Box 428 Genoa City, WI 53128 262-279-6472 Office ▪ 262-279-6618 Fax Village Board Meeting Minutes Thursday, June 9th, 2022 @ 7:00 p.m. BOARD 1) Call to Order/Roll Call/Pledge of Allegiance Meeting of the Village Board was called to order at 7:43 PM by President Ken Parker. MEMBERS 2) Citizen’s Comments Ken Parker Village President -Mr. O’Reigan, business owner on Elizbeth Lane, voiced concern over the speed of traffic, specifically from another business on the same street. Would like something to be Duane Gallo done about this issue. Trustee 3) Consent Agenda: Any item listed on the consent agenda may be removed at the request of any Paul Jargstorf -A member of the Board. Trustee Approval of Payment of Bills Approval of Monthly Financial Reports; Payroll Beth Wydra Approval of Minutes: Reg. Mtg. May 12th, 2022, Closed Session Mtg. May 12th, Trustee 2022 Jim Krause Approval of Operator’s License: (PD Approved) Trustee On a Larson/Gallo motion to approve consent agenda; motion carried by trustees: Pamela Larson 5-0. Trustee 4) Unfinished Business: NONE Phil Traskaski Trustee 5) New Business: a. Extra-territorial review of N410 Thunderbird Rd., Genoa City, WI (Town of Bloomfield) Walworth County submitted by Brad & Jennifer Poltermann. Krause/Gallo Motion to approve; carried 5-0 b. Approval of Liquor Licenses, Cigarette Licenses and Operator Licenses for July 1st 2022 – June 30th 2023. Per attached list. Trustee Larson asked why Resistance vape was not ever included, Chief Balog explained that they are not considered tobacco by state statute. Gallo/Larson motion to approve; carried 5-0 c. Farmer’s Market Board stated that Village will not do alcohol sales but a 501c could and a third-party manager would be needed. Larson/Traskaski motion to approve carried 5-0 d. Speedbumps – Speed limit signs, Hunter’s Ridge Dr. @ Deer Path Traskaski/Gallo motion to approve; carried 5-0 e. PD PT Budget Amendment Needs to be done by resolution. Gallo/Krause motion to table; carried 5-0 6) Ordinance and Resolution Updates: a. Approval of Resolution 06-09-2022a regarding Wastewater Treatment Department Compliance Maintenance Annual Report Krause/Traskaski motion to approve; carried 5-0 b. Approval of §265.21 Disorderly Conduct with a Motorized Vehicle Gallo/Krause motion to approve; carried 5-0 c. Approval of §310.63 Driveways BI/ZA DeLuca wants to revisit/rewrite this. Larson/Krause motion to table; carried 5-0 d. Approval of §62.05 Officers and Employees Gallo/Traskaski motion to approve; carried 5-0 7) Attorney Report: Linda Gray No Report 8) Supervisor Reports Clerk/Treasurer Jurewicz’ Report – Nothing to add PW Supervisor Cole’s Report – Nothing to add Chief Balog’s PD Report – Had active shooter training on 6/6 9) Village President Report – None 10) Adjourn into closed session in accordance with Wisconsin Statue 19.85(1) Roll Call Vote: Ken Parker-Y, Duane Gallo-Y, Beth Wydra-Y, Jim Krause-Y, Pamela Larson-Y, Phil Traskaski-Y (g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. (e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. 11) Reconvene into Public Session On a Gallo/Larson motion; carried 5-0 a. Consideration and possible action on recommendations for matters discussed in Closed Session by the Village Board. No action required.
