Georgetown City Council Meeting Minutes of February 24, 2025 Page 1 of 3 Georgetown City Council Meeting February 24, 2025 6pm Mayor Jenkins called the meeting of the Georgetown City Council to order. All members were present. After a moment of silence, Councilmember Wilkins Brent led the pledge. A motion to introduce a resolution honoring the many accomplishments and legacy of former Mayor Everette Varney onto the agenda was made by Councilmember Hambrick and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. 1. Minutes A motion to approve the minutes from February 10, 2025, City Council Meeting was made by Councilmember Stone and seconded by Councilmember Hampton. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that council members acknowledge receipt of the check register. All acknowledged receipt. 3. Event Applications a) A request by the Kiwanis Club to close streets for the annual Fourth of July Parade. A motion for approval was made by Councilmember Tingle Sames and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. b) A request was made to close downtown streets for the Finley 5K on August 2, 2025. A motion to postpone this item until the Event Ordinance has passed was made by Councilmember Stone and seconded by Councilmember Tingle Sames. The motion was unanimously approved. 4. First Readings a) Zone Change Ordinance - Paddocks at Jennings Farm – Sponsors Todd Stone and Kim Menke b) Annexation Ordinance – Paddocks at Jennings Farm – Sponsors Todd Stone and Kim Menke c) Special Events Ordinance – Sponsors Willow Hambrick and Tammy Lusby Mitchell A motion to add a $500.00 deposit for for-profit organizations and $250.00 for non-profits to close Main Street for events and to refund any unused portion of the deposit to the organization was made by Councilmember Stone and seconded by Councilmember Hambrick. The motion passed 7-1. Councilmember Lusby voted no. A motion to add residents to the notification process that includes property owners and businesses was made by Councilmember Menke and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. Georgetown City Council Meeting Minutes of February 24, 2025 Page 2 of 3 A Motion to include language in the ordinance that Tourism/Civic sponsored events are excluded from the application process and applications must be submitted no earlier than 6 months and no later than 30 days in advance of the event date was made by Councilmember Tingle-Sames and seconded by Councilmember Wilkins Brent. The motion passed 7-1. Councilmember Menke voted no. There was no first reading. d) Budget Amendment Ordinance – Sponsors Greg Hampton and Tammy Lusby Mitchell 5. GMWSS a) Desotec - $55,535.00 A motion for approval was made by Councilmember Wilkins Brent and seconded by Councilmember Menke. The motion was unanimously approved. b) Xylem Water Solutions –$ 245,754.00 A motion for approval was made by Councilmember Hampton and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. c) Judy Construction - $321,939.65 A motion for approval was made by Councilmember Hambrick and seconded by Councilmember Crisp. The motion was unanimously approved. 6. City Attorney Resolution – Amend Regularly Scheduled Police Committee Meeting Times A motion for approval was made by Councilmember Menke and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. 7. City Engineer Resolution – Application for Building Resilient Infrastructure in Communities Grant A motion for approval was made by Councilmember Lusby Mitchell and seconded by Councilmember Hampton. The motion was unanimously approved. 8. Council Discussion a) Old Business i. Special Events A motion to remove this item from the agenda was made by Councilmember Lusby Mitchell and seconded by Councilmember Hampton. The motion was unanimously approved. ii. Solid Waste Collection A motion to remove this item from the agenda was made by Councilmember Stone and seconded by Councilmember Crisp. The motion was unanimously approved. There being no further business, Mayor Jenkins adjourned the meeting at 9:52 pm.
