CITY OF GALT GALT YOUTH COMMISSION Special Meeting Minutes, July 13, 2020 Meeting via Zoom 380 CIVIC DRIVE GALT, CALIFORNIA A. CALL MEETING TO ORDER: Adult Mentor Gordon, called meeting to order at 6:02 P.M. B. ROLL CALL: Adult Mentors Present: Gordon, Klotz, Lampson, Singh-Uppal Mentors Absent: None Youth Members Present: Akers, Cuevas Murillo, Gold, Hemenover, Kunze, Mejia, Neuburger, Rivas, Romero, Sosa Members Absent: None C. PUBLIC COMMENT: None D. REGULAR BUSINESS: 1. Icebreaker Adult Mentor Klotz gave the commission an icebreaker that would help them with taking information and then assessing it. They were shown a series of pictures and had to decipher which one was the odd one out. This would also teach them that there can be several answers to on question or situation. 2. Commissioner’s Responsibilities Council Member Lampson overviewed the Brown Act, ordinance, bylaws and commissioner responsibilities. 3. Making a Motion Council Member Lampson discussed the process of how a first and second motion should be made. 4. Approval of minutes for the meetings of March 2, 2020 The minutes for the March meeting of 2020 were approved. Motion: Kunze Second: Neuburger Ayes: 10 Nays: 0 Abstain: 0 5. Treasurer’s Report Adult mentor Gordon shared that the commission had $2,938.48 available in their account. 6. Budget for the Retreat Adult mentor Gordon shared that PRO Youth and Families will be facilitating this year’s retreat online. The purpose of the retreat will be team building. A motion to approve a budget of $250 was made for the GYC retreat. Motion: Hemenover Second: Mejia Ayes: 10 Nays: 0 Abstain: 0 7. Galt Youth Commission Shirts A budget not to exceed $80 for three shirts was approved for the new commissioners. Motion: Akers Second: Rivas Ayes: 10 Nays: 0 Abstain: 0 8. Galt Youth Commission Scholarship Recipient Three scholarship recipients have been selected to receive Galt Youth Commission scholarships that are $250. The recipients are Betsy Robles, Alejandra Oceguera, and Karina Aguilar. 9. City Council Update Councilmember Lampson informed the commission of current events. There are over 220 cases of COVID in Galt and is growing faster than the average town should be. The city recommends people abide by the 6 feet social distancing standard, wear a mask when outside of your home, and to stay home when possible. Lampson also shared a timeline to hire a new city manager. 10. Galt Herald Newspaper Adult Mentor Gordon overviewed this standing agenda item. Each commissioner can have a complementary newspaper subscription. One commissioner is selected to share about an article from the paper to the group each meeting. 11. Overview of the GYC Officer Positions Commissioner Rivas overviewed the officer positions. Each year 7 different positions are offered to the commissioners to take as their own role in the commission. The seven positions are Chair, Vice Chair, Secretary, Publicity, Fundraising, Sargent of Arms, and Treasurer. The commission also discussed how the voting would work. 12. Youth Commission Projects for 2020-2021 GYC Alumni Juliet Rodriguez shared various community projects the youth commission have done over the years. She discussed how a project takes planning, time, and commitment. Rodriguez also showed pictures of projects during her four-year tenure as a commissioner. Commissioners discussed potential projects to consider in light of COVID-19 which include pen pals to senior citizens, partnering with service organizations, continuing the Random Acts of Kindness project, continuing the adopt a street project, and some type of project to address the needs of high school students who will likely be learning online this school year. 13. Summer Team Building Activities Adult mentor Klotz shared the team building survey results. The top five activities as selected by the commissioners: Smores, Movie, Hiking, Food Closet Volunteering, and a Virtual Pet Introduction. Commissioner Sosa volunteered to help Klotz on developing an activity. 14. Future Agenda Items None 15. CORONAVIRUS DISEASE (COVID-19) ADVISORY To protect our constituents, City officials and City staff, the City requests all members of the public to follow the California Department of Health Services’ guidance and the County of Sacramento Public Health Officer Order for the Control of COVID-19 restricting group events and gatherings and maintaining social distancing. Additional information regarding COVID-19 is available on the City’s website at www.ci.galt.ca.us. Consistent with Executive Order N-29-20, the meeting will be held via teleconference/electronically and the City Council will participate via teleconference/electronically. In-person participation by the public will not be permitted and no physical location from which the public may observe the meeting will be available.
