MINUTES OF THE GILBERT TOWN COUNCIL, IN SPECIAL MEETING OF TUESDAY JANUARY 21, 2020 AT 8:30 AM, MUNICIPAL CENTER 1, ROOM 300 50 E CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Mayor Jenn Daniels, Vice Mayor Scott Anderson, Councilmembers Eddie Cook, Brigette Peterson, Jordan Ray, Jared Taylor, and Aimee Yentes COUNCIL ABSENT: None STAFF PRESENT: Town Manager Patrick Banger, Deputy Clerk Chaveli Herrera, Town Attorney Christopher Payne AGENDA ITEM CALL TO ORDER Mayor Daniels called the meeting to order at 8:40 a.m. WELCOME AND INTRODUCTIONS Mayor Daniels welcomed everyone to the Good Government meeting. Everyone introduced themselves. ADMINISTRATIVE ITEMS 1. Message from Salt River Project (SRP). Matt Streeper with Salt River Project (SRP) welcomed everyone, provided a brief update and acknowledged the sponsors. He introduced Kathy Tilque, President and CEO of Gilbert Chamber of Commerce. 2. Presentation and Discussion on Business Priorities: a) Highlight of 2020 Business Priorities; b) East Valley Chambers of Commerce Alliance (EVCCA) Legislative Priorities; and c) Foundation Statistics. Ms. Tilque provided an update on the Gilbert Chamber of Commerce. She announced the Chamber was celebrating their 41st anniversary and had over 820 members. She provided information on the local business priorities and emphasized the importance of working with education partners, being data driven and making evidence-based decisions. She provided information on employer rights, election reform, criminal justice reform, 1 education and transportation. She stated that seven chambers made up the East Valley Chamber of Commerce Alliance (EVCCA) and discussed the legislative session process. Ms. Tilque discussed the Chamber partnerships to include Chamber for Good, Gilbert Leadership, Workforce Readiness, Retention and Engagement and Events and Fundraising efforts. She provided information on Tours for Teachers and provided details about future opportunities with employers and potential jobs. She stated that there were 70 graduates of the program and they have reached over 300 students. She discussed Manufacturing Student Tours and provided information on the Junior High Students reached, the number of schools represented and the businesses that have been visited through the program. She discussed career shadowing and stated that 185 students have been matched in the program and over 3,100 hours had been logged. She thanked the Town for being a part of that effort. Lastly, she talked about Scholarships for Students and career-based learning. Mr. Streeper discussed the strong working relationship with the Town of Gilbert and elaborated on the Town’s great leadership and introduced Mayor Daniels. 3. Presentation and Discussion of Town of Gilbert Priorities a) Centennial Celebration; b) Rebranding; c) Infrastructure Needs; and d) Long-term Planning. Mayor Daniels discussed the success of the Chamber through their membership and ribbon cuttings. She provided information on the Town of Gilbert’s Centennial celebration and informed every one of the tool kits available with the new centennial logo. She encouraged everyone to use the resources to promote the event. She discussed the opportunity for rebranding or the Town and stated that more information would be coming. She discussed the importance of citizen feedback and being a City of the Future. She provided details on the National Citizen Survey from 2019. She highlighted that 97% of residents rated Gilbert highly in quality of life in Gilbert, 98% of residents rated Gilbert highly as an excellent or good place to live and 97% of residents ranked Gilbert highly on recommending Gilbert to someone. She discussed the importance of Mobility and stated that there were many aspects involved and provided information on transportation infrastructure efforts from the Town. She reported that The 2019 National Citizens Survey also detailed a decline in satisfaction for both the overall ease of travel and traffic flow. She emphasized the use of feedback from residents and the use of social media and Gilbert 311 and said there has been 1,149 requests from 2017-2019 through Gilbert 311 for transportation related issues. She thanked Public Works Director Jessica Marlow and her team for their responsiveness to these requests. She discussed the continued growth of the town and concerns with the 2 future of mobility. She stated the 44% increase in growth from 2007 and the expectation of 330,000 residents in the community when its fully built out. She discussed historic Gilbert Transportation Bond issues and discussed the importance of bonds for future growth. She provided information on Gilberts Master Plans and studies and outlined the important steps that have been taken regarding transportation bonds. She highlighted the Citizens Transportation Task Force and their efforts to address street bond issues and bring a recommendation to Council. Lastly Mayor Daniels and Town Manager Banger asked for feedback from those in attendance regarding mobility concerns and any additional needs or concerns the Town was missing.
