Georgetown City Council Meeting Minutes of July 14, 2025 Page 1 of 3 Georgetown City Council Meeting July 14, 2025 6 pm Mayor Jenkins called the Georgetown City Council meeting to order at 6 pm. All members were present. After a moment of silence, Councilmember Hampton led the pledge. 1. Minutes A motion to approve the Minutes from the June 23, 2025, City Council meeting was made by Councilmember Wilkins Brent and seconded by Councilmember Hambrick. The motion was unanimously approved. 2. Acknowledgement of Check Register Mayor Jenkins requested that council members acknowledge receipt of the check register. All acknowledged receipt. 3. Event Application – Georgetown College – Freshmen Move-In Day A motion for approval to block streets on campus on August 16, 2025, for Georgetown College Freshmen Move-in day was made by Councilmember Lusby Mitchell and seconded by Councilmember Stone. The motion was unanimously approved. 4. Finance a) Municipal Order – City Hall Change Order # 8 A motion for approval was made by Councilmember Tingle Sames and seconded by Councilmember Lusby Mitchell. The motion passed 7-1. Councilmember Stone voted no. b) Municipal Order – City Hall Change Order # 9 A motion for approval was made by Councilmember Lusby Mitchell and seconded by Councilmember Hambrick. The motion passed 7-1. Councilmember Stone voted no. 5. Mayor’s Comments – Executive Order – Georgetown Board of Adjustment Appointment – Virginia Teague A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Crisp. The motion was unanimously approved. 6. Second Reading – Zoning Ordinance Text Amendment – Sections 4.3,4.4, Schedule of Dimension Area Regulations – Sponsor Kim Menke A motion for approval was made by Councilmember Menke. The motion failed for lack of second. The matter was not considered. 7. First Readings a) Urban Backyard Chicken Ordinance – Sponsors Tammy Lusby Mitchell and Greg Hampton b) Amendment to Animal Control Ordinance – Sponsors Todd Stone and Kim Menke c) Amendment to Code Enforcement Board Ordinance – Sponsor Michael Crisp d) Amendment to Personnel Ordinance – Sponsors Kim Menke and Karen Tingle Sames Georgetown City Council Meeting Minutes of July 14, 2025 Page 2 of 3 8. GMWSS a) Hexagon Technologies – $98,160.00 A motion for approval was made by Councilmember Lusby Mitchell and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. b) Judy Construction – Change Order # 9 for Weather Days on WWTP No. 1 Upgrade and Expansion A motion for approval was made by Councilmember Hampton and seconded by Councilmember Menke. The motion was unanimously approved. c) Judy Construction – WWTP No. 1 Change Order # 10 – $307,256.30 A motion for approval was made by Councilmember Stone and seconded by Councilmember Hampton. The motion was unanimously approved. d) Recommendation of Award – Pump Station No. 20 and Force Main Improvements – $1,887,950.00 A motion for approval was made by Councilmember Menke and seconded by Councilmember Lusby Mitchell. The motion was unanimously approved. 9. City Engineer a) Municipal Order – Street Dedication – Village at Lanes Run – Phase 2, Unit 3C A motion to approve was made by Councilmember Hambrick and seconded by Councilmember Tingle Sames . The motion was unanimously approved. b) Municipal Order – Street Dedication – The Abbey at Old Oxford – Phase 3, Units 1A – 1D A motion to approve was made by Councilmember Hampton and seconded by Councilmember Wilkins Brent . The motion was unanimously approved. c) Municipal Order – Street Dedication – South Crossing – Phase 1, Units 1A – 1F A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Crisp. The motion was unanimously approved. 10. Police Department – Resolution – Application for 2025 Justice Assistance Grant (JAG) Funds A motion to approve was made by Councilmember Stone and seconded by Councilmember Tingle Sames. The motion was unanimously approved. 11. Finance – Resolution – FY2024 Community Project Funding (CPF) Program A motion to approve was made by Councilmember Lusby Mitchell and seconded by Councilmember Hampton. The motion was unanimously approved. 12. Council Discussion a) Old Business 1. Development Impact Fees A special called Work Session is scheduled for 5 pm on July 23, 2025, to discuss development impact fees. 2. Senate Bill 63 Mayor Jenkins stated this item is on the agenda for the Interlocal Committee meeting on July 15, 2025. b) New Business Georgetown City Council Meeting Minutes of July 14, 2025 Page 3 of 3 There being no further business, Mayor Jenkins adjourned the meeting at 8:20 pm.
