MINUTES OF THE GILBERT COUNCIL SUBCOMMITTEE ON BUILDING CODES, DECEMBER 18, 2018, AT 4:30 P.M., ROOM 236, 90 EAST CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Councilmembers Scott Anderson and Jared Taylor COUNCIL ABSENT: Councilmember Victor Petersen STAFF PRESENT: Town Clerk Lisa Maxwell, Development Services Director Kyle Mieras, Plan Review and Inspection Manager Larry Taylor and Multimedia Specialist Zara Bish CALL TO ORDER Chair Taylor called the meeting to order at 4:02 p.m. AGENDA ITEMS 1. Approval of the minutes of the November 27, 2018 meeting. A MOTION was made by Councilmember Anderson, seconded by Chair Taylor, to approve the minutes of the November 27, 2018 meeting. Motion carried 2-0. 2. Discussion of tools and options for obtaining public input on Building Codes. Plan Review and Inspection Manager Taylor announced the group was looking at the form Zara produced using the Town forms. He said there were still a few tweaks that needed to be made and the fire code needs adding. There is a dropdown listing residential and then commercial disciplines. There is a place on the form to enter a specific code reference and then comments. The form allows for up to 500 characters in the comment section. Chair Taylor asked about a place to upload larger files. Chair Taylor said the form allows for comments about general processes as well. The contact information of the submitter is listed on the form so staff can contact the person if more information is needed. Councilmember Anderson said he thinks the briefer the form is the better on this page. Chair Taylor said the form allows for comments about general processes as well. Chair Taylor asked about next steps for the web page. Multimedia Specialist Zara Bish said she can make the from live with a push of a button. First she needs content for a splash page. Chair Taylor said the splash page will have a brief introduction explaining what the Town is doing. There will be a link to the form on that page. Plan Review and Inspection Manager Taylor said a link to the International Building Code (IBC) website where anyone can access and view the various codes for free. Chair Taylor suggested adding his, Councilmember Anderson and Development Services Director Mieras’ contact information on the splash page would be helpful. Rusdon Ray, Gilbert resident, said he did not see anyone on the form explaining the purpose of the form. He asked about a section where the submitter could state whether or not they supported the passage of the 2018 IBC family of codes. He said someone may want to comment on passing the codes but reducing the enforcement of those codes. Chair Taylor said it is premature to say there is a proposal. Currently the subcommittee is gathering feedback. The splash page will have an explanation of the process. After this webpage is posted staff can get the word out to the public using their contacts and social media channels. The due date for public comment is January 12, 2019. Multimedia Specialist Bish said as soon as she has the information for splash page she can publish it. Chair Taylor will work with Plan Review and Inspection Manager Taylor to get that information to Multimedia Specialist Bish tomorrow so the page can be published by the end of the week. Chair Taylor said the subcommittee can look at the comments received by January 12 and if they want they can leave the form up longer to collect additional comments. Rusdon Ray noted there is a way to comment on any of the various code books. He asked about putting the Town’s inspector checklist on the website and gathering comments on that checklist. Chair Taylor said anyone that would like to comment on the checklist and send a red-lined pdf. Multimedia Specialist Bish said the form has the capability to accept uploaded pdf documents. Development Services Director Mieras said he notify his list of contacts when the form is live and he will ask them to forward the information to anyone else they know who may be interested in commenting.
