COUNCIL CAUCUS MEETING MINUTES CITY OF GARFIELD HEIGHTS, OHIO Tuesday, November 12, 2019 Council President Matt Burke called the Caucus Meeting to order at 6:30 p.m. Members Present: Jason Blake, Councilman Ward 5 Matt Burke, Councilman Ward 6 Shayla Davis, Councilwoman Ward 4 Charles Donahue, Councilman Ward 2 Michael Dudley, Sr., Councilman Ward 1 Michael Nenadovich, Councilman Ward 3 Tom Vaughn, Councilman Ward 7 Clmn Dudley would offer the invocation and lead the Pledge of Allegiance. Clmn Nenadovich moved to accept the Minutes of the Caucus Meeting for October 28, 2019 as written. The Minutes stood approved unanimously. President Burke advised that following the Invocation all Council Members would be sworn in, there would be a roll call and he would open up the floor to nominations. Clmn Nenadovich would dispose of the Minutes of the Regular Council Meeting of October 28, 2019. There were no written communications to Council. There were no Committee Reports. ORDINANCE NO. 52-2019 Clmn Nenadovich advised that he would move to consider by title. ORDINANCE NO. 53-2019 Clmn Dudley advised that he would move to consider by title. ORDINANCE NO. 54-2019 Clmn Blake advised that he would move to consider by title. ORDINANCE NO. 55-2019 Clmn Vaughn advised that he would move to consider by title. ORDINANCE NO. 56-2019 Clmn Vaughn advised that he would move to consider by title. Clmn Vaughn offered to prepare an ordinance to change two 2020 Council Meeting dates because the Civic Center would be closed on Columbus Day and Memorial Day in 2020. Law Director Riley suggested cancelling the Council Meeting scheduled for December 23, 2019 if there is no legislation. Council could do so simply by motion. Finance Director Barb Biro pointed out that the second Council Meeting in December was usually cancelled because appropriations were done. If any emergency should arise or there should be a change in appropriations, Ms. Biro would call a Special Meeting. Clmn Vaughn proposed holding Finance Committee Meetings on December 2, 3 and 4, 2019 and asked Council to check their availability on those dates. The Chairman and the Mayor are going to schedule a date for Council to meet to get up to speed. Clmn Nenadovich moved to adjourn the Caucus Meeting, Clmn Dudley seconded and the motion was approved unanimously.
