CITY OF GALT PUBLIC SAFETY COMMITTEE MEETING MINUTES ANTHONY PESCETTI COMMUNITY ROOM 455 INDUSTRIAL DRIVE, GALT, CALIFORNIA MONDAY, July 28, 2014, 6:00 PM Vice Mayor Singleton called the meeting to order at 6:01pm. The roll call found Singleton, Lagge, Doak, McCune, Bezanson, Crews, Canning and Shelton present. We saluted the American Flag. The minutes of the last meeting were presented to all members, other than a date correction no changes were recommended. Shelton moved that the minutes be accepted, Lagge seconded. Motion carried. ITEMS FOR DISCUSSION: McCune requested an update on the Reserve Officer program, recalling an article in the Lodi News Sentinel a few months prior. Lt. Kalinowski reported that interviews were held, of the 17 interviewed 4 or 5 went through the background process with one still being considered. Lt. Kalinowski felt we may have more interest when the surrounding academies graduate their students in the fall. The department is still in the hiring process, trying to fill vacancies as they occur, with the Officer positions taking priority over the Reserve Officer positions. McCune inquired about the process of having Speed Control Devices installed in areas of chronic speeding vehicles. Singleton advised that the emergency responders tend to discourage undulations as they are very hard on equipment. Steve Winkler of Public Works added that in addition to being hard on equipment, the speed bumps and undulations slow down emergency responses. He has found, too, “that everybody wants them, but not in front of their house.” These speed control devises are expensive too, noting that they start at $10,000 each. Discussion followed, with the end result being that starting with education, then enforcement, then controlled intersections with the speed bumps and undulations being a last resort. McCune felt that since there had been an accident resulting in a death, that perhaps we might be at the level where the last resort is warranted. Shelton added that in his career, he has found that first responders are not comfortable with speed bumps. He added that the Neighborhood Watch gatherings would be a good venue to actually talk to the speeders. ROUND TABLE: Singleton mentioned that not all Neighborhood Watch groups/area have signs. Bezanson brought up the “no left turns” onto Twin Cities Road. Discussion followed regarding why the changes had to happen and the remedies to getting out onto Twin Cities Road as well as the new round abouts and how they are working. Dana agreed to bring back statistics to the next meeting. Lt. Kalinowski added that this is a proactive approach vs a reactive approach to traffic collisions in the area. Shelton added that he is in favor of the round abouts. Ms. Canning added that she specifically likes that a left turn out of Wal Mart onto Fermoy is not permitted. Our next meeting will be at 6:00 PM Monday, September 22nd , 2014. Meeting was adjourned at 7:28pm.
