Georgetown City Council Meeting Minutes of June 23, 2025 Page 1 of 3 Georgetown City Council Meeting June 23, 2025 6pm Mayor Jenkins called the Georgetown City Council meeting to order. All members were present. After a moment of silence, Councilmember Wilkins Brent led the pledge. 1. Minutes A motion to approve the minutes from the June 9, 2025, Special City Council meeting was made by Councilmember Tingle Sames and seconded by Councilmember Hampton. The motion was unanimously approved. A motion to approve the minutes from the June 9, 2025, City Council meeting was made by Councilmember Tingle Sames and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that council members acknowledge receipt of the check register. All acknowledged receipt. 3. Proclamation Proclamation for Patti Burnside 4. Audit Presentation RFH, PLLC, presented the audit for fiscal year 2024. 5. Resolution – Fiscal Year 2026 Regularly Scheduled City Council and Committee Meetings A motion to approve was made by Councilmember Hampton and seconded by Councilmember Hambrick. The motion was unanimously approved. 6. Second Reading a) Budget Amendment Ordinance FY 2024-2025 – Sponsors Tammy Lusby Mitchell and Greg Hampton. A motion for approval was made by Councilmember Stone and seconded by Councilmember Hampton. A roll call vote passed 8 – 0. b) Budget Ordinance FY 2025-2026 – Sponsors Greg Hampton and Tammy Lusby Mitchell. A motion for approval was made by Councilmember Hampton and seconded by Councilmember Lusby Mitchell. A roll call vote passed 8 – 0. c) Amendment to Personnel Ordinance – Sponsors Kim Menke and Michael Crisp. A motion for approval was made by Councilmember Menke and seconded by Councilmember Stone. A roll call vote passed 8-0. 7. First Reading – Zoning Ordinance Text Amendment-Sections 4.3, 4.4 Schedule of Dimensions – Sponsor Kim Menke. GMWSS a) Wilson Equipment - $69,790.00 A motion to approve was made by Councilmember Menke and seconded by Councilmember Hampton. The motion was unanimously approved. b) Judy Construction - $410,685.77 A motion to approve was made by Councilmember Wilkins Brent and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. 9. Resolution – TBRA Gant Funding A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Crisp. The motion was unanimously approved. 10. Finance a) Municipal Order - Assignment of General Fund Balances as of 6-30-2025 A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Hampton. The motion was unanimously approved. b) Municipal Order – Financial Audit Service A motion to approve was made by Councilmember Stone and seconded by Councilmember Lusby Mitchell. The motion was approved 7-1. Councilmember Menke voted No. c) Municipal Order - Lanes Run Business Park Streetlights A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Menke. The motion was unanimously approved. d) Resolution – Business Park Expansion Fund Withdrawal A motion to approve was made by Councilmember Hampton and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. 11. Fire Department – Municipal Order – Fire Department Uniforms A motion to approve was made by Councilmember Crisp and seconded by Councilmember Tingle Sames. The motion was unanimously approved. 12. Police Department – Resolution – Kentucky Attorney General Body Armor Grant A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. 13. Council Discussion a) Old Business 1. Backyard Chickens Councilmember Lusby Mitchell recommended that the ordinance be placed on the July 14, 2025, agenda for first reading. Councilmember Lusby Mitchell requested that clarification be included in the ordinance concerning the following items: Single-family detached homes or rentals with permission from the owner, placement of coops to be measured by the property line rather than neighboring structures, and food must be stored in an enclosed structure. Developmental Impact Fees Mayor Jenkins stated there was positive feedback from stakeholders and referred to the webpage on the city website that provides information about the fees. Councilmember Menke requested a list of the current fees developers are paying. 3. Senate Bill 63 The council discussed the options the city has concerning Senate Bill 63, which include allowing these vehicles on city streets with a more stringent ordinance or not allowing them. The Council will continue tracking any action taken by the Scott County Fiscal Court. There being no further business, Mayor Jenkins adjourned the meeting at 8:17 pm.
