Georgetown City Council Work Session
December 9, 2025
4 pm
Mayor Jenkins called the Georgetown City Council Work Session to order at 4 pm. All members
were present except Councilmember Hambrick. After a moment of silence, Mayor Jenkins led the
pledge. Councilmember Stone arrived at 4:18 pm.
1. Minutes
A motion to approve the Minutes from the December 8, 2025 City Council Meeting was
made by Councilmember Lusby Mitchell and seconded by Councilmember Tingle Sames.
The motion was unanimously approved.
2. General Capital Budget Status Review
CAO Devon Golden and Finance Director Stacey Clark provided an update on budgeted capital
projects, including completed, in progress, and yet-to-begin projects.
3. Design Fees – Future Considerations
CAO Golden and Finance Director Clark outlined the next steps and future capital and
operating costs associated with three projects currently budgeted for the design phase. Those
projects include the Police/Dispatch Facility Needs Assessment, the design of Fire Station 4,
and the Parks and Recreation Quality-of-Life Projects.
4. Revenue/Expense Projections and Implications – Capital and Operating
General Fund revenue and expense projections, based on trends over the past five fiscal years,
were presented through 2031, giving an overview of the city’s future finances.
Stormwater Utility Fee – Phase II was briefly reviewed. Assessing a stormwater utility fee
would generate revenue earmarked for stormwater infrastructure improvements, dedicated
staff, and equipment and would free the general fund of the annual allocation for stormwater
needs.
5. Identify Next Steps for Implementation
Council members expressed support for moving forward with the design of Fire Station 4 and
the design of the lap pool at Suffoletta Family Aquatic Center. Council members discussed the
importance of these projects, along with the expansion of Georgetown Police Department and
the construction of a new Dispatch Center, being timed intentionally to allow for this and future
City Councils to plan for these significant capital costs. Upon execution of design contracts, a
timeline should be created as a resource for City Council to follow throughout implementation.
There being no further business, Mayor Jenkins adjourned the meeting at 6:02 pm.
