MINUTES OF THE FINAL MEETING OF THE TOWN OF GILBERT FIREMEN’S PENSION AND RELIEF FUND ANNUAL BUSINESS MEETING, MONDAY NOVEMBER 27, 2019 AT 3:30 PM, MUNICIPAL CENTER 1, ROOM 233, 50 E CIVIC CENTER DRIVE, GILBERT, ARIZONA MEMBERS PRESENT: Deputy Town Manager Leah Hubbard Rhineheimer; Fire Chief Jim Jobusch; Town Clerk Lisa Maxwell; Assistant Fire Chief Robert Badgett; and Fire Captain Michael Burkhart MEMBERS ABSENT: Assistant Fire Chief Robert Duggan and Fire Battalion Chief Mike Connor OTHERS PRESENT: Accounting Assistant Manager Anthony St. George and Office of Management and Budget Director Kelly Pfost AGENDA ITEM CALL TO ORDER Chair Rhineheimer called the meeting to order at 3:31 p.m. ADMINISTRATIVE ITEMS 1. MINUTES - consider approval of the minutes of the Meeting of December 3, 2018. A MOTION was made by Chief Jobusch, seconded by Fire Battalion Chief Burkhart, to approve the minutes of the Meeting of December 3, 2018. Motion carried 5-0. 2. TREASURER’S REPORT – consider ratifying the Trust Fund Report for Fiscal Year 2019. Accounting Supervisor St. George reviewed the report noting the balance was current as of June 30, 2019. A MOTION was made by Chief Jobusch, seconded by Fire Battalion Chief Burkhart, to ratify the Trust Fund Report for Fiscal Year 2019. Motion carried 5-0. 3. Recognition of death of sole pensioner. Town Clerk Maxwell reported the family of J.C. Hicks notified the Town that Mr. Hicks passed away in August 2019. Chief Jobusch explained there are still some former members of the Town’s Volunteer Fire Department still around but they did not qualify to participate in the Pension Fund. Chair Rhineheimer asked if the Town had done anything to recognize Mr. Hicks’ service to the Town. Chief Jobusch said Mr. Hicks was recognized. Assistant Fire Chief Badgett 1 said a fire truck was sent to Mr. Hicks funeral and the family expressed their appreciation of the recognition of Mr. Hicks’ service. 4. Discussion and recommendation for dispersal of remaining funds. Town Clerk Maxwell noted the change to ARS §9-958 now allows for the transfer of money from the Pension Fund to the Public Safety Personnel Retirement System (PSPRS). Office of Management and Budget Director Pfost added excess funds in the fund may be sent and since there are no more pensioners receiving a pension, all the money is excess. A MOTION was made by Chief Jobusch to transfer the remaining money in the Pension Fund to PSPRS. Town Clerk Maxwell noted the Council can transfer the money based on the recommendation of the Board. There will be an item on the December 19, 2019 Council agenda to transfer the remaining funds. Chief Jobusch amended his motion to recommend the transfer of the remaining money in the Pension Fund to PSPRS, seconded by Assistant Fire Chief Badgett. Motion carried 5-0. 5. Discussion and recommendation regarding disbandment of Board. Town Clerk Maxwell said a recommendation to disband the Board can be placed on the December 19, 2019 Council agenda. MOTION was made by Chief Jobusch, seconded by Fire Battalion Chief Burkhart, to recommend disbandment of the Firemens’ Pension and Relief Fund Board. Motion carried 5-0. COMMUNICATIONS Report from the CHAIR on current events. Chair Rhineheimer reported the lighting of the water tower downtown will be held on December 2, 2019. Report from the members of the Board on current events Chief Jobusch reported the Fire Department is currently holding their annual toy drive. Also coming up will be rides with Santa on a fire truck.
