one – Changed the date from January 18, 2021 to
October 18, 2021.
C. Page two – Changed the date from March 22, 2021 to
January 24, 2022
J. Selby motioned and K. Sandhu seconded.
Approved with a vote of 5-0.
2. Election of Chair and Vice Chair:
C. Schamber nominated J. Selby as Chair.
C. Schamber motioned and K. Sandhu seconded.
Approved with a vote of 5-0.
C. Schamber nominated himself as Vice Chair.
C. Schamber motioned and K. Sandhu seconded.
Approved with a vote of 5-0.

3. Approval of Minutes from the November 25, 2024 meeting:
Motion to approve by C. Schamber and seconded by K. Sandhu.
Approved with a vote of 5-0.
4. Review of Roles and Responsibility of Public Safety Committee:
Chief Kalinowski discussed.
5. Adare Way Road Closure Request:
Galt Resident Mr. Rodney Pratton requested this item. He was in
attendance. Public Works Director John Griffin provided a packet of
information and discussed. John Griffin recommends Adare Way at E.
Stockton Blvd. remains open at this time. Police Chief Kalinowski does not
support the road closure. The closure would delay police response times
in this area. Cosumnes Fire Department Assistant Fire Chief-Fire Marshal,
Lantz Rey does not support the road closure. The closure would delay the
fire department’s response time in this area. Code Compliance Supervisor
TJ Guidotti will contact Wal-Mart to discuss the truck routes in this area.
The request to close this road has been denied with a recommendation
for this item to be brought back to City Council to evaluate mitigating
measures.
Schamber motioned and J. Hubert seconded.
Denied with a vote of 5-0.
6. Fireworks Ordinance:
Code Compliance Supervisor TJ Guidotti provided a draft of the Firework
Ordinance and discussed. Assistant Fire Chief-Fire Marshal Lantz Rey
provided additional information.
7. Prepared 911 program overview:
Chief Kalinowski briefly discussed. Due to audio trouble the video was not
played. This item will be added to the next agenda.
8. Bicycle Helmet Safety:
Chief Kalinowski discussed education and outreach ideas.
9. Police Department Annual Report:
Chief Kalinowski discussed.

COMMENTS BY COMMITTEE MEMBERS:
1. Committee Member J. Sauter acknowledged Mr. Pratton’s concerns regarding
the Committee denying the road closure of Adare Way at E. Stockton Blvd.
ADJOURNMENT:
With no further business, Chair J. Selby adjourned the meeting at 7:57 pm.
Next meeting is scheduled for Tuesday, May 27, 2025, which will be a Special Meeting
because Monday, May 26, 2025 is Memorial Day.
