All members being present, Councilmember Thompson led the pledge after a moment of silence. 1. Minutes A motion was made by Councilmember Stone and seconded by Councilmember Tackett to approve the minutes from the Special City Council meeting July 13, 2020. WHEREAS, the City of Georgetown has sought to continue, and expand, the Police Department’s Operation Hope/ANGEL program for those throughout the City suffering with addiction; and, WHEREAS, the City of Georgetown, via Resolution 2020-18, expressed its intent to support the Georgetown Police Department’s application to P.A.A.R.I. for two full-time Recovery Corps VISTA staff; and, WHEREAS, assistance provided by these positions will include, but not be limited to, assessing needs, facilitating placement in rehabilitation programs, coordinating emergency care, providing transportation, and educating the community about available resources/services, prevention strategies, and/or risk factors contributing to addiction; and, WHEREAS, P.A.A.R.I. recently issued a national press release, naming Georgetown Police Department (Kentucky) as one of the law enforcement agencies selected to host Recovery Corps members to assist with program development and capacity building; NOW, THEREFORE, be it resolved by the City of Georgetown that: The City of Georgetown hereby accepts these Recovery Corps VISTA positions, with the acknowledgment that the City’s only financial contribution will be up to $2,000.00 in eligible transportation reimbursement costs for the staff members. Announces Expansion of Recovery Corps Program Applications Open for AmeriCorps VISTA Members to Address Opioid Epidemic in 8 States BOSTON — Co-Founder and Chairman of the Police Assisted Addiction and Recovery Initiative (P.A.A.R.I.) John Rosenthal and Executive Director Allie Hunter are pleased to announce that P.A.A.R.I.’s National Recovery Corps is more than doubling in size for its 2020-2021 program year. “During these challenging times, P.A.A.R.I.’s mission is more relevant and critical than ever, and this revolutionary program will add significant capacity to our law enforcement partners as they address their community’s needs,” Hunter said. “Since our Recovery Corps program launched in 2017, we have seen tremendous results, and we are thrilled and grateful to expand the program for our 2020-2021 program year.” P.A.A.R.I. launched the Recovery Corps Program in partnership with AmeriCorps in fall 2017 in Massachusetts. Since then, the program has expanded to several states nationwide. The program embeds AmeriCorps VISTA (Volunteers in Service to America) members in police departments and law enforcement agencies to address the opioid epidemic with the goal of building, strengthening and sustaining police-led programs to reduce and prevent overdose deaths and help more people with opioid use disorder get into treatment and recovery. This year, P.A.A.R.I has been awarded a $1.16 million grant from the Corporation for National and Community Service (CNCS), the federal agency for volunteering and service, to grow the program from 17 full-time equivalents to 40 members for its 2020-2021 session. “The opioid epidemic has left an indelible scar in communities across America. Addressing this crisis will take an all-hands-on-deck effort and everyone has a role to play,” said Barbara Stewart, CEO of the Corporation for National and Community Service, the federal agency that administers the AmeriCorps program. “I’m proud that through this new partnership with P.A.A.R.I., AmeriCorps VISTA members can be a part of the solution.” The grant will fund 40 full-time positions, including 29 positions to be based in the awarded law enforcement host sites in eight states. The impacts to date have been invaluable and we look forward to what we will accomplish together in the upcoming year.” The grant also funds the expansion of P.A.A.R.I.’s National Support Team and will include 11 full-time VISTA members based in seven regions and out of P.A.A.R.I.’s office based in Plymouth, Massachusetts. One VISTA member and two VISTA leaders will be based in P.A.A.R.I.’s office in Plymouth, Massachusetts to focus on resource development as well as recruiting, training and supporting the team of P.A.A.R.I. National Recovery Corps members. P.A.A.R.I. is also launching a National Police Outreach Team with seven regional Police Outreach VISTA members to be spread across the country to help recruit and train new law enforcement partners. “The partnership with P.A.A.R.I. has been incredibly valuable to the Boston Police Department and City of Boston. Especially amid COVID-19, the P.A.A.R.I. Recovery Corps members embedded with our department have been instrumental in providing vulnerable Boston residents with support and connections to treatment and services related to homelessness and substance use disorder,” said Sgt. Recovery Corps Host Site Applications Open for AmeriCorps VISTA Member to Address Opioid Epidemic Georgetown, KY.—Police Captain Darin Allgood is pleased to announce that the Georgetown Police Department has received an in-kind grant from the Police Assisted Addiction and Recovery Initiative (P.A.A.R.I.) to bring on two full-time AmeriCorps VISTA members to increase the department's Operation Hope/Angel Program capacity. This year, P.A.A.R.I has been awarded a $1.16 million grant from the Corporation for National and Community Service (CNCS), the federal agency for volunteering and service, to grow the program from 17 full-time equivalents to 40 members for its 2020-2021 session. Of the new positions, 29 will be based in the awarded law enforcement sites in eight states to help build, strengthen and sustain police-led programs to reduce and prevent overdose deaths and help more people with opioid use disorder get into treatment and recovery. The grant also funds the expansion of P.A.A.R.I.'s National Support Team and will include 11 full-time VISTA members based in seven regions and out of P.A.A.R.I.'s office based in Plymouth, Massachusetts. Georgetown Police Department has been selected as a host site for the 2020-2021 program, which represents an in-kind grant worth more than $50,000. “We are delighted to be one of the chosen police departments across the country to receive this grant,” reported Captain Allgood. “Since the COVID 19 pandemic, we have experienced a significant increase in our overdose calls for service, and unfortunately, deaths associated with overdoses. This grant will provide us the ability to hire two civilians that will really be a benefit to our agency, but more importantly, our community. The people we put in place will work closely with our Victim Advocates, and they will continue our endeavor to provide assistance to those community members that are struggling with drug addiction.
